Gallaudet University Professor Explains Deaf African Americans' Unique Sign Language.


WASHINGTON, DC -- Carolyn McCaskill, a professor in Gallaudet University Department of ASL and Deaf Studies, explains how Deaf African Americans show their shared identity through their unique sign language.

Sign language, like spoken language, has regional variations (people sign more slowly in the South, for example), as well as features that reflect gender, age, socioeconomic status and, it turns out, race.

At 15, Carolyn McCaskill transferred to an integrated school, where she saw white students using one hand rather than two to convey terms such as “why” and “don’t know” and employing entirely different signs for everyday words.When she went home, she switched again to reassimilate to her own black culture, recalled McCaskill, who was on the panel.

Atlanta teens face long suspension after assaulting hearing-impaired student at mainstream school.


ATLANTA, Georgia -- An Atlanta mother says a group of high school students who attacked her hearing-impaired daughter could be suspended from the school for one year or one semester.

Mother Kimberly Flournoy says her 18-year-old daughter Jacqueline was recently cold-clocked out of the blue on campus at Maynard Jackson High School.

“He just turned around and slapped me. I was like, ‘OK, what just happened?’” Jacqueline Flournoy said.

Right before that, another student pulled the 18-year-old’s hair.

A third student recorded the attack, which happened Nov. 30, egging the other two students on.

"I think it was hate. They were just being spiteful and mean. They wanted to make a video about it and go viral,” Jacqueline Flournoy said.

Jacqueline Flournoy says the two brothers and a female student made vulgar comments about her relationship and her speech.

The 18-year-old, who is black, has a white boyfriend. She is also hearing-impaired.

Jacqueline’s mother posted the video on social media to raise awareness about bullying and to make sure the students are punished to the fullest extent.

The attackers were initially suspended for one day and forced to apologize.

"I want them expelled from school,” Kimberly Flournoy said.

The two brothers will face a tribunal Wednesday where they could be removed from the school for one year or one semester, according to the mother.

The girl who recorded the video could face cyber-bullying discipline, Kimberly Flournoy says.

Jacqueline Flournoy wants to turn the incident into something positive. She and her mother have created an anti-bullying campaign.

"It shouldn't be happening. If it is happening, you should speak up to somebody,” Jacqueline Flournoy said.

The 18-year-old says people have to learn to treat others with respect.

Kimberly Flournoy also has a message for the parents of kids who bully.

"Parents, [you] need to talk to your children. I mean, it's bad enough that adults treat each other like this, but for kids to do it, they're learning it from someone,” she said.

Atlanta Public Schools has not yet released a comment about the video.

American Sign Language Interpreter Poser

Unqualified ASL poser with criminal past dupes police at Seminole Heights killer news conference in Tampa, Florida.


TAMPA, Florida -- Tampa police spokesman Steve Hegarty says a lack of due diligence allowed a career criminal to take center stage as an American Sign Language interpreter last week during a hastily-called news conference where the police chief and mayor announced they had captured a suspect in the Seminole Heights murders.

Even worse, Hegarty says, is the sign language poser Derlyn Roberts blew the assignment with a gibberish-filled interpretation broadcast on live television.

“My major concern is that she was representing our department and didn’t do a good job,” Hegarty said.

Hegarty says Roberts presented herself as an interpreter for the Deaf just before the news conference. In that hectic moment, he says he failed to ask the right questions to determine whether she was from Purple Communications which the city typically hires for sign language duties.

Rachelle Settambrino, who teaches sign language at the University of South Florida, says interpreter Roberts signed the following: “Fifty-one hours ago, zero 12 22 (indecipherable) murder three minutes in 14 weeks ago in old (indecipherable) murder four five 55,000 plea 10 arrest murder bush (indecipherable) three age 24.”

Another USF professor says it made her stomach turn.

“I was sick at the idea of all the other interpreters that could have been standing there and been signing the information clearly. What in the world was this person doing out there, waving her hands,” said Betti Bonni.

Roberts got out of state prison last year after serving years for organized fraud.

Efforts to reach her by 8 On Your Side were unsuccessful on Monday. Neighbors say she claims to have sign language skills, but it’s not clear that she has any ASL credentials.

Deaf Sister Locked In Closet For Seven Years

Woman kept Deaf sister locked in closet for seven years while stealing benefits.


