Deaf father charged with murder in stabbing of 3-year-old daughter.

WINNIPEG -- Frank Nausigimana, 28, allegedly abducted the girl from her mother at knifepoint before the stabbing.

A Winnipeg man has been charged with first-degree murder after allegedly abducting his three-year-old daughter and stabbing her to death Wednesday morning.

Police have charged Frank Nausigimana, 28, with first-degree murder. He is in custody.

In a news release Thursday, Winnipeg police said it was believed that the estranged father abducted his daughter from her mother at knifepoint in her car in the Robertson neighbourhood before 9:30 a.m. Wednesday.

Soon after, officers received a tip and found the man and a vehicle in the area of Jefferson Avenue and King Edward Street.

Police said they found the girl inside, suffering from stab wounds. She was rushed to hospital in critical condition and pronounced dead.

"I can't imagine the grief and the pain family members are experiencing," Const. Jay Murray said at a Thursday news conference. "It's unbelievably horrific."

Murray said emergency personnel provided first aid and did everything they could, and that staff involved were shaken by the experience.

According to Murray, it was a matter of minutes from the time the initial call came in to when police believe the child was fatally injured.

"All this unfolded in an incredibly tight timeframe," he said, suggesting there was no time to issue an Amber Alert.

The mother and father split up soon after their daughter's birth, Murray said, and there hadn't been contact between them in recent months.

Murray declined to provide details when asked if there was a no-contact order in place against the man.

Asked about the broader context of homicides involving young children in Winnipeg in recent years, Murray said there had been several separate homicides of young children in the last year alone, with the deaths of two three-month-olds and a two and a half year old.

In October 2019, he said a three-year-old was stabbed and died in hospital the following month.

"That's another incident a lot of people are going to draw some comparisons with."

The circumstances of the girl's death will be equally shattering to the city's tight-knit ASL & Deaf community in Winnipeg.

WINNIPEG -- 'It’s horrific. It’s awful,' Calvary Temple's Bruce Martin says.

Members of Winnipeg's Calvary Temple are devastated after learning this week the daughter of a longtime member was brutally killed, allegedly by the hands of her father - another longtime congregant.

"I just couldn't believe this had happened," lead pastor Bruce Martin said Friday of the killing of the three-year-old on Wednesday. "It was so sad, oh my."

Winnipeg police have charged Frank Nausigimana, 28, with first-degree murder of his daughter, Jemimah, after he allegedly abducted her from her mother at knifepoint and killed her inside a car not long after.

Nausigimana and the girl's mother were formerly longtime friends and each a member of Calvary Temple of the Deaf Followship.

While Martin isn't the pastor of that sub-ministry of the church, he said the person who is "loved them so much and is finding it so difficult."

He expects the entire congregation of the downtown Christian church will feel the same way.

"This little family were loved by a community of believers," he told CBC. "So right now for them it's the old, 'what did we miss? Why weren't we there? Why couldn't we help them? What went wrong?" he said.

"And there are no answers."

Jemimah's mother and Nausigimana had a major falling out after she became pregnant in 2017.

Court documents show Nausigimana assaulted her in the course of trying to force her to abort the unborn child. The woman applied for a protection order which prevented Nausigimana from attending the church when she was there.

She later told court she'd forgiven him and moved to have the order revoked, but tensions between them appeared to flare earlier this year after Nausigimana applied for joint custody of the girl, which she was opposed to. He alleged she'd cut off his access to her in early January.

Martin said he wasn't aware of the details of what was going on but said people in the church community knew there was conflict. He said the circumstances of the girl's death will be equally shattering to the city's tight-knit ASL & Deaf community.

"This will be devastating because they are so caring for each other and so connected to each other and they know each other so well. It's horrific. It's awful," he said.

Martin said he planned to address the matter in his Sunday sermon. He encouraged anyone who is struggling to reach out to get help.

"It happened because we live in a fallen world. People aren't perfect. Mental health is an issue and sometimes people make really bad choices," he said.

"Life is not always fair but there's always tomorrow," he said.

Deaf Alabama Man Killed In Early Morning Crash

Deaf man killed in crash off Taylor Road in Montgomery.

