VICE News: Deaf Culture 'Signs of Change'

Deaf Culture: VICE News Tonight on HBO - Full Segment.


VICE: Today, more than 40 percent of American children born Deaf receive cochlear implants. The technology effectively restores hearing by bypassing the ear and delivering audio information directly to the brain. The vast majority of Deaf children who are implanted develop hearing and speaking skills comparable to their hearing peers, thus allowing them the option to “mainstream” into normal schools in the United States.

Deaf education in the U.S. has gone through many phases. American Sign Language (ASL) is currently the dominant mode of instruction in Deaf schools, but there have been periods where ASL was banned and students were forced to speak and lip-read, an ineffective approach known as Oralism. ASL has now gained legitimacy and been shown to include the deep grammar and syntax found in spoken languages. It is also the wellspring of Deaf Culture, a proud community wary of historical attempts to assimilate them into a hearing world.

As more parents opt for cochlear implants, VICE News explores their impact on the medical condition that gave rise to a cultural identity.

Deaf Student Told To Stay Home From School

Deaf News: Deaf Canadian student told to stay home from mainstreaming school in afternoons due to a lack of interpreter, says mother.


ARVIAT, NU -- A mother in Arviat, Nunavut, says her Deaf daughter has been told to stay home from school in the afternoons because of a lack of sign language interpreters.

Rochelle Suluk's daughter Kimberly Joy Anoee is a Grade 9 student at John Arnalukjuak High School in a community of about 2,700.

Nunavut gets poor grade from audiologists for lack of child hearing programs.

At the beginning of the school year, Suluk said she met with the principal of the school who informed her about her daughter's change in schedule.

"The principal was saying that she only has to go to school only in the mornings because the ASL (American Sign Language) interpreter is looking after other students," she said.

School only has one full-time interpreter: The high school has one full-time American Sign Language (ASL) assistant. According to the superintendent, there are two Deaf students in the school.

Suluk says a handful of other students hard of hearing also require the use of the ASL assistant and are able to attend a full day of class.

"I really want my Deaf child who is 15 years of age to go to school too, just like any other normal student who goes to school everyday," Suluk said.

Suluk said her daughter spends her afternoons at home with nothing to do. She has failed Grade 9 once and her mother is worried that by not going to school full-time, her education and social life is being compromised.

Families usually consulted: department - Nunavut's department of education would not discuss the details of Suluk's daughter, citing confidentiality and privacy concerns, but said it provides "appropriate programming for children with special needs."

Cully Robinson, the superintendent for schools in the Kivalliq region, said staff positions are reviewed on an annual basis.

"There's an ongoing gradual increase in school aged children with profound hearing impairments and ASL assistants assist with facilitating communication inside and outside the classroom," he said.

Robinson said a student's schedule could be reduced for a variety of reasons, including social, physical or academic needs.

"A change would not be implemented without family agreement, involvement of the school team, school administration and the involvement of the student support consultant," he said, adding the aim is to make sure every student is receiving the best education possible.

"The best way for parents to support their children is to work with the school and staff there who are very empathetic to the situation and want to help anyway that they can," he said.

No help - Suluk said she has contacted the school's committee and district education authority officials to discuss why her daughter is not attending class in the afternoon.

"I talked with them so many times," Suluk said.

"I thought they would be helping me from the very start."

She said it's heartbreaking when her daughter asks her why she can't go to school in the afternoon.

When she grows up, she says Anoee hopes to become a sign language interpreter to help other students in Arviat.

"If she ever graduates."

Bullied Deaf Boy Forced To Leave School

Son James was mercilessly picked on in the playground because he has a hearing impairment at mainstreaming school.


DUNDEE, UK -- The Sunday Post: Chris said teachers did little to tackle the problem when James was subjected to name-calling by other pupils.

Eventually, Chris and wife Samantha were forced to take the step of removing him from the school due to the “lack of understanding from teachers”.

“People are ignorant – that’s not going to change,” said the former striker, who has tried to teach his son how to deal with the name-calling.

He said: “It is wrong for children to tease and bully but it happens through school and as much as we’d like it to, it will probably never be eradicated.

“I prepare James for this. What I couldn’t understand was the lack of understanding from his teachers at his previous school.

“They did not know how to treat him because of his hearing aids.”