CORUNNA, Michigan -- Candy Lawson, 46, was gave her adoptive sister Diana Churchill little food, water or clothing during her seven-year ordeal in the tiny 4ft by 8ft space. She was freed in 2015 when she was discovered at the house in Corunna, by construction worker, Robert Lamar, while he carried out works on the house.

Lawson was meant to be caring for her sister following their mother’s death 10 years ago, but instead subjected her to years of abuse. The prosecutor said: ‘I think the easy answer for us is we think the motive was the benefits she was getting, the social security money that she was getting.

‘It’s too bad that somebody can be on the radar with the SOS Administration that there is no protocol in place for actual face-to-face follow up, to figure out whether or not this person is alive and well, and actually getting the benefit of their funds.

‘In this case, obviously the system let this woman down.’

Diana’s brother, who had the same cognitive and physical impairments as her, died at the age of 33 weighing just 60lbs.

Police are now investigating whether she was also responsible for his death but no charges have been brought.

Lawson claimed that the closet was a room and the reason she locked her in was to prevent her from walking off in the night.

She also said that she hadn’t deprived her of food and was free to walk around the house.

However she was malnourished and so dirty that her skin reacted badly when nurses used soap to try and clean her.

Diana is now being cared for by the state and is doing much better according to Wnem.

Speaking about the case, Mr Lamar who found her said: ‘Horrible really. It was disgusting how she left her sister. Someone that doesn’t care about another human’s life.’ She will be sentenced on October 27.

Deaf Protester Beaten, Arrested By Sheriff

A day after her Deaf son Connell Crooms was hospitalized after being beaten and arrested by Jacksonville Sheriff's Office during a protest in Hemming Park, his mother spoke at a rally Saturday in front of the Duval County Courthouse in Jacksonville, Florida.


JACKSONVILLE, Florida -- About 200 rally outside Duval courthouse in support of protesters arrested Friday night. Chanting “Drop the Charges” and “Free the Hemming Park 5,” about 200 people demanded the immediate release Saturday of a Deaf man and elderly war veteran bloodied by Jacksonville police who arrested them along with three other demonstrators when violence erupted Friday night during a protest at Hemming Park.

Family, friends and fellow activists from the Jacksonville Progressive Coalition were among the crowd gathered on the steps of the Duval County Courthouse to demonstrate, and to call for an independent and transparent investigation into whether Jacksonville Sheriff’s Office personnel used excessive force.

Tears streaming down her cheeks and as she gasped for breath from a portable oxygen tank, Feliciaia Crooms appeared near collapse as she said police severely beat her Deaf son, Connell Crooms, then wouldn’t allow her to see him either at the hospital or later at the Duval County jail after arresting him.

“He is not a troublemaker by any means,” Crooms said of her son, whom she and others described as a good person as well as a passionate but peaceful activist.

“The Jacksonville Sheriff’s Office should not be allowed to get away with this type of behavior … I do not wish for any harm to come to my son at the hands of JSO. It’s not right,” she said.

She and the other demonstrators also called on the Sheriff’s Office to arrest a counter-protester, identified as Gary Snow, whom they accused of being a provocateur. They said he not only provoked Friday’s violence, but also has attempted to disrupt previous protests they’ve held against President Donald Trump.

Sheriff’s Office officials couldn’t be reached for comment Saturday about the accusation they used excessive force and ignored the counter-protesters.

Snow later told the Times-Union he merely was exercising his right to freedom of speech. He characterized the protesters’ allegations against him as lies, and denied inciting the violence. Although not at Saturday’s rally in person, Snow acknowledged that he’s attended past coalition demonstrations as a counter-protester and said he’ll will continue to do so because that is his right under the U.S. Constitution.

Deaf Woman Killed in the DC Hit-and-Run

Deaf Woman killed in the District's Columbia neighborhood hit-and-run.


WASHINGTON, D.C. -- District's Columbia police are searching for a black SUV that is believed to be the car driven in a hit and run early Tuesday morning.

Police say the driver hit and killed a Deaf woman early outside her apartment in Northwest, District's Columbia.


Police say the SUV was going north on 14th Street when it hit a woman in a crosswalk, killing a fixture of the neighborhood.

