Parents Allegedly Murdered Adopted Deaf Son
Hearing parents accused of killing adopted Deaf son and covering it up: New York police.
GUILFORD, NY -- CBS News: A mother and father are accused of killing their teenage son and setting fire to their home to cover up the crime.
Ernest Franklin II, 35, and Heather Franklin, 33, are charged with second-degree murder, arson and tampering with physical evidence.
According to CBS affiliate WBNG, officials say a fire was reported around 1:15 a.m. March 1 at the family’s home in Guilford. The couple’s son, 16-year-old Jeffrey Franklin, was found dead inside. Sheriff Ernest Cutting says an autopsy determined the fire didn’t cause the teen’s death and that he was dead before the fire started.
Video Source Inside Edition
According to the Chenango County Sheriff’s Office, Jeffrey was adopted about seven years ago. He was Deaf and had special needs.
WBNG reports that when asked his plea by the judge, Ernest Franklin said “guilty,” but his public defender quickly corrected him, and changed the plea. Both Ernest and Heather pleaded “not guilty” and were sent to the Chenango County Jail without bail.
Authorities haven’t said how the boy was killed.
WBNG reports that a GoFundMe page was created shortly after the fire to help the parents with expenses. More than $11,000 was reportedly raised, but the page has been taken down.
In a statement, GoFundMe said:
“It’s important to remember that the platform is backed by the GoFundMe Guarantee, which means that in the rare case that GoFundMe, law enforcement or a user finds campaigns are misused, donors will get their money back. In this case, due to recent information released, GoFundMe will honor refunds to all donors.”

Deaf People Fight To Be Heard - Lydia Callis
Lydia Callis, longtime advocate of Deaf Rights, won admirers as Mayor Michael R. Bloomberg’s sign language.
NEW YORK CITY -- Lydia Callis wanted to get her mother a gym membership for Christmas last year. When she called to arrange a consultation, she mentioned that her mom (who lives in Arizona) is Deaf and would need a sign-language interpreter for the session. The health club said it would not provide a signer. Ms. Callis who became an Internet sensation during Hurricane Sandy as Mayor Michael R. Bloomberg’s exuberant sign-language interpreter told the club that it was actually required by law to do so. Still it refused, and Ms. Callis, who was calling from Manhattan, gave up.
Last year was the 25th anniversary of the Americans With Disabilities Act, and yet this kind of scenario plays out regularly for people who are Deaf and Hard of Hearing. While the broader culture has become accustomed to certain changes the law has engendered, particularly wheelchair access, the rights of the Deaf have frequently been misunderstood or simply disregarded.
Recently, however, a Deaf rights movement has begun to gain ground, particularly in New York.
One sign of this momentum has been a flurry of lawsuits. Last year, the city’s Department of Homeless Services settled a case that charged its shelters with failing to provide American Sign Language interpreters for Deaf residents, and a suit filed last summer in Westchester County claimed that two hospitals refused a Deaf couple’s requests for interpreters after the husband had a heart attack.
Another case involved Diana Williams, a Deaf woman from Staten Island who was arrested in 2011 and was denied a sign-language interpreter, as the federal law dictates. In October, the Police Department settled her lawsuit for $750,000. Her lawyers, from the Eisenberg & Baum Law Center for Deaf and Hard of Hearing, said it was one of the biggest payouts of its kind.
“What’s disturbing about all these lawsuits is that the A.D.A. has been in effect for several decades,” Eric Baum, one of the firm’s founders, recently said. Mr. Baum said that his firm had litigated about 100 Deaf discrimination cases, roughly half in the New York metropolitan area, many dealing with a failure to provide interpreters. He was sitting in the Union Square office alongside the Law Center’s co-directors: Andrew Rozynski, a lawyer and fluent A.S.L. signer whose parents are deaf, and Sheryl Eisenberg-Michalowski, a Deaf rights liaison who was born Deaf...

Fap Guy Calls Deaf Video Service 4,000 Times
"Fapping Guy" calls Deaf video service 4,000 times, allegedly got naked, masturbated in front of ZVRS employees.
NEW YORK CITY -- A Brooklyn man is using a video calling service for the Deaf to reach out and touch himself, the company providing the service alleges in a lawsuit.
David Marcano is one of the most fervent users of software offered by a Florida company, ZVRS, which gets federal money every time a hearing-disabled person uses its product to place a call, the company claims.
The software allows the Deaf to call one of ZVRS’s sign language interpreters via video chat. The interpreters act as operators, placing calls to third parties on behalf of the Deaf person and then translating the call.
But Marcano, 51, isn’t Deaf, and his calls don’t need any translating, the company says in Brooklyn federal court papers.
Marcano has made 4,646 calls to ZVRS since Jan. 1 “for the sole purpose of masturbating in view of ZVRS’s employees,” the business says.
“In every call made through ZVRS’s software platform, Marcano appears on the video call for the purpose of exposing his genitals or masturbating to ZVRS’s female staff,” according to the suit which seeks unspecified damages.
As soon as ZVRS cancels Marcano’s account, he uses false information to create a new one, they gripe. He’s called from eight different numbers, and contacted them as recently as Sept. 21, the company charges.
He has signed up for new ZVRS accounts under the names “Davey Mareno,” “Davey Mar,” “Dave Maccan,” “Dave Mard” and “Dave Macan,” among others.
The calls have cost the company productivity and business and left ZVRS’s employees with emotional distress, the firm claims.
ZVRS also is seeking an injunction against Marcano to stop his hands-on use of their service, accusing him of fraud and breach of contract because he signed up for software he doesn’t need.
Marcano didn’t respond to messages sent to each of the 24 e-mail addresses ZVRS says he used to create the fake accounts.

