Deaf father charged with murder in stabbing of 3-year-old daughter.

WINNIPEG -- Frank Nausigimana, 28, allegedly abducted the girl from her mother at knifepoint before the stabbing.

A Winnipeg man has been charged with first-degree murder after allegedly abducting his three-year-old daughter and stabbing her to death Wednesday morning.

Police have charged Frank Nausigimana, 28, with first-degree murder. He is in custody.

In a news release Thursday, Winnipeg police said it was believed that the estranged father abducted his daughter from her mother at knifepoint in her car in the Robertson neighbourhood before 9:30 a.m. Wednesday.

Soon after, officers received a tip and found the man and a vehicle in the area of Jefferson Avenue and King Edward Street.

Police said they found the girl inside, suffering from stab wounds. She was rushed to hospital in critical condition and pronounced dead.

"I can't imagine the grief and the pain family members are experiencing," Const. Jay Murray said at a Thursday news conference. "It's unbelievably horrific."

Murray said emergency personnel provided first aid and did everything they could, and that staff involved were shaken by the experience.

According to Murray, it was a matter of minutes from the time the initial call came in to when police believe the child was fatally injured.

"All this unfolded in an incredibly tight timeframe," he said, suggesting there was no time to issue an Amber Alert.

The mother and father split up soon after their daughter's birth, Murray said, and there hadn't been contact between them in recent months.

Murray declined to provide details when asked if there was a no-contact order in place against the man.

Asked about the broader context of homicides involving young children in Winnipeg in recent years, Murray said there had been several separate homicides of young children in the last year alone, with the deaths of two three-month-olds and a two and a half year old.

In October 2019, he said a three-year-old was stabbed and died in hospital the following month.

"That's another incident a lot of people are going to draw some comparisons with."

The circumstances of the girl's death will be equally shattering to the city's tight-knit ASL & Deaf community in Winnipeg.

AUSTIN, Texas -- 'Seek the World', a co-founder Calvin Young was arrested for domestic violence leads controversy on social media platforms.

Calvin Young, who is well-known in the Deaf community as the founder and host of “Seek the World,” was arrested Wednesday evening in Austin, Texas and charged with “assault causing bodily injury to a family member.”

According to online records, the alleged assault happened on August 10 in Austin and a warrant was issued on August 24.

He was booked last night in the Travis County Jail but was released today on a $2,500 bond. His case is now in the court system.

In Texas law, family violence means a person is accused of causing bodily injury to a spouse, a dating partner such as a boyfriend or a girlfriend, a family member, or a roommate. Online documents do not specify what relationship Young had with the alleged victim.

“The Daily Moth” has reached out to Young for comment. The charge is a Class A misdemeanor and Young faces up to 1 year in jail and/or a fine of up to $4,000.

Deaf Vlogger Arrested For Child Pornography

Deaf vlogger WonderGent aka James Timothy "Tim" Troutman arrested for possession of child pornography.

DALE CITY, Virginia -- A 69-year-old resident of Lake Side townhouse community in Dale City was arrested Monday on possession of child pornography charges, according to Prince William County police.

A search warrant was executed on Monday at a residence in the 3500 block of Rapid Lane in Dale City in connection with an investigation by the Northern Virginia/DC Internet Crimes against Children Task Force.

Following the investigation, James Timothy Troutman, 69, was arrested and charged with 10 counts of possession of child pornography, the release said.

Troutman is being held without bond at the Prince William Manassas Adult Detention Center ahead of an Oct. 22 court date.

Deaf Girl Sexually Assaulted On School Bus

Oregon mother claims her 10-year old, Deaf daughter sexually assaulted on school bus from Oregon School for the Deaf.

MEDFORD, Oregon -- “I just think it needs some light spread on this situation. A lot of these kids can’t verbalize what’s going on,” said Rachelle, the victim’s mother. A Medford mother says she’s fighting to keep her 10-year-old daughter safe after she came home from school last week traumatized.

“Just kind of disbelief that this is the safest that my kid can be,” she said.

