Deaf Man Charged With Molesting 8-Year-Old

Deaf Indiana man has been arrested and charged with child molesting after police say he touched an 8-year-old girl inappropriately.

FRANKLIN, Indiana -- Richard Marion Huffman, 51, 4175 W. County Line Road, Greenwood, Indiana, was arrested and charged on Monday for an incident that occurred sometime between April and June.

If convicted, Huffman faces up to 40 years in prison on the Level 1 Felony, which is the highest level felony someone can be charged with, outside of murder.

A deputy with the Johnson County Sheriff’s Office responded in September to a home in Greenwood on a child molesting complaint, according to charging documents filed Monday in Johnson County Circuit Court.

The child told police she was lying in bed and Huffman was lying behind her when he touched her inappropriately three times, according to court documents.

The victim also told police the touching only stopped when she pushed his hand away. Huffman later apologized to the girl and told her not to tell anyone that it happened, court documents said.

The child’s mother told police she was talking to her daughter about body safety in September, and the victim told her mother that Huffman had touched her, court documents said.

Police attempted to interview Huffman, but at the time of the initial interview earlier this month, Huffman told police he would not be interviewed without an interpreter, because he is Deaf. There was not an interpreter immediately available, court documents said.

Police later contacted him and said an interpreter would be paid for by the sheriff’s office. His lawyer returned the call and said Huffman would not be interviewed, according to court documents. He was arrested and taken to to the Johnson County jail, where he is held on $40,000 bond.

Deaf Teacher Arrested For Raping Toddler

Deaf teacher arrested for defiling 6-month-old baby in Nigeria.

DAMATURU, NIGERIA -- 40-year-old Deaf teacher, Shaaibu Yakubu Abdullahi, has been arrested by the Nigeria Security and Civil Defence Corps, (NSCDC), for allegedly defiling 6-month-old baby in Potiskum, Yobe state.

According to the NSCDC Commandant, Muhammad Gidado Fari, the suspect was arrested after a non-governmental organization, National Council of Women Society (NCWS) reported him to the corps.

He said the Deaf teachers allegedly conspired with his 10-year-old student, (name withheld) who took the 6-year-old baby to him from her neighbor’s house, “He defiled the baby,” he said

The commandant said the suspect denied any knowledge of the case, but the 10-year-old student insisted that it was Shaaibu, pointing at him in a group picture of staff and students taken in the school.

He said that the matter was taken to the state’s Ministry of Justice for prosecution as the case needs a professional in sign language to interpret.

The President, National Council of Women Society, (NCWS) Halima Kyari Joda, said the Baby was taken to University of Maiduguri for treatment,

“She was attended by a consultant, she underwent two separate operations. But, we will continue to pursue her case until justice is served” she added.

Deaf Victims of Human Trafficking in Israel

Deaf News: Police crack ring that smuggled Deaf Eastern Europeans into Israel to work as beggars.

JERUSALEM, Israel -- Six human smuggling ringleaders arrested on suspicion of trafficking, forced labor, assault and rape. Police arrested six people on Monday suspected of smuggling Deaf people from Eastern Europe into Israel, forcing them to work as beggars and confiscating their earnings.

The six are suspected of serious offenses, including human trafficking, false imprisonment, forced labor, assault, rape, withholding passports and conspiring to commit a crime.

Police said they were detained in a “swift, professional and covert investigation,” based on information from the Population, Immigration and Borders Authority. The trafficking in Deaf people was first revealed by Haaretz almost two years ago.

Three of the suspects are from Rishon Letzion, with the others from Ashkelon, Netanya and Bat Yam. They are believed to have brought Deaf people from Eastern Europe into Israel on tourist visas, forcing them to work as beggars, often treating them violently and extorting and threatening them.

Police say the ring provided the beggars with housing, took away their passports and confiscated a significant portion of the money they earned. One of the victims is believed to have been sexually assaulted, police said.

The beggars come from relatively poor countries, like Ukraine, Moldova, Romania and Estonia, population authority officials said. The ring also used Deaf Israelis and Palestinians. Ten beggars who were being held in an apartment in the Netanya area were brought to a shelter for victims of human trafficking.