Deaf Inmate Gets Prison Death Threat
The mother of a Deaf inmate in the New York State prison system says her son has been abused, including death threats.
BUFFALO, NY -- Twenty year old Joey Crapsi was born Deaf and is also developmentally disabled. While at the Wende Correctional Facility in Alden, an inmate demanded that his family pay him thousands of dollars to make sure Joey wouldn’t be killed.
“Please don’t go to the police, or I will be in very serious problems,” said the inmate in one of two letters read by Crapsi’s mother, Cindy McKillen. He wrote that if the police were notified Joey would be dead. Another letter threatened harm to Joey’s family as well.
Joey Crapsi was convicted of inappropriately touching his five year old cousin. He was sentenced from one to three years in prison after he violated his parole.
Joey’s advocate, Angela Boyle, says he has tested to the level of a six to a nine year old. She has been working to improve his treatment behind bars. “It needs to go to the media because it’s a big problem,” she says.
When he started serving his sentence at the Fishkill Correctional Facility, Joey told his mother that a corrections officer had slapped him in the head, breaking his cochlear implant, which allows him to hear.
The family says he was without the device for six months and couldn’t communicate or express himself properly. He also began acting out and getting written-up as a discipline problem... Read The Full Story.

FEMA Ignores Deaf Victim of Hurricane Sandy
FEMA ignoring Deaf communities of Hurricane Sandy victims.
STATEN ISLAND, New York -- Deaf Staten Island victim of Hurricane Sandy says pleas go unheeded. When police with megaphones rolled through Carol Lazorisak’s Oakwood Beach neighborhood in the hours before the hurricane thrust ashore, she did not hear their announcement about evacuation help.
In the days after the surge ripped her Tarlton Street home off its foundation, filled it with water to a depth of 5 feet and tossed her shed nearly a block away, she joined the thousands of other dazed victims at Miller Field in New Dorp, seeking some answers and a measure of comfort.
But for Ms. Lazorisak, who has been Deaf since birth, walking through the bustling relief center was like being in a movie on silent. There were no signs providing information for the Deaf or directing people to translation services. She left feeling more isolated than ever.
“I am extremely frustrated because of the lack of communication, the lack of help, the lack of information. I was left lost and in the dark for the first two weeks after Sandy destroyed my home,” said Ms. Lazorisak, as her friend Marybeth Imsho translated from American Sign Language a service she has provided during virtually every face-to-face meeting with FEMA or city agencies, and at the borough president’s town hall meeting last month where no interpreter was provided for nearly a dozen Deaf audience members. “My home is going to be demolished by the city in the next week and I need information.”
Carol Lazorisak's Oakwood Beach home was destroyed by Hurricane Sandy. Adding to her frustration is the fact that adequate interpreter services from FEMA, the city and at public meetings relating to the disaster have not been made available, says Ms. Lazorisak, who has been Deaf... Rochester's Deaf Population Among Largest Per Capita In United States
New York's Deaf population among largest per capital in United States.
ROCHESTER, New York -- Rochester has more Deaf and Hard of Hearing residents per capita than the national average and a larger Deaf population than many other similarly sized cities, a new report out of Rochester Institute of Technology has found.
Rochester’s sizable Deaf community has often been assumed but was never quantified until the report, written by Gerard Walter and Richard Dirmyer from RIT’s National Technical Institute for the Deaf.
The study found other cities have more total Deaf residents per capita, but among college and working aged people, Rochester has one of the largest populations in the country. In particular, the study found Rochester has far and away the highest percentage of Deaf residents enrolled in secondary education, likely driven by NTID.
“Often times it’s difficult to understand how many people are really in the community,” said Thomas Pearson, director of the National Center for Deaf Health Research at the University of Rochester. “This has been a real challenge for anyone interested in the field.”
Using American Community Survey data, Walter and Dirmyer found there are 43,000 Deaf or Hard of Hearing residents in the Rochester metro area, about 3.7 percent of the population. That’s higher than the national average, which is 3.5 percent.
Rochester doesn’t have the highest population per capita as is often suggested, however. The report only looked at a handful of cities, but found 3.9 percent of Pittsburgh’s population is Deaf or Hard of Hearing. The authors of the report attribute that to more elderly residents living in Pittsburgh than in Rochester, and the onset of age-related deafness... Read The Full Story.
