US Education Budget Cuts For Gally & NTID

Betsy DeVos' Education Department budget cuts to Special Olympics, Gallaudet University and National Technical Institute for the Deaf.

WASHINGTON -- Education Secretary Betsy DeVos on Tuesday defended deep cuts to programs meant to help students and others, including eliminating $18 million to support Special Olympics, while urging Congress to spend millions more on charter schools.

"We are not doing our children any favors when we borrow from their future in order to invest in systems and policies that are not yielding better results," DeVos said in prepared testimony before a House subcommittee considering the Department of Education's budget request for the next fiscal year.

It was the first time that DeVos, a wealthy former Michigan Republican Party chairwoman and school choice advocate, had been called before a Democratic-led panel in the U.S. House to explain President Donald Trump's spending priorities.

While proposing to add $60 million more to charter school funding and create a tax credit for individual and companies that donate to scholarships for private schools, DeVos' budget proposal would still cut more than $7 billion from the Education Department, about 10 percent of its current budget. President Trump proposed a $4.7 trillion overall budget this month with an annual deficit expected to run about $1 trillion.

It calls for eliminating billions in grants to improve student achievement by reducing class sizes and funding professional development for teachers as well as cutting funds dedicated to increasing the use of technology in schools and improving school conditions. In many cases, DeVos said the purpose of the grants has been found to be redundant or ineffective.

In the case of the $17.6 million cut to help fund the Special Olympics, a program designed to help children and adults with disabilities, DeVos suggested it is better supported by philanthropy and added, "We had to make some difficult decisions with this budget."

"Do you know how many kids are going to be affected by that cut?" asked U.S. Rep. Mark Pocan, D-Wisconsin, while also pointing out a recent report by a nonprofit group that concluded the U.S. government has spent as much as $1 billion on charter schools that never opened or they closed because of mismanagement or other reasons.

@BetsyDeVosED is making serious cuts to special education programs Americans rely on like the Special Olympics, special education grants to states, the National Technical Institute for the Deaf, & Gallaudet University.

@MarleeMatlin - Please RT. The benefits of Special Olympics, which I have seen first hand as volunteer are IMMEASURABLE. DeVos proposal to cut their funding will adversely affect thousands with developmental disabilities. Don't let this happen! I support SpecialOlympics.

DeVos has been a longtime supporter of charter schools - independently run, publicly funded schools that typically aren't as closely regulated as traditional schools - and school choice for public school students, arguing that parents should be able to put their children into the schools of their choice and that funding should follow them.

Many public school supporters have argued that government support of charter schools and private schools can undermine traditional schools, which educate most students.

U.S. Rep. Rosa DeLauro, D-Conn., who is chairwoman of the subcommittee that held the hearing, called the budget proposal "cruel and reckless," saying it "will hurt the middle class and low-income families that most need our help."

"How can you support this budget? I mean that genuinely," she said. "As secretary of the Department of Education, how can you support, even boast, about taking 10 percent away from our teachers and students?"

It's unlikely that any of the major reductions, or any major proposals to boost school choice, are headed towards passage, however. Even with the Republican in the majority in the U.S. House the last two years, most of DeVos' strongest proposals for cuts or spending were turned back. Now with Democrats in the majority, they are far less likely to gain traction.

Nyle DiMarco Slams Fallon, Foxx For Mocking Deaf People

Controversy: Nyle DiMarco outraged at Jamie Foxx, Jimmy Fallon for making fun of the Deaf with sign language on ‘The Tonight Show’

NEW YORK CITY -- Nyle DiMarco is outraged at actor Jamie Foxx and Jimmy Fallon for a skit he says mocks Deaf people.

Jamie Foxx was on The Tonight Show Starring Jimmy Fallon Thursday night and at one point Fallon tossed to a break. As he's tossing, Jamie is doing fake sign language to the camera.

To activate this feature, press the "CC" button.

