Police Pepper Sprays Deaf Man

Watch raw footage of the Paterson police using mace and for other tactics as they arrested a man many in the crowd told them was Deaf.


PATERSON, NJ -- Police can be seen in a video using pepper spray on an apparently Deaf man, forcing his head down during the process.

Now the mayor and the county prosecutor are looking into whether the police took the proper steps during the arrest, after the video has gone viral.


Police were on Godwin Avenue making a traffic stop that resulted in a drug arrest, law enforcement sources told NorthJersey.com. The website cited law enforcement sources identifying the man arrested as Raaseon Adams, who was not involved in the drug arrest, but was in the area at the time.

The video was taken by a Facebook user who identified himself as Moet Spa, and who gave New Jersey 101.5 permission to post a copy with profanity edited out.

In the video, the street can be seen jammed with cars and a moving truck, with a man, Adams banging on the trunk of a car before approaching the officers. Adams, who appears in the video unable to speak clearly, approached the officers with one asking "can I help you?" People in the area can be heard telling the officers that Adams is Deaf. Several videos on Adams' Facebook page show him communicating strictly through sign language or by typing in the comment section.

A woman can be seen approaching Adams and telling him "you bugging" as she tries to move him away from the police and calm in down, in order to avoid having him arrested. One officer yells at him: "Yo, walk away," as Adams approaches." A minute later, the same officer appears to be laughing as Adams makes groaning noises and yells incoherently.

Eventually, Adams can be seen walking away and toward a police vehicle when three officers sweep into view and attempt to arrest him. It's not clear in the video what he did immediately prior to that moment.

Adams appears worked up and is shouting, and eventually goes down on the sidewalk with several officers around him. Despite pleas from the crowd not to mace him, and telling Adams to relax, an officer can be seen appearing to spray him at least once while Adams is on the ground and seems to be at least partially restrained.

Shortly after, with two officers appear to be trying to pick Adams off the ground, when he and the two officers move sharply back down; it appears Adams' head may bang the sidewalk with the cops' hands on the back of his head. As one officer tries to circle around, another still holding Adams hits him in the back of his head with his elbow or forearm while yelling something - possibly "give me your arm" or "give me your eyes."

At points during the struggle, Adams appears to be pointing to his leg while trying to say something. Several people in the crowd say he has a bad leg.

As the incident continues the crowd also becomes louder and appears to grow. At one point what looks like a glass object is thrown near the officers and can be heard shattering.

Eventually, Adams is handcuffed and led away by police.

One officer can be heard telling the person recording the incident that there's "no need for this," and that the man behind the camera "should have controlled this."

Mayor Andre Sayegh told NorthJersey that since learning of the incident and the video he has been in contact with "numerous community leaders" ensuring them that an independent investigation would be launched. He was expected to hold a meeting with community leaders on Monday and did not return a call or email seeking comment from New Jersey 101.5.

Chief Troy Oswald told the website that his officers exercised "great restraint," but said the incident would be investigated.

Public Safety Director Jerry Speziale told New Jersey 101.5 that the matter had been referred to the Passaic County Prosecutor's Office. Chief Assistant Prosecutor Mary Catherine Ryan confirmed that the incident had been sent to the prosecutor's office, but said any questions about the status of the officers should be directed to the police department.

NorthJersey.com said law enforcement sources confirmed Adams was charged with resisting arrest. The names of the officers involved have not been released, but the website said all are still on duty as the investigation continues.

Passenger Punches Deaf Couple, Service Dog

Video shows airline passenger accused of punching Deaf pregnant woman, service dog being tackled at the Florida airport.


ORLANDO, Florida -- The details of an alleged punch thrown by a passenger at a Deaf pregnant woman's service dog remain up for debate, but new video shows some of the confrontation on the plane and an ensuing fight in the terminal.

Hazel Ramirez and her fiance Matt Silvay - who are both Deaf - along with their two young children and service dog were aboard a Frontier Airlines flight from Colorado Springs, Colorado to Orlando, Florida when they say a passenger punched their 8-month-old service dog, a Great Dane named Zariel.