The beggars carried notes enabling them to interact with bus drivers, taxi drivers and passersby. They also carried receipt books bearing the international symbol of the Deaf and Hard-of-Hearing, along with dolls they would give to anyone giving them a donation. The population authority said the beggars worked places like the Azrieli Mall and Tel Aviv Port, the Gold Mall in Rishon Letzion, the Herzliya Marina and the Malha Mall in Jerusalem. During the summer they were even sent to Eilat.

They were forced to work 14-16 hours daily and each would take in an average of between 1,500 shekels ($397) and 2,000 shekels ($529) a day, of which they were allowed to keep only 200 shekels. The rest went to their handlers, ostensibly to pay for their plane tickets and accommodation.

The population authority said that dozens of beggars had been arrested, questioned and deported to their countries of origin in recent years. The administration’s enforcement division noted that it had given real-time information about the trafficking ring to the police and the Justice Ministry.

The authority said it first heard about this type of human trafficking three years ago, when two Deaf people from Eastern Europe were deported after being caught soliciting funds in Be’er Sheva for a fictitious organization. Their arrest spurred an investigation that revealed they were part of a ring of hundreds of beggars.

Yossi Hadad, who is responsible for the authority’s intelligence office in the south of the country, told Haaretz two years ago that the ringleaders would lure their European prey to Israel through dating websites for the Deaf.

Deaf Students Abused By Priests Win $30-Million

Deaf News: Deaf students abused by priests at Clercs de St. Viateur win record $30-million settlement in Quebec, Canada.

MONTREAL, PQ -- For the 150 victims, Deaf and severely traumatized, it took decades to come forward with their accounts of sexual abuse at the hands of the Clercs de Saint-Viateur.

But they finally named the 33 priests and religious staff and five lay people who they say abused them at the Montreal Institute for the Deaf, a boarding-school for young boys run by the Clercs, and on Wednesday they were awarded $30 million – by far the largest settlement for sexual assault in Quebec history.

At the top of the list is Father Anthime Paiement, accused of sexual assault by 24 young boys at the Institute. Most of the boys were around 10 or 11 years old at the time; some were as young as seven. Paiement’s obituary in 1998, at the age of 91, said he devoted his entire life to the Deaf, as a teacher and chaplain at the Institute, among other places.

Then came Brother Philippe Paquette, who 10 victims said repeatedly assaulted them, in the dormitory or the classrooms or priests’ quarters, where he lived from 1949 to 1984.

According to his obituary, his tasks included teaching the “little ones,” surveillance, cinema, and discipline. He died in 2009 at the age of 82.

Brother Gérard Barrette, meanwhile, was accused by seven plaintiffs in the class action suit of anal rape, among other things. Perhaps he is still alive.

The abuse spanned from 1940 to 1982. Some of the victims were abused over the Christmas holidays. Some were abused throughout their first year at the school on St-Laurent Blvd. in Villeray in 1962. Others were assaulted on a regular basis, over their entire stay – up to seven years’ time.

The list of abusers also includes the director of the institute, the nurse, the dormitory supervisor, and the priest at the confessional. According to one victim, the boys soon stopped going to confession. Another said he was abused by a priest, and when he sought help at the infirmary, he was assaulted there too.

For Robert Kugler, who has represented the victims since the class action lawsuit was launched in 2010, the amount of the award reflects the extent of the abuse and the vulnerability of the victims.

“All the victims were handicapped – they were Deaf and had difficulty communicating. They were stuck,” said Kugler, of the firm Kugler Kandestin. “It’s simply tragic.”

While no amount of money can replace what the victims lost in their lives, Kugler continued, it can help them move forward, get therapy and improve the rest of their lives.

The Clercs de Saint-Viateur du Canada will pay $20 million, while the Institut Raymond-Dewar – the new name for the Montreal Institute for the Deaf, as of 1984 – will pay $10 million.

If divided equally among the 150 victims, the $30 million would amount to $200,000 each.

But Kugler expects more victims will likely come forward, now that they have reason to believe it will lead to compensation. And an adjudicator, former Court of Appeals Judge André Forget, will be tasked with interviewing the plaintiffs, in private, to determine whether they deserve the base amount of compensation, 25 per cent more, or 50 per cent more, depending on the gravity of the abuse, and the gravity of the consequences of the abuse.