The audience laughed, but Nyle - who is Deaf - is outraged. The winner of both "Dancing With the Stars" and "America's Next Top Model" is shocked the skit was broadcast, saying, "How was this allowed? Where's the cultural sensitivity. Not comedy when you make fun of others."

Matlin tweeted on Friday, I wouldn't say I "slammed" but I'd love to meet @iamjamiefoxx and teach him signs! There are other things in the world far worse to "slam!"

Nyle DiMarco is calling out Jamie Foxx and Jimmy Fallon.

The season 22 winner of Dancing With the Stars, who was also the first fully Deaf contestant in the show's history, is upset at Foxx for making up sign language during his appearance on The Tonight Show Starring Jimmy Fallon on Friday night.

On Saturday, the 28-year-old model and advocate for those hard of hearing shared a passionate letter on Twitter addressing to the Oscar winner.

"Jamie Foxx's behavior with Jimmy Fallon on Fallon Tonight should not be tolerated anywhere," the statement began. "We simply do not make fun at the expense of other cultures especially those with a history of being marginalized. When we do this, progress takes a step backward."

Adding that sign language is important to him because it is the bedrock of the Deaf community, DiMarco wrote that only two percent of Deaf people have access to education in the language.

"That is why I started Nyle DiMarco Foundation," he continued. "We are working with other organization to ensure every Deaf child has a usable language before the age of 5. What Foxx did on Fallon Tonight made our struggle that much harder."

On Friday night, after witnessing Foxx's actions, the America's Next Top Model winner also tweeted his frustration with the actor.

"Jamie Foxx it is straight up disrespectful to make up sign language," the 28-year-old model tweeted with video of Foxx randomly moving his hands and fingers. "Everything is in gibberish."

@iamjamiefoxx, It is straight up disrespectful to make up sign language.

In a second tweet, he blasted Fallon, asking "how was this allowed? Where's the cultural sensitivity? Not comedy when you make fun of others."

@iamjamiefoxx Also @jimmyfallon @FallonTonight how was this allowed?

Where's the cultural sensitivity. Not comedy when you make fun of others.

Deaf Voters: ‘Retarded & White America’ Rigged

Coverage on Marlee Matlin's ‘Retarded’ and Deaf American's ‘White America’ is misleading and possibly rigged.

Share from Facebook: Let this be clear. This isn’t a pro-Democrat or Republican blog, no taken sides in the presidential race, just expressing the opinions.

Here's the blog coverage on Marlee Matlin's ‘Retarded’ and a Deaf American's ‘White America’ There's something fishy going on, is it a rigged or not, you decide.

Donald Trump repeatedly called Marlee Matlin's "retarded"

Marlee Matlin, an actor who is Deaf, said she was “deeply” upset by reports that Donald Trump repeatedly called her “retarded” when she appeared on the Celebrity Apprentice.

Three NBC staffers on the reality TV show, who requested anonymity due to non-disclosure agreements, told the Daily Beast that Trump often treated Matlin with disrespect and called her “retarded,” both behind her back and in front of her, as seen on Marlee Matlin Slams Donald Trump ‘Retarded’.

Thousand of Deaf American voters, mostly Republican supporters does not believe three NBC staffers' claimed, because, there was no proven or evidence that a Republican presidential candidate Trump repeatedly called her “retarded”.

Rigged is a conspiracy theory that circulated alleging Donald Trump repeatedly called Marlee Matlin's “retarded” before the Presidential Election 2016, apparently, Matlin appeared on the Celebrity Apprentice and the second place on season 11 in 2011, it was 5 years ago, when the Presidential Election is near an end and three staffers of the NBC of Democratic Party too soon announced in 2016 five years later regarding Trump's comment's “retarded”, which three NBC staffers were in fear the Republican Donald Trump would be president, and they set up an accused of discrimination as bait Deaf Americans to vote for Hillary Clinton, that figures, unfortunately, it was not work that way. There seems to be something fishy going on with the NBC of Democratic Party. 'Rigged'?

#2: Something fishy going on about the image of Deaf American man claims.

“This is white America now.” Deaf American man abused in cafe.