MONTGOMERY, Alabama -- Montgomery police say a Deaf Montgomery man was killed in a single-car wreck early this morning.

Police say 34-year-old Rodney Vaughans, Jr. was killed when his car hit a tree. The wreck happened around 5AM in the 300 block of Taylor Road North near Brownwood Lane. Police are still investigating what led up to the crash.

A Montgomery man was killed in a crash early Friday morning.

According to Montgomery Police Captain Regina Duckett, at around 5 a.m. officers and fire medics responded to the 300 block of Taylor Road North in reference to a single-vehicle crash involving a 2009 Dodge Charger. The driver, Rodney Vaughans Jr., 34, sustained fatal injuries and was pronounced dead at the scene.

Duckett said an investigation indicates the vehicle was traveling north on Taylor Road North when it left the roadway near Brownwood Lane and hit a tree.

BRUSSELS -- Deaf drag queen Lola McQueen 31, audition for Belgium’s Got Talent. Lola McQueen slays lip sync leaves audiences and judges speechless.

Lola McQueen blew the judges of Belgium's Got Talent away when he performed ‘A Million Dreams’ by P!nk. He received a golden buzzer after one of the judges was moved to tears by his performance.

Lola McQueen was born Deaf, but that did not hold his back from chasing his dreams. “Being Deaf is an enrichment for me, I would not have it any other way. It maybe sounds weird, but I can say this having been through a lot in my life. I have been bullied and people always told me I couldn’t perform. I have been able to fulfil all my dreams, because I believe people shouldn’t decide what I can do. I am the one who decides that,” McQueen told the judges.

This is the second act performed by Lola McQueen on Belgium's Got Talent.

He got an Golden buzzer from the viewers at home and from judge Stan Van Samang. Thank you everyone for support and believe in Lola McQueen for his successfully on Belgium's Got Talent.

Although being Deaf, McQueen is able to lip sync by feeling the vibrations of the music. His performance left the judges speechless. “This was amazing. I think it was incredible,” judge Stan Van Samang told McQueen.

Deaf Homicide Mavrick Fisher Pleads Not Guilty

Homicide suspect Mavrick William Fisher, 21, not guilty plea entered in killing Grant David Whitaker, 25, of Illinois.

LAKEPORT, California -- The man charged with killing his traveling partner at a Humboldt County campground and later dumping the body in Lake County has pleaded not guilty to murder and the other charges in the case.

Mavrick William Fisher, 21, of Elko, Nevada, entered his not guilty plea during a brief court appearance in Lake County Superior Court on Monday morning.

Authorities said that Fisher killed Grant David Whitaker, 25, of Mackinaw, Illinois, with a rock during a confrontation at Richardson Grove State Park in Humboldt County on Aug. 20.

Fisher is charged with murder; assault with a deadly weapon and a special allegation of inflicting great bodily injury; willfully and maliciously removing and keeping possession of the 2011 Chevrolet Impala that Whitaker had been driving; and unlawfully taking the car after the murder.

Fisher and Whitaker, both of them Deaf, had reportedly been traveling west together in a 2011 Chevrolet Impala loaned to Whitaker by his grandmother.

District Attorney Susan Krones told Lake County News in a previous interview that they had visited various locations around California as part of a plan to create a Deaf farming community.

At some point they had a disagreement and Whitaker informed Fisher that he was going to part ways, authorities said.

After killing Whitaker on the morning of Aug. 20, authorities say Fisher drove Whitaker’s body south in the Chevy Impala to Lake County, where he has acquaintances, disposing of the body at a property in the 7500 block of Scotts Valley Road.

On Aug. 24, Whitaker’s grandmother reported him missing after not hearing from him for several days. The missing person’s report was filed in Tazewell County, Illinois.

On the same day, after receiving information about the Chevy Impala, Lake County Sheriff’s deputies found it at the Clearlake Oaks Dollar General and impounded it.

The sheriff’s office found Whitaker’s body on Aug. 26 at the Scotts Valley Road location during the service of a search warrant.

