Authorities said Tuesday night’s officer-involved shooting near Southeast 57th Street and South Shields Boulevard started with a hit-and-run accident. It quickly escalated to a shooting right up the street.

The suspect, 35-year-old Magdiel Sanchez, was shot and killed by a police officer outside his parents’ home after he approached officers while armed with a pipe. His neighbors said Sanchez was Deaf and nonverbal.

“He had this in his right hand and was holding it up,” Capt. Bo Mathews said.

Sanchez’s father left the scene of a crash and drove to the home, police said. When officers arrived, Sanchez confronted the officers.

“As Mr. Sanchez came off the porch, he started advancing to the second officer,” Mathews said. “As he started going toward these officers with a pipe in his hand, the officers discharged their weapons.”

One officer fired a stun gun while the other used his gun, hitting and killing Sanchez.

Cellphone video from a neighbor shows the moments directly after Sanchez was shot and officers rendered aid. Neighbor Julio Rayos said he screamed at officers that Sanchez was Deaf and believed he might have been confused.

“They killed an innocent man,” Rayos said. “He was never aggressive to nobody. He was a real nice guy. I don’t think he deserved to die like that.”

The officer who used the gun is now on paid administrative leave. The district attorney will determine if the shooting was justified.

Deaf Man Parked Illegally, Slapped Officer

San Diego Police respond to use of force with mace and taser on Deaf man over a parking ticket.

SAN DIEGO, California -- San Diego Police are responding to allegations that they used excessive force on a Deaf man after he got upset over a traffic ticket.

To activate this feature, press the "CC" button.

It happened Monday afternoon on 5th Avenue in Hillcrest. The man, identified by SDPD as 48-year-old Jeffrey Robinson of Los Angeles, stopped in the resale shop, Flashbacks, to inquire about selling shoes.

His car was parked illegally in a 20-minute commercial loading zone on 5th Ave. near University Ave. The employees in the store say he was only parked there a few minutes when a parking enforcement officer showed up.

"He couldn't speak, so he was communicating via a legal pad we had, as he was writing something to ask us, he saw that he was going to get a ticket," said Tiara Arreloa.

Arreloa and a couple other witnesses say Robinson was using sign language to try to communicate with the parking officer when she pepper sprayed him.

"He wasn't touching her, his hands were just here. He was trying to talk to her," insisted Arreola.

SDPD Lt. Scott Wahl says the photos making the rounds on social media don't tell the whole story.

"There's a lot more going on then maybe the small angle that they see," said Wahl.

Wahl says according to the parking officer and three separate witnesses, Robinson ran towards the officer in an aggressive manner.

"He ended up slapping the parking enforcement officer's hand away as she put the ticket onto the windshield of his car. As she was backing away from him, he crumpled up the ticket and threw it at her, bounced it off of her chest," said Wahl.

He says Robinson pounded on the window of the officer's car and continued advancing toward her. He says she deployed pepper spray after he refused repeated orders to comply.

"Parking enforcement officers don't have to wait until they're punched in the face to protect themselves against somebody who is starting to demonstrate this type of behavior," said Wahl, who pointed out that parking attendants are not sworn officers.

"You gotta remember our parking enforcement officers are not police officers, they don't have bullet proof vests, they don't carry guns, they're not trained like a police officer is," said Wahl.

How To Communicate With Deaf People

Deaf Awareness: "How to communicate with Deaf People"

Dear friends, we understand that it's difficult for Deaf people to understand Hearing people and make friends. And it's also Hard for Hearing people to understand Deaf people as well.

But we all have to be more sensitive and try to understand each other. For example, Hearing people may not understand when Deaf people communicate using Sign Language.

We can try to teach Hearing friends how to communicate with us using Sign Language and Lip Reading. There are no differences between the Hearing and the Deaf. Accept and love with each other.

Deaf Man Killed In Shooting By State Police

Deaf man fatally shot by trooper after chase in Charlotte.

CHARLOTTE, North Carolina -- A man killed by a state trooper in Charlotte after a traffic stop escalated into a chase is Deaf, according to neighbors.

Investigators say Trooper Jermaine Saunders attempted to pull over a Volvo on 485 for speeding. However, they say the driver, Daniel Kevin Harris, did not stop.

The chase continued off 485, to Rocky River Road exit, eventually ending at Seven Oaks Drive with both vehicles damaged.

