PHOENIX, Arizona -- Police are investigating a crash in which a car rear-ended a school bus from the Arizona State Schools for the Deaf and the Blind. It happened just before 4 p.m. Friday on the Interstate 17 frontage road near Northern Avenue.

Captain Rob McDade of the Phoenix Fire Department said there were children are on the bus, but none of them was hurt. The bus driver reportedly had minor injuries, as did the driver of the car that hit the bus. The bus driver was treated at the scene. The driver of the car reportedly was taken to the hospital.
Police said this was a chain-reaction three-vehicle wreck. The car that hit the bus had been rear-ended by a another vehicle.
A second bus was brought in to pick up the students.

PATERSON, NJ -- Police can be seen in a video using pepper spray on an apparently Deaf man, forcing his head down during the process.
Now the mayor and the county prosecutor are looking into whether the police took the proper steps during the arrest, after the video has gone viral.
Police were on Godwin Avenue making a traffic stop that resulted in a drug arrest, law enforcement sources told NorthJersey.com. The website cited law enforcement sources identifying the man arrested as Raaseon Adams, who was not involved in the drug arrest, but was in the area at the time.
The video was taken by a Facebook user who identified himself as Moet Spa, and who gave New Jersey 101.5 permission to post a copy with profanity edited out.
In the video, the street can be seen jammed with cars and a moving truck, with a man, Adams banging on the trunk of a car before approaching the officers. Adams, who appears in the video unable to speak clearly, approached the officers with one asking "can I help you?" People in the area can be heard telling the officers that Adams is Deaf. Several videos on Adams' Facebook page show him communicating strictly through sign language or by typing in the comment section.
A woman can be seen approaching Adams and telling him "you bugging" as she tries to move him away from the police and calm in down, in order to avoid having him arrested. One officer yells at him: "Yo, walk away," as Adams approaches." A minute later, the same officer appears to be laughing as Adams makes groaning noises and yells incoherently.
Eventually, Adams can be seen walking away and toward a police vehicle when three officers sweep into view and attempt to arrest him. It's not clear in the video what he did immediately prior to that moment.
Adams appears worked up and is shouting, and eventually goes down on the sidewalk with several officers around him. Despite pleas from the crowd not to mace him, and telling Adams to relax, an officer can be seen appearing to spray him at least once while Adams is on the ground and seems to be at least partially restrained.
Shortly after, with two officers appear to be trying to pick Adams off the ground, when he and the two officers move sharply back down; it appears Adams' head may bang the sidewalk with the cops' hands on the back of his head. As one officer tries to circle around, another still holding Adams hits him in the back of his head with his elbow or forearm while yelling something - possibly "give me your arm" or "give me your eyes."
At points during the struggle, Adams appears to be pointing to his leg while trying to say something. Several people in the crowd say he has a bad leg.
As the incident continues the crowd also becomes louder and appears to grow. At one point what looks like a glass object is thrown near the officers and can be heard shattering.
Eventually, Adams is handcuffed and led away by police.
One officer can be heard telling the person recording the incident that there's "no need for this," and that the man behind the camera "should have controlled this."
Mayor Andre Sayegh told NorthJersey that since learning of the incident and the video he has been in contact with "numerous community leaders" ensuring them that an independent investigation would be launched. He was expected to hold a meeting with community leaders on Monday and did not return a call or email seeking comment from New Jersey 101.5.
Chief Troy Oswald told the website that his officers exercised "great restraint," but said the incident would be investigated.
Public Safety Director Jerry Speziale told New Jersey 101.5 that the matter had been referred to the Passaic County Prosecutor's Office. Chief Assistant Prosecutor Mary Catherine Ryan confirmed that the incident had been sent to the prosecutor's office, but said any questions about the status of the officers should be directed to the police department.
NorthJersey.com said law enforcement sources confirmed Adams was charged with resisting arrest. The names of the officers involved have not been released, but the website said all are still on duty as the investigation continues.

DENGFENG, China -- 'I had no choice': Mum admits locking up Deaf son for decade as police discover man in chains, mum Yue Rong said her son Wang Zhiqiang, now 41, was born unable to hear or speak and as the years went on, his mental disorders got worse.