Following abuse at the hands of other children, Chris was forced to carefully explain to James that he was happy with him just the way he his.

“You find out who your friends are,” is the difficult advice he gave him.“Kids have to work things out for themselves,” he added.

Since placing James in another school, he has flourished and is now an accomplished hockey player, much to his dad’s delight.

Chris said: “Going to his new school totally transformed him as a person.

“He was depressed and lacked self-belief and it was because of the common sense and logical understanding of the teachers at his new school that he began to build his confidence.”

The now 14-year-old’s early life was beset by problems.

James was born prematurely at 28 weeks in September

2001 at The Queen Mother’s Hospital in Glasgow, weighing just 3lb.

He was so tiny, Chris could hold him in the palm of his hand.

After weeks of specialist care, he was eventually allowed to go home.

However, Samantha rushed James to the former Yorkhill Hospital in Glasgow 10 days later when he fell seriously ill with a respiratory virus.

He was choking and having terrifying episodes where he would stop breathing.

She took him to hospital but while in the waiting room he stopped breathing again.

He was rushed to a side room where doctors resuscitated him. Medics said he could have died if he hadn’t got there when he did.

Chris, 43, said: “My wife had this feeling and she turned round and James was going blue.

“They rushed him into the hospital and he had gone. They got him back.

“He was in a long time. They resuscitated him. He was a tiny baby. It was the most worrying thing that has ever happened.

“Had we lived any further away we might not have got there in time. Another minute and he might not have been here. We were told that.”

Doctors said James was suffering from RSV – a common virus with cold-like symptoms.

Healthy children tend to shrug it off, but it can be life-threatening for premature babies.

The star was in Spain at the time preparing for a crucial UEFA Cup tie with Valencia when Samantha called to say James was fighting for his life.

He immediately tried to get a flight home, but couldn’t.

In the end he chose not to go to the match but instead stayed at the hotel where Samantha could call to give him updates.

He flew home early next day and went to the intensive care ward where he and Samantha kept a bedside vigil.

The footballer said it was the most worrying time of his life.

“James was on life support. It was touch-and-go,” he revealed.

“You hope, you sit and pray and think about things.

Finland School Fined In Deaf Discrimination Case

Deaf News: Helsinki Design School fined in Deaf discrimination case.


HELSINKI -- The Helsinki District Court has slapped a fine 1,200-euro on the head of a private Helsinki Design School for retracting its offer of a place to a Deaf applicant. The court found the institution and its principal guilty of discrimination but the defendants say they are considering an appeal.

Back in 2014, privately-run Helsinki Design School turned away design student Oskari Salomaa, citing insufficient resources to provide interpreter services. The institution had previously accepted Salomaa for the year-long program, but retracted the place when it learned of his special needs.

On Monday, the Helsinki District Court ruled that the school had violated non-discrimination laws in refusing Salomaa the opportunity to study.

The court imposed a fine of 1,280 euros on the school CEO and also called on the institution and its chief executive to compensate Salomaa to the tune of 8,000 euros. The defendants are also required to settle Salomaa’s legal expenses, which amounted to nearly 8,500 euros.

Salomaa said that he was pleased with the outcome.

"This means that sign language users have a right to be part of Finnish society. I won’t appeal the decision," Salomaa said after the ruling.

Lawyer for the defendants, Jaana Juutilainen said that she was disappointed with the court’s decision.

"It’s very likely that we will see fit to take the case to the Court of Appeal," Juutilainen remarked. Read The Full Story

Hearing People Should Sign For Themselves

WATCH: A psychologist is calling for signing to be available as a ‘foreign language’ option for hearing children.


LONDON, UK -- Dr Jim Cromwell said that learning British Sign Language (BSL) would benefit all students’ education and make life easier for Deaf people, bringing ‘extraordinary’ benefits for those without hearing.


In an ‘ideal world’ BSL would form part of the National Curriculum and be a compulsory element in mainstream schools, he added.

Bilingualism gives a huge advantage in terms of thinking skills,” said Dr Cromwell, a clinical psychologist at Exeter Deaf Academy.

Having a wider population of people with BSL would make life easier those without hearing, he said. More than 900,000 people in the UK are severely or profoundly Deaf, according to the charity, Action on Hearing Loss.