In 2011, the Congrégation de Sainte-Croix accepted to pay $18 million to former students who were sexually abused between 1950 and 1991 by members of the order in various schools, including Notre-Dame College in Montreal.

Maryland Court Reverses Deaf Sex Conviction

FREDERICK, MD -- The state's second-highest court reversed the conviction of a Deaf man accused of sexually abusing two girls at the Maryland School for the Deaf because he wasn't able to question the interpreter's translation of his responses during a police interrogation.

The Court of Special Appeals said Clarence Cepheus Taylor III, 40, was denied his constitutional right to confront and cross-examine the interpreter during his trial in Howard County Circuit Court in November 2013, the opinion said. Taylor said an interpreter who translated during his five-hour interrogation with a Howard County police detective had incorrectly interpreted his sign-language statements.

"It becomes kind of a game of telephone. A lot can be lost in those steps," said Taylor's attorney, Brandon Mead. He said Taylor's family has suffered, and his client has maintained his innocence.

Howard County state's attorney's office spokesman T. Wayne Kirwan said the office intends to appeal.

Taylor, who worked as a school aide, was sentenced to seven years in February 2014 after being found guilty of sexually abusing a 10-year-old girl and a 12-year-old girl at the Columbia campus.

Woodford School for the Deaf in decades-long sex abuse scandal.

LONDON, United Kingdom -- BBC Newsnight documentary film: Newsnight and See Hear can for the first time name the perpetrator of horrific abuse carried out at a London (Woodford) school for the Deaf children over three decades.

The abuser was allowed to prey on the school's pupils even after he was convicted of indecently assaulting two of them, and barred by the Department for Education from being a proprietor of the school. His victims, who fought and failed to win justice, tell their story to Erika Jones.

When Deaf children are abused, they can have extra difficulties in letting people know what has happened. One incidence of abuse from an east London school for Deaf children has demonstrated the problem in a See Hear and Newsnight investigation which has named the perpetrator for the first time.

With limited vocabulary and lack of awareness, many children at Woodford School for Deaf Children tried to tell people they were being sexually abused by the husband of the headmistress, without success.

"There was a busy road with a playground and there'd be people walking past but we had no communication because we couldn't speak, we couldn't sign and they couldn't understand our voices," says James, not his real name, a pupil at the school in the early 1960s. "We'd try and write notes but our vocabulary was limited. The only word we knew was 'rude'."

It is difficult for a child to tell an adult that they have been touched inappropriately, sexually assaulted or raped. If that child is Deaf and can't speak well, or if they use sign language, then communicating even the simplest things can be a challenge...

Deaf Christian Woman Gang Raped By Muslims

Deaf christian woman brutally gang raped, racially abused by Muslims.

KASUR, Pakistan -- Three Muslim men broke into the home of a Deaf christian woman in a village in the district of Kasur, Pakistan, and took turns raping her while the men of the family were at work.

The incident occurred in the Ganda Singh Wala village in the Kasur district of Punjab, according to the Pakistan Christian Post.

The woman reportedly screamed for mercy while being raped, but no one came to her assistance. Relatives of the woman have retained the services of christian lawyer Sardar Mushtaq Gill, who runs an advocacy group offering free legal assistance to Pakistani Christians and other minorities who are victims of abuse and religious persecution.

The lawyer filed the first information report with the police and is trying to reconstruct the facts of the attack, though he admits that it is not easy to get a case like this prosecuted fairly in Pakistan. One suspect, Muhammad Umar, has been arrested while the other two attackers reportedly escaped, and Gill is not optimistic about seeing justice done.

“It’s very difficult to get a punishment for those responsible,” he told the Fides news agency. “Often in these cases the police take no action or, worse, side with the rapists.”

Gill also noted that cases of violence against christians and other religious minorities are far more frequent than is commonly known because of a system that turns a blind eye to religious persecution.

“Christian families or witnesses are pressured to withdraw complaints,” Gill added. “Violence against women and children of religious minorities, the weak and vulnerable, is widespread in Pakistan and is often carried out in silence. The cases and the stories do not come to light and when victims talk about it they are intimidated,” he said.