But as a child he still showed signs of intellect, so his family sent him to a special needs boarding school.
Only his time there proved to be a traumatic experience after he was severely bullied.
As a result Wang Zhiqiang, who lives in Xuanhua in Dengfeng City in Henan, China, developed psychological issues.
And as his poverty-stricken family could not afford to seek help and treatment Zhiqiang's mental disorders got worse.
His mother said: "He wasn't able to go to school any more, and his condition worsened while staying at home.
"It reached a point where he was attacking other villagers."
Yue explained when her husband passed away she found it difficult to cope which is why she resorted to chaining up her son.
She added: "When his father was still alive, he was able to take care of him, but when his dad passed away 12 years ago, I couldn't handle him on my own."
"I had no choice but to chain him up and lock him in the room. It's been more than 10 years."
Zhiqiang's sister, Wang Shufen, cries every time she sees her brother in the animal-like state.
Footage of their most recent meeting shows her sobbing as she inspects the marks on her brother's arms made by the wrought-iron shackles.
Now in her 50s, Shufen said: "I wish it were me chained up and that my brother were free instead.
"You never saw the times, while he was still lucid, when he begged my family to let him out."
19-year-old facing slew of charges after fatal crash that killed Deaf FedEx employee in New Jersey.
JERSEY CITY, NJ -- Jersey City police were looking for two people Tuesday night, after an out-of-control vehicle crashed and killed a man waiting at a bus stop.
As CBS2’s Valerie Castro reported, authorities said the stolen sport-utility vehicle killed a man waiting for a bus. A 16-year-old was being questioned late Tuesday.

Confirming that the pedestrian that was fatally struck by a vehicle this morning in Jersey City has been identified as a male in his 30's. The fatality occurred in the immediate area of Communipaw Ave & Kennedy Blvd. Continue to avoid this area as the police investigate.
The crash happened around 4:50 Tuesday morning. The out-of-control SUV slammed into the intersection of Communipaw Avenue and Kennedy Boulevard in Jersey City.
The victim in the incident died instantly after he was hit. On Tuesday night, CBS2 has learned the victim may never even have realized what was about to happen.
The Hudson County Prosecutor’s office said police were trying to pull over the stolen vehicle, which was seen speeding and running traffic lights when it slammed into a light post and crashed into a bus shelter.

Umar King, 33, was standing inside waiting for the bus. He wound up thrown down the street and was killed on impact.
A collection of candles paid tribute to King’s memory late Tuesday.
King’s friend, who is hearing-impaired, said King was also hard of hearing and likely did not even know the car was careening toward him.
“The car - too fast, boom,” King’s friend said. “Can’t hear; not hearing.”
“I just saw a person on the floor and that’s it,” added Carmen Rodriguez of Jersey City. “It was sad.”
After the impact, people inside the car were caught on video as they got out and took off running down Kennedy Boulevard.
Prosecutors said the stolen vehicle was speeding and ignoring traffic signals. Police were dispatched to chase it.
“There were three individuals in the suspect vehicle. They fled,” said Hudson County Prosecutor Esther Suarez. “One individual was caught, a male 16-year-old. He was detained for questioning.”
The crash destroyed the bus shelter and left debris everywhere.
“Now we don’t even have a bus stop. They took it all. I just feel bad for the family,” Rodriguez said.
The entire corner was ripped apart, and debris was everywhere. Pieces of the bus shelter were thrown in the street and on the sidewalk, and a traffic light was dismantled and bent.
The Prosecutor’s office said it is believed the officers did as they were trained when trying to stop the vehicle.
“It appears at first glance – again, this is all investigation – that officer was following protocol,” Suarez said. “That too is under investigation.”
Police late Tuesday were still searching for the other two people seen in the video running away.
Another driver was also hit by the speeding car. That victim was taken to Jersey City Medical Center with minor injuries and has since been released.

Atlanta teens face long suspension after assaulting hearing-impaired student at mainstream school.
ATLANTA, Georgia -- An Atlanta mother says a group of high school students who attacked her hearing-impaired daughter could be suspended from the school for one year or one semester.
Mother Kimberly Flournoy says her 18-year-old daughter Jacqueline was recently cold-clocked out of the blue on campus at Maynard Jackson High School.