After the murder, Fisher fled to Mexico. On the day Whitaker’s body was recovered, authorities in Rosarito, Mexico, contacted Fisher, taking him into custody and assisting with returning him to Lake County, where he was booked into the Lake County Jail on Aug. 28.

Krones plans to keep the case in Lake County, citing the jurisdiction California Penal Code section 790 gives Lake County because Whitaker’s body was found here.

On Aug. 30, Fisher made his first appearance for arraignment in Lake County Superior Court before Judge J. David Markham, who ordered him to return on Monday for the entry of plea and a bail hearing. Read The Full Story.

Deaf Illinois Man's Remains Found In California

Lake County deputies find Grant Whitaker's remains after tip; autopsy scheduled, a murder suspect, Maverick Fisher into custody: Sheriff.

SAN DIEGO, California -- After discovering a Deaf man’s remains Monday, Lake County deputies have been working with Mexican law enforcement to take a Nevada man into custody.

Over the weekend deputies learned a 21-year-old Nevada man, Maverick William Fisher, had admitted to killing Grant David Whitaker, 25, who was reported missing in Illinois, after a recent altercation at a Northern California campground, Lake County Sheriff’s Office said in a statement. Authorities also said they were provided with detailed directions to human remains that are thought to be Whitaker’s at a property near the 7500 block of Scotts Valley Road.

Lt. Corey Paulich said he could not comment on the nature of the information law enforcement received, noting that the investigation is ongoing. An autopsy is scheduled for Wednesday in hopes of positively identifying the remains and determining cause of death, Paulich said.

Fisher is being deported after he was discovered by law enforcement in Rosarito, Mexico, just south of Tijuana, Paulich said. He likely will be booked into custody in San Diego before being transported to Lake County.

Neither man had prior contacts with Lake County deputies, Paulich said. Whitaker’s next of kin has been notified that authorities have found remains that may be him. The video shows on Facebook as Maverick Fisher hanged out at Grant Whitaker's farm in Nevada last few months ago.

Deaf Militant Back Behind Bars For ISIS Threats

ISIS supporter back behind bars after serving 18 months in federal prison.

FORT PIERCE, FL -- A known ISIS supporter was arrested Friday, not even a day after being released from prison, the St. Lucie County Sheriff's Office said.

According to the sheriff's office, deputies and the FBI arrested 28-year-old Charlton Edward LaChase on Citrus Boulevard for making ISIS-related terrorist threats. Court records in 2018 show LaChase was convicted after sending text messages professing his support for ISIS and threatening to kill several people while committing acts of terrorism and mass murder, the sheriff's office said.

Charlton Edward LaChase said he wanted to "be the first Deaf person to create American Casualties in the name of Islamic State."

LaChase was released Friday morning on probation, but was arrested again after making more threats.

John Cannon has lived along Citrus Park Boulevard the past 35 years. The 64-year-old is married with four children and has a teacup Yorkie named Shelly.

Cannon’s family has a long history of military service, starting in World War II.

Upon hearing the news of the arrest a few houses away is scary.

“Anybody talking about blowing up at school killing people or whatever,” LaChase said. "There is just something wrong with this society for people to think that way.”

Authorities found LaChase at his home, where he lives with his mother due to his deafness and mental issues, and arrested him. He was booked into the St. Lucie County Jail, where deputies say he'll stay until he appears in federal court on Tuesday.

"The long-standing and strong partnership we have with the FBI, U.S. Attorney's Office and other federal partners helps us share important information, act quickly when these types of circumstances arise and ultimately keep our community safe," Sheriff Ken J. Mascara said.

LAKE CITY, FL -- A Deaf man found a perfect companion when he adopted his Deaf dog. Nick Abbott first saw Emerson, a cute Black Labrador, on his Facebook News Feed when the North Florida Rescue of Maine posted the dog's picture.

Emerson was looking for a loving home. "I was drawn to him right away because we have similarities. I felt like because I know what it's like to be Deaf, I could understand him,"

Emerson was a part of a litter and all of his siblings had already been adopted.

