Unqualified ASL poser with criminal past dupes police at Seminole Heights killer news conference in Tampa, Florida.

TAMPA, Florida -- Tampa police spokesman Steve Hegarty says a lack of due diligence allowed a career criminal to take center stage as an American Sign Language interpreter last week during a hastily-called news conference where the police chief and mayor announced they had captured a suspect in the Seminole Heights murders.

Even worse, Hegarty says, is the sign language poser Derlyn Roberts blew the assignment with a gibberish-filled interpretation broadcast on live television.

“My major concern is that she was representing our department and didn’t do a good job,” Hegarty said.

Hegarty says Roberts presented herself as an interpreter for the Deaf just before the news conference. In that hectic moment, he says he failed to ask the right questions to determine whether she was from Purple Communications which the city typically hires for sign language duties.

Rachelle Settambrino, who teaches sign language at the University of South Florida, says interpreter Roberts signed the following: “Fifty-one hours ago, zero 12 22 (indecipherable) murder three minutes in 14 weeks ago in old (indecipherable) murder four five 55,000 plea 10 arrest murder bush (indecipherable) three age 24.”

Another USF professor says it made her stomach turn.

“I was sick at the idea of all the other interpreters that could have been standing there and been signing the information clearly. What in the world was this person doing out there, waving her hands,” said Betti Bonni.

Roberts got out of state prison last year after serving years for organized fraud.

Efforts to reach her by 8 On Your Side were unsuccessful on Monday. Neighbors say she claims to have sign language skills, but it’s not clear that she has any ASL credentials.

Parents Allegedly Murdered Adopted Deaf Son

Hearing parents accused of killing adopted Deaf son and covering it up: New York police.

GUILFORD, NY -- CBS News: A mother and father are accused of killing their teenage son and setting fire to their home to cover up the crime.

Ernest Franklin II, 35, and Heather Franklin, 33, are charged with second-degree murder, arson and tampering with physical evidence.

According to CBS affiliate WBNG, officials say a fire was reported around 1:15 a.m. March 1 at the family’s home in Guilford. The couple’s son, 16-year-old Jeffrey Franklin, was found dead inside. Sheriff Ernest Cutting says an autopsy determined the fire didn’t cause the teen’s death and that he was dead before the fire started.

According to the Chenango County Sheriff’s Office, Jeffrey was adopted about seven years ago. He was Deaf and had special needs.

WBNG reports that when asked his plea by the judge, Ernest Franklin said “guilty,” but his public defender quickly corrected him, and changed the plea. Both Ernest and Heather pleaded “not guilty” and were sent to the Chenango County Jail without bail.

Authorities haven’t said how the boy was killed.

WBNG reports that a GoFundMe page was created shortly after the fire to help the parents with expenses. More than $11,000 was reportedly raised, but the page has been taken down.

In a statement, GoFundMe said:

“It’s important to remember that the platform is backed by the GoFundMe Guarantee, which means that in the rare case that GoFundMe, law enforcement or a user finds campaigns are misused, donors will get their money back. In this case, due to recent information released, GoFundMe will honor refunds to all donors.”

Deaf Scottish Businessman Jailed For Fraud

Deaf News: A Deaf Scottish businessman jailed for defrauding taxpayers.

FALKIRK, UK -- Falkirk Herald‎: An award-winning Deaf businessman was jailed for 20 months after admitting he used his business to defraud £80,000 from taxpayers.

Andrew Thomson, who was born profoundly Deaf, was described as a “highly-culpable” fraudster by Sheriff William Gilchrist at Stirling Sheriff Court yesterday for using his company to fraudulently claim the cash.

The 51-year-old admitted using Sign-now to milk a government scheme intended to help the disabled into employment and channel tens of thousands of pounds through another company for the Deaf, run by his Deaf wife, into his own pocket.

He pleaded guilty to defrauding the so-called Access to Work Scheme between January and November 2011, before an anonymous tip-off alerted the Department of Work and Pensions (DWP), who investigated the claim.

Defence advocate David Nicolson said it had got into financial difficulty when software designed by Thomson was mimicked by others and his clients no longer needed his services.

He said since the fraud came to light Thomson had been ostracised, isolated and shunned in the Deaf world. Sign-now closed in 2012 and The Interpreting Agency went the same way.

The court heard Thomson claimed he needed six hours a day of interpreting assistance and two hours a day translation to assist him with correspondence and making and taking phone calls.

Freelance British Sign Language interpreters, charged out at £44 an hour, were employed under the Access To Work Scheme through the Interpreting Agency Ltd, run by Thomson’s wife, Caroline Thomson (52).

The Interpreting Agency Ltd submitted invoices in support of Thomson’s claims which were paid by DWP into a bank account in the name of The Interpreting Agency Ltd. The court heard that Thomson himself was a signatory of this bank account.

Sarah Lumsden, the depute fiscal, said there weren’t enough British Sign Language interpreters “physically available” to cover the number of hours claimed. His wife’s plea of not guilty to involvement was accepted.