“He just turned around and slapped me. I was like, ‘OK, what just happened?’” Jacqueline Flournoy said.
Right before that, another student pulled the 18-year-old’s hair.
A third student recorded the attack, which happened Nov. 30, egging the other two students on.
"I think it was hate. They were just being spiteful and mean. They wanted to make a video about it and go viral,” Jacqueline Flournoy said.
Jacqueline Flournoy says the two brothers and a female student made vulgar comments about her relationship and her speech.
The 18-year-old, who is black, has a white boyfriend. She is also hearing-impaired.
Jacqueline’s mother posted the video on social media to raise awareness about bullying and to make sure the students are punished to the fullest extent.
The attackers were initially suspended for one day and forced to apologize.
"I want them expelled from school,” Kimberly Flournoy said.
The two brothers will face a tribunal Wednesday where they could be removed from the school for one year or one semester, according to the mother.
The girl who recorded the video could face cyber-bullying discipline, Kimberly Flournoy says.
Jacqueline Flournoy wants to turn the incident into something positive. She and her mother have created an anti-bullying campaign.
"It shouldn't be happening. If it is happening, you should speak up to somebody,” Jacqueline Flournoy said.
The 18-year-old says people have to learn to treat others with respect.
Kimberly Flournoy also has a message for the parents of kids who bully.
"Parents, [you] need to talk to your children. I mean, it's bad enough that adults treat each other like this, but for kids to do it, they're learning it from someone,” she said.
Atlanta Public Schools has not yet released a comment about the video.
San Diego Police respond to use of force with mace and taser on Deaf man over a parking ticket.
SAN DIEGO, California -- San Diego Police are responding to allegations that they used excessive force on a Deaf man after he got upset over a traffic ticket.

It happened Monday afternoon on 5th Avenue in Hillcrest. The man, identified by SDPD as 48-year-old Jeffrey Robinson of Los Angeles, stopped in the resale shop, Flashbacks, to inquire about selling shoes.
His car was parked illegally in a 20-minute commercial loading zone on 5th Ave. near University Ave. The employees in the store say he was only parked there a few minutes when a parking enforcement officer showed up.
"He couldn't speak, so he was communicating via a legal pad we had, as he was writing something to ask us, he saw that he was going to get a ticket," said Tiara Arreloa.
"He wasn't touching her, his hands were just here. He was trying to talk to her," insisted Arreola.
SDPD Lt. Scott Wahl says the photos making the rounds on social media don't tell the whole story.
"There's a lot more going on then maybe the small angle that they see," said Wahl.
Wahl says according to the parking officer and three separate witnesses, Robinson ran towards the officer in an aggressive manner.
"He ended up slapping the parking enforcement officer's hand away as she put the ticket onto the windshield of his car. As she was backing away from him, he crumpled up the ticket and threw it at her, bounced it off of her chest," said Wahl.
He says Robinson pounded on the window of the officer's car and continued advancing toward her. He says she deployed pepper spray after he refused repeated orders to comply.
"Parking enforcement officers don't have to wait until they're punched in the face to protect themselves against somebody who is starting to demonstrate this type of behavior," said Wahl, who pointed out that parking attendants are not sworn officers.
"You gotta remember our parking enforcement officers are not police officers, they don't have bullet proof vests, they don't carry guns, they're not trained like a police officer is," said Wahl.

CHONGQING, China -- A heart-stopping video has emerged of a four-year-old Deaf boy narrowly avoiding seven vehicles as he runs through a tunnel.
The surveillance video, filmed in Chongqing on May 7, shows the boy running in the middle of the road. Luckily, he avoids being hit by seven vehicles driving past him at high speed.
The boy was reportedly later rescued by police officers and his parents were called. It was unclear how he came to be in that tunnel.
Mardan Police shoot Deaf man dead for ignoring spoken order to stop at checkpoint in Pakistan.
MARDAN, Pakistan -- Police shot dead a vendor it had mistaken for a suicide bomber in Khyber-Pakhtunkhwa’s (K-P) Mardan district on Thursday.
The vendor riding a cycle did not respond to police calls to stop at judicial complex check post, Deputy Superintendent Police (DSP) Mumtaz Khan told journalists.
According to local people, the vendor was Deaf and had been selling clothes in the area for the last 15 years to run his household. He was shifted to Sheeran Khota where he will be buried.