Jacqueline "Jackie" Cole, 54,was Deaf. She couldn’t speak well, but she made a statement.

"Always a happy-go-lucky person as far as I know," said neighbor Dorothy Sharpe.

Sharpe lives in Hubbard Place. Cole lived on the fourth floor. Early Tuesday morning, she was waiting at a nearby bus stop.


Mack Ferguson watched Cole get up and cross the street. That’s when he heard a black SUV accelerate before hitting her.

Cole was pronounced dead at the hospital.

"I hate to see anything like that. Right in front of me. Nothing I could do about it," said Furgeson.

Police are still investigating. Those who live there say it was only a matter of time.

"The message here is for people to slow down on 14th Street," said neighbor Mike Jay. "That's the message. And adhere to the crosswalk."

It's a plea friends say cannot fall on deaf ears, like those of Cole.

Neighbors say Cole lived alone. She had two grown children. Property managers say they’re still trying to contact them.

The D.C. Police Department's Deaf Liaison

Meet the DC Police Department's Deaf Liaison officers.


WASHINGTON -- For more than a decade, the D.C. police department's Deaf and Hard of Hearing Liaison Unit has been building bridges with the Deaf community.

It's the only specialized police unit in the country dedicated to protecting Deaf people.

Officer Myra Jordan came up with the idea 14 years ago. She learned sign language as a child, when she played with a neighbor who was Deaf.


The 25-year veteran of the department went to the chief with her idea to combine her love for police work and sign language.

"The Metropolitan Police Department was struggling with communicating or interacting with the Deaf community, and we needed to build that bridge," Jordan said.

She was joined on the unit two years ago by Officer Teyna Ellis. She learned how to sign so she could help at her church.

In addition to the pair's regular patrol duties, they train other officers in the basics of communicating with Deaf people, like "knowing the universal sign of a Deaf person, to be able to communicate with them during a traffic stop," Ellis said.

Advocates for the Deaf community say the liaison unit has made a particularly big impact in dealing with Deaf victims of domestic violence.

"In the past, people didn’t know who to talk with and they didn’t feel comfortable making the report because they didn’t know who is going to understand me ... but now there is someone who speaks my language," said Shazia Siddiqi. She is executive director of the organization DAWN, which aims to end abuse in the Deaf community.

Jordan said the unit's work is paying off for police and for the community. She says it comes down to one word: trust.

"The officers aren't afraid of the unknown because they know the unknown now, and the community isn't afraid because they trust the police," she said.

Ellis and Jordan regularly get requests to help train officers from other police departments. They said they're proud that D.C. is leading the nation.

Police Uses Sign Language Saved Deaf Teen Life

Deaf News: Raleigh police officer uses sign language to talk Deaf ratchet teen off bridge in North Carolina.


RALEIGH, NC -- A Raleigh police officer used sign language to talk a Deaf 16-year-old off the Rock Quarry Road bridge over I-40 on Tuesday, according to the officer’s father and witnesses at the scene.

The mother of a Deaf teen says a Raleigh police officer saved her daughter’s life after he used sign language to help talk her off a bridge.

Maria Daley says she was “terrified and didn’t know what to do” as her daughter was standing on a bridge over Interstate 40 Tuesday afternoon.

She says she’s grateful for the officer who used sign language to communicate with her 16-year-old daughter until she came down off the bridge.

“If the officer had not been there, she probably would have jumped,” said Daley to WNCN. “Normally when the police are called, none of the officers know sign language. I’m very excited someone was out there to communicate with her.”

Raleigh police blocked all lanes near Rock Quarry Road starting around 3:30 p.m. Tuesday. The girl came off the bridge around 4:45 p.m. She was unharmed, police said, and was being evaluated at a local crisis center.

Daley says her daughter “got upset and said she was going to hurt herself” after Daley took away her phone. Daley later found a note left for her saying she was going to the bridge.

Daley says she was trying to protect her daughter by taking the phone away after she caught the teen using anonymous messaging apps on her phone, such as Kik. The popular messaging app has been linked to a growing number of child sexual abuse cases.

The officer has declined to be identified and the Raleigh Police Department says they have no American Sign Language training program. The officer learned how to sign on his own, police say.

