RIO DE JANEIRO -- Instituto Nacional de Educação de Surdos (INES) serves around 600 students, from kindergarten to high school. There are 22 Deaf teachers/professors. They firmly believe in using bilingual languages - Brazilian Sign Language and Portuguese language.


The art and the sport complete the distinguished service of INES to its students. Vocational education and paid internships help to insert Deaf people into the labor market. The Institute also supports the teaching and research of new methodologies to be applied in teaching the Deaf person and also serves the community and the students in the areas of speech therapy, psychology, and social assistance.

In the 1960s, in the United States, with the support of researchers in the field of linguistics, language status was given to the sign communication between the Deaf. In Brazil, towards the end of the 1980s, the Deaf led the movement for the official signing of the Brazilian Sign Language - LIBRAS. In 1993, a bill began a long legalization and regulation battle at the federal level, culminating in the creation of Law No. 10,436 of April 24, 2002, which recognizes the Brazilian Sign Language, followed by Decree No. 5,626, Of December 22, 2005, which regulates it.

Therefore, the bilingual education proposal is being consolidated. In this sense, some challenges are being posed, such as, for example, promoting bilingual education for deaf individuals who demand the mass public education at the National Institute of Deaf Education and regular Brazilian schools.