An Orlando Police Department report says passenger Tim Manley felt the dog was taking up too much space and irritating his wife's allergies, so he "punched it with a closed fist," causing the dog to yelp and take cover under a seat.

Silvay can be seen standing in the aisle of the plane arguing with Manley, cell phone video shows.

Manley says he considered what he did to the dog a "swat," not a punch, ABC News reports. Ramirez told Orlando CBS affiliate WKMG she and her husband were appalled by Manley's actions.

"So my husband gets mad and yelled at the man to tell him never touch any dogs or service animals," Ramirez told WKMG.

The argument then escalated from the plane and into the terminal of the Orlando International Airport where Manley is accused of punching Ramirez, who is five months pregnant, in her stomach.

New cell phone video recorded inside the terminal appears to shows Silvay shoving Manley to the ground. Silvay told police he tackled Manley in an attempt to prevent him from leaving before authorities arrived.

In the description of the video posted to YouTube, Manley provided his own account of the incident. Here's some of what he says happened:

"They had a very difficult time keeping the dog confined in front of the seat even though since no-one wanted to sit there they had two extra seats. The dog was hyper and got up into the isle while the plane was approaching the landing. Through kicking and pushing the man was able to get it back under the seats though. When the plane stopped moving naturally a lot of people stood up in the isle. I being quite groggy was reaching down in front of me into my backpack. Upon rising up I found I was staring the great dane in the face. I instinctively pushed it away immediately feeling fear and alarm. The man went berserk and accused me of punching the dog, started pushing his hand in my face and kicking me...

Frontier Airlines confirmed an incident occurred on the flight.

Neither the couple nor Manley accepted medical treatment

Officers took statements and referred the case to the FBI. Ramirez says she plans to press charges.

Deaf Couple Claims Passenger Punched Their Service Dog on Plane.

There was drama on a plane after a man was accused of allegedly punching a Deaf pregnant woman and a service dog on a flight to Orlando over the weekend.



Matthew Silvay and Hazel Ramirez, a Deaf couple, were traveling with their two kids and service dog on Frontier Airlines from Colorado Springs. The couple got into an argument with passenger Timothy Manley, which started on board the plane as they were getting ready to disembark.

The police had stopped the truck and seized its papers from the youth.

When the youth tried to explain something to them, the police could not understand his sign language and began to beat him up.


A young Deaf boy was thrashed mercilessly by police when he could not answer satisfactorily to their questions.

Aussie Teen Dodges Jail For Bashing Deaf Man

Western Australia teen dodges jail for bashing Deaf Asian man.


PERTH, Australia -- A teenager has dodged a jail term after pleading guilty to bashing a Deaf man at a Perth train station, but he will face imprisonment if he offends again in the next year, a judge has warned.

Joshua William Bignell, 18, bashed Seow Oh, 28, fracturing his eye socket, in the eastern Perth suburb of Carlisle in June last year.

Bignell bashed and kicked Mr Oh from behind as he was walking to his car parked at the station. Bignell was originally charged with assault occasioning bodily harm but the charge was later upgraded to grievous bodily harm.

On Monday, in the District Court of Western Australia Judge Phillip Eaton handed Bignell a pre-sentence order, subject to three reviews over the next 12 months. Judge Eaton decided not to imprison Bignell immediately because he was young, had a troubled childhood and mental health problems and was "now in a stable situation".

If Bignell committed an offence in the next 12 months, it was likely he'd be sentenced to an immediate term of imprisonment, Judge Eaton warned. "You can just about bank on that," he said.

"If you're going well, I'll allow the order to continue. "If things are falling apart, then I won't hesitate to bring it to an end. "If you fail, Mr Bignell, then the consequences will be grim."

Judge Eaton said the maximum penalty for the offence was 10 years' imprisonment, meaning Bignell was "in the big league" after "fairly relentless offending" in recent years... Read The Full Story.