Rachelle says her daughter, who we’ll call Jane (which is not her real name) is Deaf. Twice a week, Jane and other special needs students go to the Oregon School for the Deaf in Salem. It was on that trip last Friday that Rachelle says her daughter was sexually assaulted.

“She told me that one of the high school boys on the bus pulled his pants and underwear down and put her on his lap. And she said that he had tried to grab her genital area,” Rachelle said.

Oregon State Police are now investigating.

The students on the bus are in the Medford School District, which declined to comment about the incident, but said it’s aware of the investigation.

“We entrust these people with our kids, you know, and these aren’t just any kids… these are kids with special needs and they cannot communicate,” Rachelle said.

The district says there is an adult monitor on the bus who supervises the children, but that monitor does not know how to communicate using sign language.

That’s a major problem for Rachelle.

“She’s non-verbal so when she’s on that bus the whole time there is no way for her to communicate with anyone other than the other kids,” she said.

Cincinnati, Ohio-based company, ‘First Student,’ is contracted by the Medford School District to operate the bus.

The company hasn’t returned multiple calls seeking comment.

Its website, however, says “students with special physical and emotional needs deserve the highest quality care, and we deliver exactly that through our rigorous training programs.”

Rachelle knows she can’t rewind the clock and protect her daughter, but going forward wants to ensure no one else has to go through this.

“I just want the kids to be safe, you know. I want parents to put their kids on the bus feeling like they’re going to be okay,” she said.

The criminal case is currently being investigated by Oregon State Police.

Although the bus is run by ‘First Student,’ the Medford School District tells us they are closely involved in making decisions with the company to ensure student safety. The district has since requested the company hire a monitor who speaks sign language, and that someone is placed at the back of the bus.

Deaf Man Charged With Molesting 8-Year-Old

Deaf Indiana man has been arrested and charged with child molesting after police say he touched an 8-year-old girl inappropriately.

FRANKLIN, Indiana -- Richard Marion Huffman, 51, 4175 W. County Line Road, Greenwood, Indiana, was arrested and charged on Monday for an incident that occurred sometime between April and June.

If convicted, Huffman faces up to 40 years in prison on the Level 1 Felony, which is the highest level felony someone can be charged with, outside of murder.

A deputy with the Johnson County Sheriff’s Office responded in September to a home in Greenwood on a child molesting complaint, according to charging documents filed Monday in Johnson County Circuit Court.

The child told police she was lying in bed and Huffman was lying behind her when he touched her inappropriately three times, according to court documents.

The victim also told police the touching only stopped when she pushed his hand away. Huffman later apologized to the girl and told her not to tell anyone that it happened, court documents said.

The child’s mother told police she was talking to her daughter about body safety in September, and the victim told her mother that Huffman had touched her, court documents said.

Police attempted to interview Huffman, but at the time of the initial interview earlier this month, Huffman told police he would not be interviewed without an interpreter, because he is Deaf. There was not an interpreter immediately available, court documents said.

Police later contacted him and said an interpreter would be paid for by the sheriff’s office. His lawyer returned the call and said Huffman would not be interviewed, according to court documents. He was arrested and taken to to the Johnson County jail, where he is held on $40,000 bond.

Mob Beats Up Deaf Woman Over 'Kidnapping'

A four-month pregnant Deaf woman was beaten up by a mob over suspicion that she was a child lifter.

NEW DELHI, India -- A pregnant and Deaf woman was thrashed by a mob over suspicion of being a child-lifter in northeast Delhi, police said on Sunday, an incident which comes close on the heels of mob attacks over similar rumours in neighbouring Uttar Pradesh.

Several people have been injured in violence over the rumours in UP over the past week, forcing the state police to warn the public that it has decided to invoke the stringent National Security Act against rumour-mongers.

The four-month pregnant woman was beaten up by a mob in Harsh Vihar on August 27 over suspicion that she was a child lifter, Deputy Commissioner of Police (Northeast) Atul Kumar Thakur said.