“He is left wondering why no one wants to give him a forever home,” NFR posted alongside his picture prior to his adoption. “He wants everyone to know that even though he may be deaf, he is still an amazing little pup with SOO much love to give!” Abbott said he initially wasn’t sure if he could handle the responsibility of another dog as he already had a 7-year-old yellow Lab, but he couldn’t get Emerson out of his mind.

“I decided I should at least go meet him and see,” Abbott said. “I walked in and he came right to me and sat on my foot. It was like he already knew me…. That’s the moment that I knew.” Their bond thus far has been “awesome,” Abbott explained. Wherever he is, Emerson is nearby.

Now, Abbott is actively training Emerson. The pup is already learning commands in sign language and has been fast at picking it up.

“I didn’t know what it would be like to have a Deaf dog. I’ve never been around a Deaf dog before,” Abbott said. “I think we have been learning together as we go.”

Family and friends seek justice after Deaf father shot and killed in West Phoenix.

PHOENIX -- Family and friends are asking for justice after a father and member of the Deaf community was shot and killed outside of a Phoenix apartment complex.

It happened Monday morning near 59th Avenue and Indian School Road.

Family members say 23-year-old Gary Herrera stepped outside for a cigarette break when a car with two men inside pulled up.

Police say a friend heard a gunshot and the car fled. Herrera was taken to an area hospital but died shortly after.

"He was an amazing father," said Angelica Sanchez, who has a 3-year-old son with Herrera.

"Hurt, shocked, I have no words," Jill Quiyo, who says she helped raise Herrera, said.

Loved ones held a car wash on Saturday to raise money for funeral funds.

They're asking for whoever is responsible to come forward and turn themselves into police.

"Whoever has seen something, you know what happened," Quiyo said. "Please speak about it. Please. We need justice for Gary."

Phoenix police say they're looking for an older model four door sedan with faded red paint and two African American men.

Taco Bell Worker Refuses Service To Deaf Man

Taco Bell employee fired after video shows him refusing to serve man who is Deaf.

KETTERING, OH -- NBC News: A Taco Bell employee in Ohio was fired after he was accused of refusing to serve a Deaf man who was trying to use his cellphone to place an order in the drive-thru.

In a video of the encounter at a Taco Bell in Kettering on New Year's Eve, 25-year-old Brandon Washburn is seen trying to get the workers' attention by holding his phone up to the closed window.

When one worker finally opened the window, he's heard in the video telling the man: “It’s against company policy. I can’t do it.”

Washburn's mother, Becky Rosemont Burch, who posted the video Wednesday on her Facebook page, told NBC News in a phone interview on Friday that her son always uses his phone to write his order when he's in the drive-thru.

“He has done this many times before at other restaurants, and has never had a problem,” she said.

Burch said the worker seen in the video was trying to tell Washburn that it was against company policy to take the order through the drive-thru and wanted her son to come inside.

“He didn’t understand what the problem was,” Burch said about her son, adding that he “knew he was being discriminated against.”

“There were several people you could see in the video, and no one tried to help,” she said.

At one point in the video, the Taco Bell worker is seen shaking his head at Washburn before closing the window and walking away. Washburn continued to try and get the workers' attention.

When the Taco Bell employee returned and saw Washburn still at the window, he is heard threatening to call 911.

"And you’re also not allowed to record me," the worker added, pointing to Washburn's girlfriend, who Burch said was filming the encounter.

Burch said in her Facebook post that the employee discriminated against her son because he is Deaf.

“I taught him to be independent,” she told NBC News. “It was just very hurtful. It’s not like deafness is anything new.”

The video has been shared on Facebook more than 12,000 times with many comments calling out the worker.

Taco Bell said in a statement to NBC News that the worker, who was not identified, “no longer works for their organization” and all other employees at the Kettering location would be “retrained” on their policies.

“Taco Bell has a fundamental policy to respect all of our customers and employees, and we are committed to maintaining an environment free of discrimination or harassment,” the company said.

The National Association of the Deaf said in a statement to NBC News that all national fast-food restaurants with a drive-thru should "work with our organization to develop and disseminate a systemic fix so that none of their franchises and facilities ever again deny service to Deaf and Hard of Hearing customers."