"I was here in my driveway and I saw the highway patrol car come through and it was smoking really bad," said Mark Barringer. "About 10 seconds later, I heard one gunshot."

Barringer says when he went to take a closer look, he saw Harris in the middle of the street. He died just a few feet from his front door. Several neighbors have put flowers near where Harris took his final breaths.

"It was surreal, you just don't expect to see something like that," said Barringer. "When the gunshot went off, it was scary."

Detectives say Trooper Saunders and Harris got into "an encounter" before he fired his weapon. Neighbors say Harris' car spun out of control and was shot almost immediately after exiting the vehicle.

They say Harris was likely trying to communicate with the trooper using sign language before he was killed.

"They should've deescalated and been trained to realize that this is an entirely different situation, you're pulling someone over who is Deaf, they are handicapped," said Barringer. "To me, what happened is totally unacceptable."

Trooper Saunders has been placed on administrative leave.

The SBI is leading the investigation. They say they will review dash and body cam videos from Highway Patrol and CMPD.

Learn American Sign Language For Deaf Student

Deaf News: Signing club helps Deaf student feel at home.

PEORIA, IL -- WMBD/CNN: Inside the library at Mark Bills School, class begins with the Pledge of Allegiance. But here, they’re doing things a little differently.

Students are using American Sign Language to say the pledge.

“It’s like they want to be like me,” said fifth-grader Rhemy Elsey, who was born almost completely Deaf. A set of cochlear implant help him hear, but he relies heavily on sign language and his interpreter, Tammy Arvin, to communicate.

“It’s tough for a kid that has an interpreter,” Arvin said. “Following them around all day, you know, especially if the rest of the class can’t really communicate.”

Rhemy’s classmate Dexyrae Clarke said, “I wanted to be able to talk to Rhemy, and I wanted to be able to communicate with him.”

That’s how the American Sign Language Club was born at the school - with a group of students who wanted to be able to talk to a friend.

“I was thrilled that they were interested and that they wanted to learn some sign language,” Arvin said, “and that they were taking some initiative to able to communicate more effectively with one of their classmates.”

And this is not like their Spanish or French classes - students say they are finding there’s a lot that goes into learning this language, and things aren’t always easy. Tabria Smith explained the difficulty.

“Sometimes you really want to talk while you’re signing, but then you have to get used to just using your hands instead of your mouth to communicate with other people,” Tabria said.

But in Rhemy, they have a teacher and friend, showing them that so much can be said without saying anything at all. “It makes me feel, like, happy,” Rhemy said.

Deaf Girl Uses ASL To Communicate With Pet Dog

Deaf Albuquerque girl uses American Sign Language to communicate with pet dog.

ALBUQUERQUE -- A Deaf New Mexico girl is using sign language to communicate with her pet dog. “She does everything with him,” said Neeva’s mom Chelsea Goff. While Neeva, 4, eats, her dog Baxter cleans up her crumbs. When it’s time to go outside and play, he is by her side.

“He is just always with her. If she’s asleep in bed, we can guarantee that he is in her room with her,” said Goff. Neeva and Baxter aren’t your average pair.

“We found out right away after she was born that she didn’t have hearing,” said Goff. Neeva goes to the New Mexico School for the Deaf in Santa Fe. She communicates using sign language. “So really that is our primary language with her, therefore it’s her primary language with our animals,” said Goff.

Goff went to Animal Humane of New Mexico in August to find a dog that could fit in with her family, particularly one that had enough patience to care for Neeva.

“They had some animals that they thought would fit with our family and sure enough Baxter was one of them,” she said. “It was kind of that love at first sight kind of thing, so we brought him home and things have been great.”

Neeva has taught Baxter how to sit, stay and even go using sign language. Goff said Baxter listens most of the time especially if there is a treat involved.

“To watch them interact and really have active communication is really spectacular to watch,” said Goff. She also said the constant communication between the two has helped Neeva with her signing.

“In the Deaf community you get a sign name and it is usually assigned to you by another Deaf community member, so Neeva gave Baxter his sign name,” she said. Goff said the pair’s relationship is a silent one, yet powerful. Neeva’s family got Baxter for free from Animal Humane after another family who fell in love with him at the shelter, but couldn’t have him paid for his adoption fee.