A resident of southeast Delhi's Tughlakabad, the woman was admitted to a hospital by her family and her condition is stated to be stable, according to police.

The DCP said a case has been registered at the Harsh Vihar police station under Indian Penal Code sections for voluntarily causing hurt and wrongful restraint.

"We have arrested two persons, Deepak (27) and B Shakuntala (52), residents of Mandoli," he said. He urged people not to pay heed to rumours of child abduction.

The woman's family alleged that her in-laws had banished her from their Faridabad home on August 18 and said she was missing since then.

"Somehow the woman reached Harsh Vihar and was staying on a footpath. Locals used to give her food but on August 27, they attacked her over allegations of child lifting," a police officer said.

The family approached the Delhi Police after seeing a video of the incident.

Authorities said that Fisher killed Grant David Whitaker, 25, of Mackinaw, Illinois, with a rock during a confrontation at Richardson Grove State Park in Humboldt County on Aug. 20.

Fisher is charged with murder; assault with a deadly weapon and a special allegation of inflicting great bodily injury; willfully and maliciously removing and keeping possession of the 2011 Chevrolet Impala that Whitaker had been driving; and unlawfully taking the car after the murder.

Fisher and Whitaker, both of them Deaf, had reportedly been traveling west together in a 2011 Chevrolet Impala loaned to Whitaker by his grandmother.

District Attorney Susan Krones told Lake County News in a previous interview that they had visited various locations around California as part of a plan to create a Deaf farming community.

At some point they had a disagreement and Whitaker informed Fisher that he was going to part ways, authorities said.

After killing Whitaker on the morning of Aug. 20, authorities say Fisher drove Whitaker’s body south in the Chevy Impala to Lake County, where he has acquaintances, disposing of the body at a property in the 7500 block of Scotts Valley Road.

On Aug. 24, Whitaker’s grandmother reported him missing after not hearing from him for several days. The missing person’s report was filed in Tazewell County, Illinois.

On the same day, after receiving information about the Chevy Impala, Lake County Sheriff’s deputies found it at the Clearlake Oaks Dollar General and impounded it.

The sheriff’s office found Whitaker’s body on Aug. 26 at the Scotts Valley Road location during the service of a search warrant.

After the murder, Fisher fled to Mexico. On the day Whitaker’s body was recovered, authorities in Rosarito, Mexico, contacted Fisher, taking him into custody and assisting with returning him to Lake County, where he was booked into the Lake County Jail on Aug. 28.

Deaf Fugitive Homicide Suspect Denied Bail

LAKEPORT, California -- A man who authorities said bludgeoned his traveling companion to death at a Humboldt County campground before dumping the body in Lake County has made his first appearance in Lake County Superior Court.

Mavrick William Fisher, 21, who has connections to both Elko, Nevada, and Riverside, was arraigned on Friday afternoon in Judge J. David Markham’s courtroom in Lakeport. Fisher is charged with the murder of 25-year-old Grant David Whitaker, of Mackinaw, Illinois, during an altercation that investigators say occurred in Humboldt County.

The two men, both of them Deaf, were reported to be traveling cross country together to California when a disagreement occurred, leading to the fatal confrontation, according to District Attorney Susan Krones.

Authorities say Fisher later brought the body to Lake County, where it was discovered on Monday near Upper Lake, as Lake County News has reported.

Earlier this week, Fisher was taken into custody by authorities in Rosarito, Mexico, where he fled after Whitaker’s murder. They assisted with getting him back to the United States, and he was booked into the Lake County jail on Wednesday afternoon.

Krones, who appeared in court to handle the case on Friday, has charged Fisher with murder; assault with a deadly weapon, with the weapon in this case being a rock, and a special allegation of inflicting great bodily injury; willfully and maliciously removing and keeping possession of the 2011 Chevrolet Impala that Whitaker had been driving and which was on loan from his grandmother in Illinois; and unlawfully taking the car after the murder.