Bride Signs Wedding Song To Deaf Groom

Deaf man bursts into tears when bride-to-be signs wedding song.

SYDNEY -- Standing at the opposite end of the wedding aisle, bride Elizabeth Shoesmith of Australia, signed the words to Christina Perri's 'A Thousand Years' to her husband Scott Shoesmith.

Signing the song was a special gift for her Deaf husband. "Scott just burst into tears when he saw me," Elizabeth said. "I wanted to surprise him."

Deaf Man Dies In New Jersey Hit-and-Run

19-year-old facing slew of charges after fatal crash that killed Deaf FedEx employee in New Jersey.

JERSEY CITY, NJ -- Jersey City police were looking for two people Tuesday night, after an out-of-control vehicle crashed and killed a man waiting at a bus stop.

As CBS2’s Valerie Castro reported, authorities said the stolen sport-utility vehicle killed a man waiting for a bus. A 16-year-old was being questioned late Tuesday.

Confirming that the pedestrian that was fatally struck by a vehicle this morning in Jersey City has been identified as a male in his 30's. The fatality occurred in the immediate area of Communipaw Ave & Kennedy Blvd. Continue to avoid this area as the police investigate.

The crash happened around 4:50 Tuesday morning. The out-of-control SUV slammed into the intersection of Communipaw Avenue and Kennedy Boulevard in Jersey City.

The victim in the incident died instantly after he was hit. On Tuesday night, CBS2 has learned the victim may never even have realized what was about to happen.

The Hudson County Prosecutor’s office said police were trying to pull over the stolen vehicle, which was seen speeding and running traffic lights when it slammed into a light post and crashed into a bus shelter.

Umar King, 33, was standing inside waiting for the bus. He wound up thrown down the street and was killed on impact.

A collection of candles paid tribute to King’s memory late Tuesday.

King’s friend, who is hearing-impaired, said King was also hard of hearing and likely did not even know the car was careening toward him.

“The car - too fast, boom,” King’s friend said. “Can’t hear; not hearing.”

“I just saw a person on the floor and that’s it,” added Carmen Rodriguez of Jersey City. “It was sad.”

After the impact, people inside the car were caught on video as they got out and took off running down Kennedy Boulevard.

Prosecutors said the stolen vehicle was speeding and ignoring traffic signals. Police were dispatched to chase it.

“There were three individuals in the suspect vehicle. They fled,” said Hudson County Prosecutor Esther Suarez. “One individual was caught, a male 16-year-old. He was detained for questioning.”

The crash destroyed the bus shelter and left debris everywhere.

“Now we don’t even have a bus stop. They took it all. I just feel bad for the family,” Rodriguez said.

The entire corner was ripped apart, and debris was everywhere. Pieces of the bus shelter were thrown in the street and on the sidewalk, and a traffic light was dismantled and bent.

The Prosecutor’s office said it is believed the officers did as they were trained when trying to stop the vehicle.

“It appears at first glance – again, this is all investigation – that officer was following protocol,” Suarez said. “That too is under investigation.”

Police late Tuesday were still searching for the other two people seen in the video running away.

Another driver was also hit by the speeding car. That victim was taken to Jersey City Medical Center with minor injuries and has since been released.

Burger King Worker Refuses Service To Deaf Man

Ohio Man claims he was refused drive-thru service because he's Deaf.

COLUMBUS, Ohio -- A man who went to the drive-thru at Burger King on Sawmill Road last Friday said he was refused service because he's Deaf.

Chris Driscoll said he recorded the whole incident on cell phone video to educate people about what the Deaf community often deals with.

Driscoll said it started when he was at the food menu. He usually writes down what he wants on a piece of paper and drives to the first window with his order.

"When I was reading the menu, I kept hearing something coming from this box and it seemed he might be getting mad, " said Driscoll.

In the video, the worker can be seen and heard saying "We didn't know you [were] deaf. We didn't know you couldn't hear. So, we have another order at the window. At the window, we have a order", but Driscoll said he couldn't understand what the man was saying.