Unlicensed, first-time driver crashes into Keizer 7-Eleven, police say.
KEIZER, Oregon -- A Jeep Grand Cherokee driven by a Deaf, unlicensed, first-time driver plowed into a Keizer 7-Eleven Friday morning, according to police. No one was injured.
At about 11 a.m., the SUV crashed through the front door of the convenience store, at 4380 River Rd. N. Surveillance video shows the shock of the crash.
The driver, 22-year-old Cindy Rosas Ortega, is Deaf and had never driven a car before, according to Deputy Chief Jeffrey Kuhns of Keizer police.
A passenger, 27-year-old Johana Gomez Ortega, told officers she was notable to tell Rosas Ortega how to stop the SUV before it crashed.
Rosas Ortega was cited for driving without a license and Gomez Ortega was cited for providing a vehicle to an unlicensed driver.

Man killed in apparent road rage incident in Coral Springs, Florida was legally Deaf, friends say.
CORAL SPRINGS, Florida -- Detectives say it's unclear whether charges will be filed. A man who was killed Thursday in an apparent road-rage incident in Coral Springs was legally Deaf and used sign language to communicate, the victim's friend told Local 10 News on Friday.

"He had that disability. He was hearing impaired, but nonetheless he was a very productive member of society. He worked at a job and he had a normal life as best as it could be," family friend and chaplain, Ken McLymont, said.
Coral Springs police Sgt. Carla Kmiotek said Paul Peterman, 37, of Margate, was airlifted to a hospital after being involved in an altercation with another driver that ended in the area of Atlantic Boulevard and Riverside Drive in Coral Springs.
He was pronounced dead later in the day.
Kmiotek said the other driver, identified as Joshua Tullis, 37, of Coral Springs, fled the scene, but has since contacted detectives.
Kmiotek said he is cooperating with investigators, and it's unclear whether charges will be filed against him.
Authorities have not said how Peterman died, but said that they are still interviewing witnesses and gathering evidence.
Kmiotek said he was not stabbed, nor shot.
Loved ones said Peterman was an Eagle Scout and was involved in theater. He was also a warehouse manager at a professional lighting company and was engaged to be married.

Deaf News: Singapore woman at Jem foodcourt insults Deaf cleaner who mistakenly cleared her plate of food.
SINGAPORE -- A Facebook user Dave Teo commented in the Facebook link of our story, ‘RC denies affiliation with woman who berated dumb cleaner at JEM but FB shows she was an active RC participant’, about the bad experience he had with the woman who berated the Deaf cleaner at JEM and her husband.
He identified the couple and said that they go around show flat and place 5 percent deposit, and after the ‘closing’ ask the agent to treat them for dinner. He said that they took him to a restaurant and ordered food which cost him a few hundred dollars. The cheque the couple issued however, eventually bounced.
Several others who commented on Dave’s comment suggested that the woman and her husband would do anything to score a free meal.
Another Facebook user who identified himself as a property agent described the couple as ‘phony buyers”. He asked fellow agents to beware of the couple saying they bought from “PropNex and Huttons agents ranging from 2-4 units as bulk purchases,” but that all their cheques from various banks bounced.
He identified the couple as Alice and Chong Meng Chew. This Facebook user also released their personal details like address and phone numbers. He advised other agents to demand only Cashier’s Order from the couple if they ever come forward to buy any realty in the future.
“I apologise for the behaviour but I was having a bad cold that day, and I didn’t know that the cleaner was deaf and mute,” Fong told Chinese newspaper Shin Min today (5 Jun). In the video shared by Euphemia Lee of the incident however, Fong was heard implying, “he is old, he is Deaf and he is dumb, so? I must give in to him? I don’t understand!”
Fong told the Chinese newspaper earlier today that she had taken half-day off from work on that day as she was feeling unwell. She had also noticed “something dirty” in the food she had finished eating, and wanted to take a picture of it to complain. That was the moment when the 64-year-old cleaner came to clear her plate.
Fong said that she tried to tell him “no”, but the cleaner “would not listen”.