While the murder is believed to have occurred at Richardson Grove State Park in Humboldt County, Krones told Lake County News that Lake County has jurisdiction over the case because Whitaker’s body was located here.

She cited California Penal Code section 790, which gives jurisdiction for a murder or manslaughter case to “the county where the fatal injury was inflicted or in the county in which the injured party died or in the county in which his body was found.”

Krones said she has spoken to Humboldt County District Attorney Maggie Fleming, who has asked Krones to handle the case in Lake County. At the same time, both Lake County and Humboldt County investigators are working the case. On Friday, the court assigned Tom Feimer, a defense attorney with the county’s indigent defense contract, to represent Fisher.

Fisher, wearing a jail jumpsuit and sitting in the jury box along with several other individuals awaiting arraignment, also was provided the assistance of an interpreter at Friday’s court appearance.

Outside the courtroom, two women – one older, one younger with a baby – were waving and gesturing at Fisher and holding up the baby so it could be seen through the courtroom door window. Deaf Illinois Man's Remains Found In California

Lake County deputies find Grant Whitaker's remains after tip; autopsy scheduled, a murder suspect, Maverick Fisher into custody: Sheriff.

SAN DIEGO, California -- After discovering a Deaf man’s remains Monday, Lake County deputies have been working with Mexican law enforcement to take a Nevada man into custody.

Over the weekend deputies learned a 21-year-old Nevada man, Maverick William Fisher, had admitted to killing Grant David Whitaker, 25, who was reported missing in Illinois, after a recent altercation at a Northern California campground, Lake County Sheriff’s Office said in a statement. Authorities also said they were provided with detailed directions to human remains that are thought to be Whitaker’s at a property near the 7500 block of Scotts Valley Road.

Lt. Corey Paulich said he could not comment on the nature of the information law enforcement received, noting that the investigation is ongoing. An autopsy is scheduled for Wednesday in hopes of positively identifying the remains and determining cause of death, Paulich said.

Fisher is being deported after he was discovered by law enforcement in Rosarito, Mexico, just south of Tijuana, Paulich said. He likely will be booked into custody in San Diego before being transported to Lake County.

Neither man had prior contacts with Lake County deputies, Paulich said. Whitaker’s next of kin has been notified that authorities have found remains that may be him. The video shows on Facebook as Maverick Fisher hanged out at Grant Whitaker's farm in Nevada last few months ago.

Judge Convicts Deaf Men For Girl's Rape

A Delhi court has convicted two hearing and speech impaired for offences which included committing unnatural sex on a five-year-old girl.

NEW DELHI, India -- Additional Sessions Judge Ashwani Kumar Sarpal held the duo guilty after finding that the duo had conspired with each other in kidnapping the minor for the purpose of illicit sexual intercourse. They also held that the victim was so young that she could not even save herself and resist the attackers.

The incident took place in 2012 when the girl and her family went to her maternal uncle Abdul Gaffar's house during Holi. On March 8, 2012 she went missing while playing outside the house. Following this, when Gaffar started looking for her at 5.45 am on that day, he found his niece with a person who ran away after seeing him.

When asked, the victim confided in her uncle that one of the accused, who was accompanied by another man, forcibly abducted her after closing her mouth. Thereafter she was given bites on her lips, cheeks and chest following which she was raped.

The victim became unconscious on the day of the incident and recorded her statement a day later.

One of the accused was arrested on March 9, 2012 and the 'Pajami' (lower) of the victim was recovered at his instance. Subsequently, the second accused was also apprehended on March 12, 2012.

The accused persons who recorded their statement through sign language stated that they being falsely implicated and were ignorant about the present case.

Appearing for the accused, their counsel contended that no witnesses were joined in the probe. However, the court quashed this argument and stated that non-joining of any public witness itself was not fatal to the prosecution's case because often the general public do not easily agree to join police proceedings for a number of reasons. These include going to police station or court, fear of accused, or to maintain good relations with the accused, and to avoid any confrontation with him.