Mr Thomson won the Stelios Award for Disabled Entrepreneurs – the UK’s top accolade for disabled people - in 2008 for his work in establishing Sign-now.com, providing video conferencing for the Deaf.

Thomson’s company, whose clients had included the NHS, a charity for the deaf and Falkirk Council, was described as “a web-based means of enabling Deaf people to communicate with the hearing world”.

He received his 2008 award from easyJet founder Sir Stelios Haji-Ioannau who said that Thomson had demonstrated “drive, creativity and determination”.

During the DWP investigation the Thomsons’ home in New Carron, Falkirk, Sign-now’s offices in Grangemouth and the Interpreting Agency’s offices in Blythswood Square, Glasgow, were searched.

Diaries and invoices were seized and the freelance British Sign Language interpreters used by the Interpreting Agency Ltd were questioned.

The couple had originally been charged with a four-year scam to defraud taxpayers of nearly £250,000 by submitting bogus claims stretching back to 2008 – the year Thomson collected the Stelios Award.

Jailing Thomson for 20 months, Sheriff Gilchrist referred to judges’ guidelines for dealing with welfare scams, though he said the Access to Work Scheme was actually a grant.

Addressing Thomson though a sign language interpreter, he said: “If I had been applying the guidelines for benefit fraud, I would have assessed culpability here as being medium, on the basis that the claim was not fraudulent from the start, although there were elements of high culpability, in that there was an abuse of trust and responsibility and the fraud required planning and was not unsophisticated.

“The amount defrauded was substantial – £80,000 – and this amount was defrauded in the context of the accused and his company already receiving generous financial support from the taxpayer.

“In the circumstances I am satisfied that a custodial sentence is the only appropriate sentence.”

Thomson’s Deaf wife, who like him uses signing rather than oral language, let out a guttural scream when the sentence was announced and shook her fist at the sheriff

One of the couple’s two sons, who are not Deaf, banged the seats and wall of the court and shouted obscenities before being ushered out by a police officer.

Thomson was then led to the cells in handcuffs.

A confiscation hearing under the Proceeds of Crime Act has been set for June 22.

When collecting his £50,000 Stelios Award, Thomson said Sign-now.com was “all about gaining the confidence of our clients and the trust and support of the interpreters we employ”.

The awards are a partnership between Sir Stelios’s Philanthropic Foundation and the Leonard Cheshire disability charity.

Criminals are now targeting the Hearing Impaired. A viewer contacted 12 On Your Side after she was fooled into believing she'd hit the jackpot.

You've probably never heard of the United States Deaf Lottery and it's for good reason: it doesn't exist. But that's not stopping cyber crooks. An email claiming to be from the phony organization is showing up in local inboxes. The viewer, who admittedly fell for this, was too embarrassed to talk on camera but didn't want anyone else to be fooled and called 12 On Your Side to spread the word.

Ron Lanier, Director of the Virginia Department for Deaf and Hard of Hearing, said, "To me it is like, how dare they. But we all know there are people out there like this. But usually when I see something like that, I immediately delete it."

Like with most of these email deceptions, these criminals are phishing for information. Our viewer was told her Deaf friend had recently won $550,000 and she was a winner too. The catch was that to collect, she had to give up loads of personal information including her banking details. Hundreds More Possible Victims in Deaf Lottery Scam Investigation:

Police say they're looking at hundreds more potential victims in a Deaf Lottery scam investigation. A detective for Westerville P.D. says he first thought there were about 300 victims in a scam involving a fake Deaf Awareness Lottery. Now, he believes there could be 1200 people all over the country. A woman who lives in a Westerville Deaf community is accused of helping the scammers by communicating with elderly Deaf women across the country.

A woman who knows the Deaf community well agrees with police that trust played a big role. If the person that was telling somebody they were Deaf and they were talking to a Deaf absolutely they would trust them, said Joan Marie Johnston. Johnston was married to a Deaf man for more than 50 years and about 60% of her friends are Deaf. The person who pulled this other lady in I don't know who it is but shame on them, said Johnston.

Deaf Lottery Case: Resident faces charges in Deaf community scam:

A Westerville woman who is Deaf faces charges of theft from an elderly person for her role in a scam that reportedly preyed upon other members of the Deaf community.

Elaine Katz, 76, is accused of being a part of a nationwide scam that involved her calling other Deaf senior citizens to convince them to wire money as part of a fake "Deaf Awareness Lottery" scheme. Katz's Westerville residence was searched and she was taken into custody and booked in February, though she was never jailed.

On July 23, Katz pled not guilty to theft from an elderly person in Franklin County Municipal Court, and her hearing is set for Sept. 22. The case is largely based on one victim in Florida. But authorities say that Katz may have contacted up to 1,200 other victims via a video phone, a common form of communication in the Deaf community.

Authorities said they were unable to confirm how many other cases of fraud may be involved due to logistical difficulties and time constraints. Katz lives in Westerville's Columbus Colony Elderly Care, a facility off South Sunbury Road owned and operated by the Ohio School of the Deaf Alumni Association. Columbus Colony focuses on care for Deaf and Blind seniors.