Dr Cromwell also believes that those of the country’s 45,000 Deaf children who are taught in mainstream schools are not receiving the education they deserve.

“There is not the right support for them,” he said.

“They are being helped by teaching assistants with Level 2 BSL – that’s less than an O Level.

“Schools are getting away with that. There is the attitude of ‘they (Deaf children) are not doing well, but they are disabled, aren’t they?’

“Relying on education through spoken (rather than signed) lessons is like trying to learn maths A Level in Russian. Lip reading is 40 per cent guess work.”

Dr Cromwell, who has BSL at Level 4 – equivalent to degree standard – is believed to be the only clinical psychologist on the staff of a UK specialist school.

While a Deaf child ‘can do everything except hear’ many came to the Exeter school with attachment disorder, language delay, and behavioural problems because of a lack of access to BSL.

“They fall behind in primary school and are regarded as ‘problem students’,” he said. “Not all of our students are like that by any means, but we get those.”

Linguistic deprivation was one of the consequences of deafness that often began in the home as 90 per cent of children who were born Deaf had Hearing parents.

“Some (parents) will have never met a Deaf person, have no BSL and struggle to know what to do,” he said.

Their children were then learning BSL from a parent who was also learning the signing language. That might lead to learning deals that could give rise to behavioural problems, said Dr Cromwell.

Further problems might arise at schools without teachers qualified in BSL at a high level.

Part of the problem was that BSL was seen by many as a ‘pidgin’ form of English, instead of a language that was ‘heir to a rich cultural landscape’.

Widespread learning and use of BSL would help address many of those problems leading to an extraordinary increase in the well-being of Deaf children, said Dr Cromwell.

Stop Moving Deaf To Mainstream Schools

More Deaf Schools has been closed in last few decades which means more parents of Deaf children have very fewer choices. One or two limited choices available which forced the parents to make decision to move their children to Mainstream schools.

It costs the Government MORE money to spend money on BSL CSWs or BSL interpreters and all extra unnecessary support for few Deaf pupils at Mainstream Schools.

It was said that many Deaf children losing their Deaf identities including found this is a big barrier to access to Deaf Culture and to Sign Language.

Many Deaf people become Qualified Teachers NOW! More Deaf people are qualified in specialist subjects and they can teach at Deaf Schools.

"The World Federation of the Deaf (WFD) promotes and safeguards the right of all Deaf people to quality education, starting at birth and throughout life. As for all learners, Deaf children have the same right to education and full access to quality education."

WFD then says "Full inclusion for a Deaf learner means a totally supportive, signing and student-centred environment. This permits the learner to develop to his/her full educational, social and emotional potential. This is stated also in the Convention on the Rights of Persons with Disabilities".

"Otherwise, inclusion as a simple placement in a regular school without meaningful interaction with classmates and professionals at all times is tantamount to exclusion of the Deaf learner from education and society. In such environments, the Deaf child is physically present but may be mentally and socially absent."

Deaf children should not experience mentally and socially absent, as they should easily access to high quality of education via Deaf teachers or Teachers who hold high level of sign language communication.

We are asking the Government to change the current policy of mainstream schools and adopt a language policy to ensure to protect Deaf Schools, and find ways to reopen more Deaf Schools.

Dropout Rate Among Mainstream Deaf Students

WASHINGTON, DC -- Students with hearing loss attending general education classrooms have been reported to experience difficulties in social skills and relationships. This 5-year longitudinal study examined the social skills and problem behaviors of students who were Deaf or Hard of Hearing, and who attended general education classrooms. Data were obtained from classroom teachers and students themselves.


The mean Social Skills and Problem Behavior scores (Social Skills Rating Scales; Gresham & Elliott, 1990) were within the average range and normally distributed each year. The average change over 5 years in social skills and problem behavior was not significant.

The most consistent predictors of social outcomes were the students" classroom communication participation and participation in extracurricular activities. Implications for placement, intervention, and further research are discussed.

Deaf Teachers: Open Letter To AG Bell Association

Deaf Progressivism: An open letter to AG Bell Association in American Sign Language and captioning.

In a response to Alexander Graham Bell Association's recent letter to teachers of the Deaf who sign with Deaf children. AG Bell are soliciting temporary memberships that offended many of us due to the exclusion of American Sign Language and labeling us teachers "Hearing Specialists".