"Public persons are ready to watch the 'Tamasha' at the spot by standing at some distance but do not become ready to co-operate with the police," the judge said.

The court added that the victim has already suffered lot of trauma and grievous injuries at the hand of the accused persons. Even if the victim had not complained to anyone when she was brought back to her house, it could not be said that she was lying.

"It cannot be expected from a child of five years of age who was subjected to various injuries and sexual assault to stop people on the way and make a complaint to passersby," the judge said in its order.

The court fixed September 12 as the date for arguments on the quantum of sentence.

Deaf Man Parked Illegally, Slapped Officer

San Diego Police respond to use of force with mace and taser on Deaf man over a parking ticket.

SAN DIEGO, California -- San Diego Police are responding to allegations that they used excessive force on a Deaf man after he got upset over a traffic ticket.

It happened Monday afternoon on 5th Avenue in Hillcrest. The man, identified by SDPD as 48-year-old Jeffrey Robinson of Los Angeles, stopped in the resale shop, Flashbacks, to inquire about selling shoes.

His car was parked illegally in a 20-minute commercial loading zone on 5th Ave. near University Ave. The employees in the store say he was only parked there a few minutes when a parking enforcement officer showed up.

"He couldn't speak, so he was communicating via a legal pad we had, as he was writing something to ask us, he saw that he was going to get a ticket," said Tiara Arreloa.

Arreloa and a couple other witnesses say Robinson was using sign language to try to communicate with the parking officer when she pepper sprayed him.

"He wasn't touching her, his hands were just here. He was trying to talk to her," insisted Arreola.

SDPD Lt. Scott Wahl says the photos making the rounds on social media don't tell the whole story.

"There's a lot more going on then maybe the small angle that they see," said Wahl.

Wahl says according to the parking officer and three separate witnesses, Robinson ran towards the officer in an aggressive manner.

"He ended up slapping the parking enforcement officer's hand away as she put the ticket onto the windshield of his car. As she was backing away from him, he crumpled up the ticket and threw it at her, bounced it off of her chest," said Wahl.

He says Robinson pounded on the window of the officer's car and continued advancing toward her. He says she deployed pepper spray after he refused repeated orders to comply.

"Parking enforcement officers don't have to wait until they're punched in the face to protect themselves against somebody who is starting to demonstrate this type of behavior," said Wahl, who pointed out that parking attendants are not sworn officers.

"You gotta remember our parking enforcement officers are not police officers, they don't have bullet proof vests, they don't carry guns, they're not trained like a police officer is," said Wahl.

MANILA, Philippines -- The gruesome scenes of alleged drug dealer found shot dead in Manila on Friday are growing increasingly common as police wage a bloody war on narcotics.

A Deaf drug dealer was left for dead after being shot by a plain-clothes police officer, his bullet ridden body slumped face down in a dimly lit corner on the Manila street, soaked in his own pool of blood dripping onto the concrete pavement. Death toll rises as Philippines intensifies war on drugs.

Since June 30, when President Rodrigo Duterte took power and launched his war against drug traffickers and users, the police have reported over 3,000 drug-related killings, including 1,105 people killed in police operations up to Sept, 16.

Police revised that number down from 3,541, as reported earlier by the Philippine police chief Ronald Bato.

Irish Deaf Man Stalked & Harassed Doctor's Wife

An Irish Deaf man who exposed himself to woman he stalked allegedly infringes bail after appearing at victim’s kids’ school, court hears.

DUNGLOE, Ireland -- The Irish Sun: A Deaf man who previously admitted standing naked in his front room when the local doctor’s wife passed by infringed his bail conditions, a judge was told today.

Judge Paul Kelly was told John McGrotty, 66, drove his car in front of Eimear McEniff and drove slowly and on another occasion he walked out in front of her car.

Last week he was at the school attended by the McEniff children.

In May, he was told by the court to leave Donegal and live with his sister in Dublin.

Garda Eamonn McGroarty said that Mrs McEniff was very concerned about McGrotty’s behaviour.