Islam is the official state religion in Pakistan, which has some of the most severe blasphemy laws in the world. Freedom of speech is greatly restricted and “defiling the Prophet Muhammad” carries a death sentence, while damaging the Qur’an is punishable by life imprisonment. “Insulting another’s religious feelings” can result in jail sentences up to ten years, but is applied only to those disparaging Islam...

The Sexual Abuse of Deaf Women in Philippines

The sexual abuse of Deaf women: a human rights scandal in the provinces of Philippines.

MANILA, Philippines -- According to the former Philippine Deaf Resource Center (PDRC), one out of every three Deaf women in the Philippines is sexually harassed or raped. Half of the cases happen in the victim’s own home, with neighbors and even family members being the most common perpetrators. Despite the general decrease in rape cases throughout the country, rape remains the most widespread crime against Deaf women.

Imagine living in a home that is also, strangely, a foreign country, where you can neither fully understand what is going on, let alone be understood. Now imagine your life was like that 24 hours a day every single day. This is the plight of women like Anica and Diane, two Deaf women in their 20s, who like many other Deaf women have been sexually abused.

Anica, born Deaf, is a petite woman with a bubbly disposition. But behind the sunny demeanor lies a deep scar. During her teenage years, she was sexually molested by an uncle. The case remains unreported because she is too afraid to file a report.

Living in the same compound as her uncle, she harbors a terrible fear not only of family retaliation but also of being misunderstood by the police, given a lack of trustworthy interpreters. She has little motivation to push through with her case.

Many abused Deaf women share Anica’s plight. Desperate, they feel there is nowhere to turn for help. Most are hesitant to confide in family members because of long-standing communication barriers.

Diane, both taciturn and mercurial, is another survivor. Linguistically isolated since early childhood, she can only communicate through gestures and drawings. Her chronicle is heart wrenching: she was trafficked from her rural hometown to a large city, where she was forced to work in the sex trade, from which after several harrowing experiences she finally escaped.

Then she went through what the system had to offer: Diane was shuffled from one government agency to another; lived in a shelter for women and children; was put into foster care for one and half years before her family was found and she was eventually returned home.

Tragically, these are not anomalies. Indeed, the numbers in this context are genuinely disturbing: according to the former Philippine Deaf Resource Center (PDRC), one out of every three Deaf women in the Philippines is sexually harassed or raped. Half of the cases happen in the victim’s own home, with neighbors and even family members being the most common perpetrators. Despite the general decrease in rape cases throughout the country, rape remains the most widespread crime against Deaf women.

To press charges against her traffickers, Diane would have needed an accredited interpreter to give her testimony (otherwise, the authorities might deem it hearsay), but she was not provided with one. Indeed, throughout her entire stay at the shelter, she had no access to any interpreters at all.

Diane also appears to be suffering from Post-Traumatic Stress Disorder, but has never been diagnosed or treated because her deafness makes communication a constant challenge.

In a 2012 report by the PDRC, it was noted that a lack of awareness and sensitivity in dealing with disabled persons continuously bogs down our legal and judicial systems. Verdict In Maryland Deaf School Sex Abuse Case

Deaf News: Clarence Taylor III found guilty of sex abuse at Maryland School for the Deaf.

FREDERICK, Maryland -- A Howard County Circuit Court jury in the Maryland School for the Deaf sex abuse case handed down a mixed result Wedneday, finding the defendant guilty of two charges of child sexual abuse, not guilty of one count and declaring a mistrial in the four remaining counts.

Clarence Cepheus Taylor III, 38, was found guilty by the 12-member jury, who began deliberations Friday, of groping two girls while working as an aide at the school from 2008 to 2011.

Taylor, who is Deaf, had his bond revoked by Judge William Tucker and is scheduled to be sentenced on the two guilty verdicts on Jan. 31, 2014, with a retrial on the four non-decision counts scheduled for May 21, 2014.

A split verdict is reached by jurors and a mistrial is declared by the judge for some charges in the Howard County sexual abuse trial of a former aide for the Maryland School for the Deaf. Barry Simms files this report on 11 News at Noon.