Driscoll said he tried to give the worker a piece of paper that had his order written on it, but said he became frustrating when the worker tried to continue talking to him, because he couldn't understand him.

In another, cellphone video that Driscoll captured, the worker explains how he could read sign language and claimed Driscoll told him that he didn't care.

"He was concerned about the people behind me. There was only one car behind me, only one car and I said you don't care about me, so I don't care about them. I'm here to get food and he just refused to give me service, " said Driscoll.

Driscoll said he drove off after he was denied service and went next door to another fast food drive-thru, where he said he was able to order with no issues.

An employee at Burger King said the worker who seen in the video no longer works for Burger King, but they wouldn't say why.

Driscoll filed a formal complaint and said he got a response from Burger King. He said he was offered a free meal and got an apology.

Driscoll said fast food drive-thru restaurants should have options for the Deaf community when it comes to order.

"Perhaps they need to setup some sort of kiosk thing where they can order for themselves or use a pen and paper to better communicate with us," said Driscoll.

Deaf Man Shot, Killed By Oklahoma City Police

Oklahoman Deaf man holding pipe fatally shot by corrupt police officer.

OKLAHOMA CITY -- KOCO: A Deaf man is dead and the Oklahoma City police officer who shot him is on leave following an incident on the southeast side.

Authorities said Tuesday night’s officer-involved shooting near Southeast 57th Street and South Shields Boulevard started with a hit-and-run accident. It quickly escalated to a shooting right up the street.

The suspect, 35-year-old Magdiel Sanchez, was shot and killed by a police officer outside his parents’ home after he approached officers while armed with a pipe. His neighbors said Sanchez was Deaf and nonverbal.

“He had this in his right hand and was holding it up,” Capt. Bo Mathews said.

Sanchez’s father left the scene of a crash and drove to the home, police said. When officers arrived, Sanchez confronted the officers.

“As Mr. Sanchez came off the porch, he started advancing to the second officer,” Mathews said. “As he started going toward these officers with a pipe in his hand, the officers discharged their weapons.”

One officer fired a stun gun while the other used his gun, hitting and killing Sanchez.

Cellphone video from a neighbor shows the moments directly after Sanchez was shot and officers rendered aid. Neighbor Julio Rayos said he screamed at officers that Sanchez was Deaf and believed he might have been confused.

“They killed an innocent man,” Rayos said. “He was never aggressive to nobody. He was a real nice guy. I don’t think he deserved to die like that.”

The officer who used the gun is now on paid administrative leave. The district attorney will determine if the shooting was justified.

Deaf Man Shot, Killed By Louisiana Deputy

Louisiana sheriff's deputy kill Deaf electrical engineer, detain the only witness and delete the video controversy on social media.

LINCOLN PARISH, LA -- Louisiana's sheriffs and deputies claim a Deaf man was shot and killed after he opened fire on an officer--but they destroyed the video taken by a witness who says they are lying. A storm of controversy is brewing in Lincoln Parish, Louisiana, after a police officer killed a Deaf electrical engineer this past week in broad daylight outside Simsboro High School in Lincoln Parish.

The man, Joshua Cloud, was a graduate of the University of Alabama’s School of Engineering. By all accounts, he was a happy, healthy, respectful, generous and kind human being. But by the official police statements, he shot at a police officer and was gunned down as a result. The only problem with the official story is that it does not match up with an eye witness accounts of the shooting.

One witness is calling Cloud’s death an act of “murder.” Quintin Crowe is a school security guard at Simsboro High. He said he was taking a smoke break when he heard a police taser being deployed. Crowe said he grabbed his camera and began recording. He observed a white male wrestling and fighting with an officer.

The man began asking the officer, shouting in fear, “What did I do?” Crowe said the officer deployed a K9 police dog on the man and said the man “busted a move” and he believed began to run in the opposite direction. It was at that instant that the shots rang out and Crowe said he saw the man fall, laying lifeless on the ground. Here’s Crowe’s first-hand account of what he saw:

Even though Crowe never once mentioned seeing the man with a gun, the Lincoln Parish Sheriff’s Department issued the following statement, saying not only did Cloud have a gun, but he shot the deputy first!