Defence solicitor Patsy Gallagher said his understanding since the case was adjourned last October for updated reports was that all matters were going well.

Judge Kelly said at Dungloe District Court: “That’s what I thought. I want to get to the bottom of this.”

He acknowledged much work had been done by agencies, including the Probation service which conducted five three-hour-long sessions with McGrotty of St Peter’s Tce, Chapel Rd, Dungloe.

He said: “Truly enormous work has been done. That is why this is disturbing.”

McGrotty admitted harassing and stalking Dara and Eimear McEniff and their family at Pairc Naomh Anna, Chapel Rd, Dungloe, between July 7, 2014 and December 11, 2014.

He also admitted harassing and stalking Eimear McEniff at St Peter’s Tce, Dungloe, between August 1, 2013, and July 24, 2014.

Earlier hearings in Dungloe and Letterkenny courts heard how Eimear, wife of Dr Dara McEniff, lived an ongoing nightmare in her terror of the stalker.

She said that at one stage she saw him standing naked in his front room as she passed his house going to and from her own.

As he adjourned the case, judge Kelly observed: “What I have just heard is a series of allegations. There may or may not be an innocent explanation. If not that is an entirely different matter.“

Deaf Inmate Loses Bid For Services In Delaware

Sussex Correctional Institution inmate loses bid for services.

DOVER, DE -- Delaware State News: A Deaf inmate’s appeal for equal accommodations under law while incarcerated was denied in Delaware Supreme Court on Wednesday.

Robert Ovens, held at Sussex Correctional Institution, challenged an earlier Superior Court ruling that prisons were not places of public accommodation, thus limiting his ability to communicate by telephone while incarcerated.

The Supreme Court found that a prison does not meet the core definition of a place of public accommodation as “any establishment which caters to or offers goods or services of facilities to, or solicits patronage from, the general public.

“The definition includes state agencies, local government agencies, and state-funded agencies performing public functions.”

Mr. Ovens was housed at SCI three separate times between May 12, 2010 and May 1, 2013, and filed a complaint with the Delaware Human Relations Commission regarding accommodations there.

According to court papers, the Commission held by a 2 to 1 vote that prisons did fall under the Delaware Equal Accommodations Law on Dec. 16, 2014 and subsequently awarded Ovens damages, attorney’s fees and other costs.

“The (Commission) majority found that the Equal Accommodations Law was violated because Owens had to wait additional periods of time to use the text telephone, and the DOC failed to provide him with an interpreter for his educational programs and his classification review,” the Supreme Court noted in the nine-page decision.

“The dissenting Commission member concluded that the Commission did not have subject matter jurisdiction over Ovens’ complaint because a prison is not a place of public accommodation.”

The decision was reversed in Superior Court, and Ovens then took the matter to Supreme Court.

While state-funded agencies fall under the law, the Supreme Court reasoned that “A prison like SCI is inherently different from a park or museum, in that a prison is not designed to solicit or cater to the general public for its entertainment and recreational value. …”

The DOC is a state agency, not designed to provide inmate goods and services to the public, the Supreme Court reasoned but exists to “provide for the treatment, rehabilitation, and restoration of offenders as useful, law-abiding citizens within the community,” according to Delaware Code.

Text telephone access

According to the Court, Owens “communicates primarily through American Sign Language and requires special accommodations, such as a text telephone device when making telephone calls.”

Owens alleged that access to the text telephone was either limited or denied, and he was required to “request permission to use the text telephone by submitting a counselor’s slip, while other inmates had free access to the telephones during their recreational periods.

“Additionally, Ovens alleged that the DOC and Warden (G.R.) Johnson did not accommodate his deafness when they failed to provide him with an interpreter for his anger management and substance abuse classes, and for his classification meetings.”

When the Commission first dismissed his complaint as not in its jurisdiction, Owens appealed to Superior Court, which remanded it for further explanation. Superior Court later ruled in Short v. Delaware that prisons were not places of public accommodation, followed by the Commission’s decision that the DOC violated Delaware Code.