One of the North Carolina Department of Transportation cameras picked up the officer making gestures to the girl. Witnesses tell WNCN they saw the officer communicate with the girl by sign language for about 30 minutes.

“It’s good that he knew sign language, I feel like more people need to learn it,” said witness Sean Day. “It shows that he had a lot of patience and he didn’t let whatever he had on his mind interfere with what was going on.”

Daley hopes the powerful moment will encourage more people to learn sign language, leading to more shared connections and maybe saved lives.

SAN ANTONIO, TX -- Texas woman shot and killed a Deaf man who apparently frightened her by knocking at the door and she left an index card next to his body with the word “sorry” written on it.

Michelle Chase called police about 10 a.m. Sunday to report the shooting, and officers found the man’s body along with the cryptic note outside her apartment door.

The 49-year-old Chase initially denied killing 50-year-old William Farr, who police said showed no obvious signs of trauma or foul play.

An autopsy on Monday revealed Farr had been shot in the chest with a small-caliber bullet.

Chase admitted to police that she shot Farr, who was Deaf and communicated with a computer tablet, on Saturday night because he scared her by knocking on her door.

“He was a nice little guy,” said neighbor Florida Paul. “I didn’t know him that well. He couldn’t hear so he really couldn’t talk he just made noises, strange noises.”

The neighbor said Farr did not live at the apartment complex but frequently visited a woman who did.

Paul said the man had showed up at her own door a couple of weeks ago with multiple stab wounds to his forehead, but she refused to open the door and instead called 911.

“All I saw was like 10 holes in his forehead and blood gushing out, you could barely see his face,” the neighbor said. “But I wouldn’t open my door, because I didn’t know if whoever did that was behind him, and I’m on oxygen, I can’t fight.”

Police did not offer any details about that previous incident or say whether it was connected to Farr’s shooting death.

Chase told police she stayed with a family friend after the shooting and went to a store the next morning, before returning home to pick up clothes for church.

She told police that she called 911 after seeing Farr’s body on the sidewalk outside her door. The video report posted online by WOAI-TV.

Deaf Woman Jailed For Prostitution

Texas Deaf woman sentenced to two years for prostitution.


CORPUS CHRISTI, Texas -- A Deaf woman, 44-year old Lisa Bouillon, was given a two-year sentence for prostitution on Tuesday, after she was arrested for soliciting an undercover police officer.

Bouillon has been arrested several times in the past for solicitation, and that is what led to the tough sentence.

Sign language interpreters were on hand at the Nueces County Courthouse Monday for an unusual prostitution case, in which the defendant was Deaf.

Bouillon, was soliciting an undercover Corpus Christi police officer. Two sign language interpreters communicated each and every work to Bouillon as the first witness, an undercover police officer, testified about what led up to her arrest. A recording of the bust was played for jurors.

It's not the first time Bouillon had been charged with prostitution. She has been arrested several times in the past, and in 2010, she was sentenced to prison for that crime.

In her first interview since controversy erupted at Gallaudet University, the school’s chief diversity officer who was placed on leave for signing a petition to put Maryland’s same-sex marriage law on the November ballot says she's not anti-gay and feels bullied.

Angela McCaskill sat down exclusively with ABC7’s Mike Conneen at her home in Upper Marlboro to respond to criticism for inking the petition.


“Signing that petition is a right that I have as a citizen of the state of Maryland. It simply means that I want to see this very sensitive issue put on the ballot as a referendum in the state of Maryland,” McCaskill said.

WASHINGTON, DC -- The Associate Provost for Diversity and Inclusion at Gallaudet University has been placed on paid administrative leave, after allegedly signing a Maryland referendum petition opposing same sex marriage.



Dr. Angela McCaskill became a Deputy to the President and the Associate Provost for Diversity and Inclusion in January 2011. This afternoon, President Hurwitz released the following statement to students, faculty and staff:

"I want to inform the community that I have placed Dr. Angela McCaskill on paid administrative leave effective immediately. It recently came to my attention that Dr. McCaskill has participated in a legislative initiative that some feel is inappropriate for an individual serving as Chief Diversity Officer; however, other individuals feel differently. I will use the extended time while she is on administrative leave to determine the appropriate next steps taking into consideration the duties of this position at the university. In the meantime an interim Chief Diversity Officer will be announced in the near future."