Ted Smith, a Westerville Division of Police detective who handles fraud cases, had been tracking the Katz case since January, and helped lead the way on the case. He said that Katz's own deafness and age made the case difficult to handle...

Coincidentally riding together on the Gallaudet bus over to the Union Station, and apparently so, one curious enough to entice a conversation with me.

Mike sat besides me from my aisle as we rode along without any passengers around. A new face, I thought as I really didn't care much about this person. With one's hair slicked back, a black t-shirt worn with tan cargo shorts, and some grey running shoes on. Waving to get my attention, one asked with a jittery composure, "what's your name?" signing with his mouth open, revealing his pearly white teeth, "do you work out?" as I was already unable to respond to his first inquiry... "Clyde..." I responded... although a bit more eagerly, I then added, "yeah... I do work out, it's all that I ever do." Meh, meh, meh... as a Deafie would gesture with one's lips, acknowledging with intrigue, Mike then asked, "how much do you bench?" "Do you squat?" Again... asking several questions without the proper knowledge of how to actually converse with somebody. I nodded along, "315 lbs... I squat okay, 315 lbs as well." Shaking his head, "that's bad!" he, already, went onto criticize me, as we were passing by New York Ave, onwards Union Station.

Naturally being distracted, I peered out the bus window to see who may have been waiting outside for the bus once only to find that there was nobody else around, before redirecting my attention t'wards Mr. Hubbs, "So hey... where are you going?" he asked. "Pentagon City Mall," I said, "to buy myself some protein and to bullshit around I guess." Meh, meh, meh, Mike did again with his stupid lips, still staring at me with those eyes jolted of such energy that's often found unmatched with most people that I've met. "Mind if I join you? HEARS For The First Time Is FAKE

"Hears" for the first time video is fake, Report.

If you have access to the internet, or live within shouting distance of someone who does, then few past weeks ago, you probably watched the wildly popular the videos of "Hears For The First Time" in these days, Deaf people who, after receiving cochlear/hearing implantations, was able to hear for the first time.

Some people humbly suggest that the debate over real or fake is completely meaningless anyway, since the purpose is just to get people talking about the company or the product in fact, the people who are crying "fake," while trying to damage the video's reputation, are actually only helping the brand succeed in generating buzz. It's a textbook example of the "the "Streisand Effect."

"Entertainment and sharing are the only goals with online video ads" Viewers get so caught up in the debate over real or fake, but you know who doesn't? The brand. Do you think the brand cares whether you came to the video with a bias thinking it was fake? Because they don't. What they care about is that you A) watched it, and B) forwarded it to someone. You could have forwarded it because you believed it was a real. Or you could have sent it to friends because you're convinced it's an obvious fake and you want their support. Either way... the video is shared like crazy.

It's also incredibly difficult to "prove" these things one way or another, which will allow the conspiracy theory to live on almost indefinitely. So if they're smart, The community isn't getting caught up in trying to prove their video is real, but are merely basking in the glow of the tech journalism's spotlight. Meanwhile, international media news are the propaganda of HUGE lies!!!, but the audience will no longer believe it's real.

One frequently cited piece of evidence supporting the hoax claim is that they speaks pretty clearly which, according to "hear" now, but they're still not "Hearing"! with captioned, It is impossible for someone who is actually Deaf. This evaluation is usually backed up with an explanation like, "My nephew went to summer camp with a guy who said his neighbor's aunt was completely Deaf, and she couldn't talk that well, so this must be a fake."

However, the first sentence of that article proves the point. They were not DEAF. They had severe "Hearing Loss." It is amazing what they did but it should not be title "DEAF" they "HEARS" for the first time. They has been heard themselves before, just not clearly. Thier voice sounded too "Hearing-Like" and could be heard clearly raising questions if her hearing loss is really severe, maybe there's a line drawn between using the term 'Deaf', because there are 'Legally Blind' people that can still see. Maybe there is 'Legally Deaf'.

These people clearly do not understand that proper speech requires hearing in order for the speaker to properly modulate their voice. For the same reason that people listening to loud music on headphones may either shout or speak too quietly, Deaf people typically have a difficult time vocalizing normally. One of the reasons that they are able to vocalize in the manner that they do is because their brain is using the vibration caused by their vocal chords to help modulate. Founder of Viable Deaf services company gets nine years for fraud.

TRENTON, New Jersey -- Yeh and his brother also ordered to pay $20M each.

A federal judge on Wednesday sentenced John T.C. Yeh, former CEO of Rockville Deaf services business Viable, to nine years in prison and ordered him to pay restitution of $20 million for his role in a multimillion-dollar government fraud case.

His brother, former Viable vice president Joseph Yeh, received a prison sentence of 55 months on Wednesday and also was ordered by Judge Joel A. Pisano to pay $20 million in restitution.

In November 2009, John and Joseph Yeh were among 26 people nationwide to be indicted for conspiring to defraud the Federal Communications Commission’s Video Relay Service program, which helps Deaf people communicate, by billing the government for millions of dollars in illegitimate calls.