Earlier in the trial, three counts of solicitation of child pornography were dropped by the State's Attorney's office after the prosecution could not prove the events happened in Howard County.

Those charges accused Taylor of text messaging three of the students and requesting pictures of their breasts, according to the prosecution.

Taylor faces a maximum of 50 years in prison 25 years for each guilty count. According to prosecutor and Assistant State's Attorney Lisa Broten, the state's recommendations for such convictions usually fall between seven and 13 years per count.

As Taylor was handcuffed after his bond was revoked, his wife, who is on leave from her employment at the school, left the courtroom fighthing tears.

A split verdict was reached in the sexual abuse trial of a former aide for the Maryland School for the Deaf, prompting the Howard County judge to call a mistrial for some charges.

Deaf News: Jury selection starts for Maryland School for the Deaf case.

FREDERICK, Maryland -- Jury selection has begun in Ellicott City for the trial of a former Maryland School for the Deaf dormitory aide charged with sexually abusing seven female students in Columbia.

Thirty-eight-year-old Clarence Taylor III of Gwynn Oak pleaded not guilty to all charges Monday before the selection process began.

Howard County Circuit Judge William Tucker says 12 jurors and three alternates will be seated Tuesday before lawyers make opening statements.

Taylor is accused of molesting students from 2008 to 2011. The alleged victims were in the fourth through eighth grades. Taylor allegedly kissed, hugged and fondled the girls during their overnight stays at the school.

Deaf Girl Brutal Raped By Trafficker

A couple who trafficked a 10-year-old girl to the UK who was repeatedly raped and kept as a domestic servant for nearly a decade.

MANCHESTER, United Kingdom -- Ilyas and Tallat Ashar brought the girl, who is Deaf, from Pakistan and kept her at their home in Eccles, Salford, where she slept in the cellar. Ilyas Ashar, 84, was also found guilty of 13 counts of raping the girl, now in her 20s, who was found in 2009. The couple will be sentenced at Manchester Crown Court on 23 October.

Tallat Ashar, 68, was found guilty of trafficking and benefit fraud at an earlier trial, as was her husband. This can now be reported after the lifting of reporting restrictions, following Ilyas Ashar's conviction for rape at a retrial.

The victim, who cannot be named for legal reasons, was only found after trading standards officials visited their Cromwell Road home investigating allegations of illegal activity.

Deaf girl was found in the cellar, which was described as "sparse, cold and damp". Police said the girl cleaned and cooked at the house, and was taken to other houses belonging to the family to carry out domestic chores.

Details of the victim's ordeal only emerged after she was taught sign language, enabling her to be interviewed by police. Thousands of pounds in benefits were claimed in the victim's name and a number of bank accounts were set up using her details, police said.

Gallaudet: Alleged Assault High School Students

Gallaudet University: Police probe sex assault involving 2 Gallaudet high school students during school trip.

ANNAPOLIS, Maryland -- Anne Arundel County police are investigating an alleged assault involving two students from Gallaudet University’s secondary school during a school trip to Annapolis.

Police spokesman Justin Mulcahy said Tuesday that police are conducting a criminal investigation into the alleged incident on a bus in the county on Saturday morning. He says police were notified Sunday night.

University spokeswoman Kaitlin Luna says the students are enrolled in the school’s Model Secondary School for the Deaf, a program for high school age students at the university’s Washington, D.C., campus.

CEBU CITY, Philippines -- Gualandi Volunteer Service Programme, Inc (GVSP) continues its mission for the Deaf community to live in a Deaf-inclusive society. Established in 2005, the non-stock, non-profit organization has been working with volunteers in projects for and with the Deaf community.

Deaf children and women are vulnerable to abuse and exploitation. In a study conducted by the Philippine Deaf Resource Center, it was revealed that 65-70 percent of Deaf boys and girls are being molested. The large amount of cases continues to rise and remains concealed. However, the Deaf community receives little attention.

In an effort to raise awareness on putting a stop to the increasing number of cases of sexual abuse of Deaf children and women, the five-year program Break the Silence Child Sexual Abuse Prevention Network Project was started by GVSP under the guidance of Stairway Foundation, Inc. It focuses on abuse prevention, identification and response and advocacy both in the hearing and Deaf community through different projects set in agencies, schools and communities.

The sense of urgency on this issue also paved the way in the organization of a run for a cause event by GVSP entitled Break the Silence Run: Stop Deaf Child Sexual Abuse. It is set to happen on April 21, 2013, Sunday, 5:30 a.m. at Ayala Center Cebu Terraces, Cebu Business Park.

$5.75 Million Settlement Awarded to Deaf and Blind Students Sexually Assaulted by Gang at Hawaii Public School.

HONOLULU, Hawaii -- A young girl is forced to perform oral sex on an older boy while he films her with his cell phone camera and students at their school look on, another young girl becomes pregnant after she is raped by a male student at her school, a young boy is sodomized in the bathroom by an older student, but school administrators don’t penalized the perpetrator, another child is sexually assaulted by five boys on campus, and nothing is done to stop them or punish after the fact.

These are not scenarios from an NBC’s Law and Order: Special Victims Unit episode, they are actual events that parents say took place at the Hawaii School for the Deaf and Blind, the state’s only public school for children with these disabilities.

For more than a decade, some of the school’s administrators and students covered up a terrible secret young children between 12 and 16 years old were being terrorized - robbed, raped, sodomized and even gang raped on campus and on the school buses – not by employees, but by other children. There are just 80 children enrolled in the school, which is located on the edge of Waikiki, Hawaii’s main tourism hub, and just across the street from the Honolulu Zoo.

One student heading a gang calling themselves the “Ringleaders” orchestrated the attacks, and students were ordered to participate as attackers or retaliated against.

Deaf Boy Sexually Assaulted In Florida

Mom says she caught suspect raping son inside abandoned house.

Jose Macias, 63, raped 13-year-old Deaf boy, police say. A woman tells WPBF 25 News' Angela Rozier she caught a man, later identified as Jose Macias, sexually assaulting her Deaf son inside an abandoned house in Fort Pierce.

A 63-year-old Fort Pierce man was in jail Thursday, accused of sexually assaulting a 13-year-old boy. The boy's mother told WPBF 25 News the incident happened Wednesday afternoon inside an abandoned house located at 202 N. 28th St.

She said she saw her son walk off with a man on a bike. By the time she caught up with them, she discovered them inside an abandoned house.

"(I) kind of caught them in the act," said the boy's mom.

According to a police report, the 13-year-old boy identified Jose Macias in a photographic lineup as the person who took him into the vacant house and sexually assaulted him... Read The Full Story.

Deaf Aide Teacher Charged With Sexual Abuse

An aide teacher Clarence Taylor charged with sexual abuse at Maryland School for the Deaf.

FREDERICK, Maryland -- Charges allege he molested girls at school in Columbia, Maryland. An aide at the Maryland School for the Deaf was arrested and charged Thursday with multiple counts of sexual abuse after being accused of touching three students between 2008 and 2010.

Howard County Police say that Clarence Cepheus Taylor, a 37-year-old Windsor Mill, Md. resident, inappropriately touched three girls while working as an evening-shift dorm aide at the Columbia school for the Deaf and Hard of Hearing.

Students, who are now aged 15 and 16, have come forward with allegations of abuse, and investigators believe there may be more victims. Read The Full Story.

Deaf Man Allegedly Raped At OWS Protest

Deaf young man allegedly raped at Occupy Wall Street protest.

NEW YORK CITY -- In a video posted on YouTube Monday, a woman identifying herself as an Occupy Wall Street protester says that a young, Deaf man was allegedly raped at New York's Zuccotti Park. Worse yet, the incident was not reported to police. Acording to the protester in the video, drugs and assault are becoming a real problem at the protest in New York City.

Irma Grese was a lesbian nurse in the SS Heatherdoom that operated in Nazi concentration camps and homosexually assaulted her victims and forced them to do sex acts before she killed them. The Nazi's were radical leftist that set out to destroy Judeo/Christian values and encouraged that kind of behavior. "Atheist nations are sheer horror, the absense of religion makes you a monster" she said.