Deaf American man has written about the abuse he faced in a cafe just hours after Donald Trump’s victory in the Presidential election.

Deaf American man nor woman is a Liberal, who's possibly make it up the story to the Deaf community. Some of voters find quite bizarre strange about this image.

First of all: Ironically about this texts image and it seems not make sense, because, the media claimed "Deaf American Man" has written which Lena is a female given name, not a male given name. However, Lena Van Manen is a child of Deaf parents (CODA) and has native signing skills. She is a freelance interpreter with a NIC Master certification from RID, which must be her associate has written on her Facebook, it's not clarify enough as misleading.

Nyle DiMarco reposted and share, to protect the user (Lena Van Manen)

Second: Deafies puzzles this texts image, how the hell he has been communicate with a racial slurs hearing person which he could not understand what a guy was saying and screaming from two inches of nose to nose? Lena was with her associate the whole time at Starbucks in early morning? There was no proven or evidence. There seems to be something fishy going on. 'Rigged'?

Hillary Clinton's campaign were disappointment from the Republican swept to victory over Hillary in the ultimate triumph for a campaign that repeatedly shattered the conventions of politics a remarkable upset, that's mainly reasons. They are probably pissed off because, they got their asses whipped by Republicans. What a butthurt for Democrat supporters these today in America.

They got to accept Donald Trump is become the 45th President of the United States. He is your president now.

Again, remember this isn’t a pro-Democrat or Republican blog, just expressing the opinions. Clarification: Guest post to share from Facebook.

Marlee Matlin Slams Donald Trump ‘Retarded’

Deaf actress Marlee Matlin hits back at Donald Trump over ‘retarded’ comment: ‘it is unacceptable’

NEW YORK CITY -- "The term is abhorrent and should never be used"

Marlee Matlin, an actor who is Deaf, said she was “deeply” upset by reports that Donald Trump repeatedly called her “retarded” when she appeared on the Celebrity Apprentice.

To activate this feature, press the "CC" button.

“The term is abhorrent and should never be used. The fact that we are talking about this during a very important moment in American history has upset me deeply,” Matlin said in a statement on Friday.

Three staffers on the reality TV show, who requested anonymity due to non-disclosure agreements, told the Daily Beast that Trump often treated Matlin with disrespect and called her “retarded,” both behind her back and in front of her. A former Apprentice contestant also told People that Trump made sexual comments to Matlin and other women on the show.

“I am Deaf. There are millions of Deaf and Hard of Hearing people like me, in the United States and around the world who face discrimination and misunderstanding like this on a daily basis. It is unacceptable,” said Matlin, who has indicated her support for Hillary Clinton throughout the campaign.

“As a person who is Deaf, as a woman, as a mom, as a wife, as an actor, I have a voice. And I’m using that voice to make myself heard… and vote.”

Trump previously faced scrutiny early in the campaign for mocking a New York Times reporter who suffers from a congenital joint condition.

Marlee Matlin Signs The Anthem at Super Bowl

Marlee Matlin was chosen to sign the national anthem at Super Bowl 50 for the Deaf and Hard of Hearing community.

SANTA CLARA, CA -- Academy Award-winning actress Marlee Matlin joined Lady Gaga to perform the anthem in American Sign Language at Super Bowl 50 on February 7, 2016, at Levi's Stadium in Santa Clara, California, USA.

Marked the third time actress Marlee Matlin performed the anthem in American sign language, having also done so before Super Bowl XVII alongside Garth Brooks and again before Super Bowl XLI alongside Billy Joel.

While Lady Gaga sang the national anthem Sunday night just prior to kickoff for Super Bowl 50, actress and activist Marlee Matlin signed the National Anthem for the crowd. But, strangely enough, she was barely shown by cameras. This is the second time that Matlin signed for the Super Bowl, which is super cool, but it just would've been nice to see more of her. Because she was, you know, signing for Deaf and Hard of Hearing people unable to hear the anthem.

Matlin appeared in the TV series ‘Switched at Birth’, but she is also well known for her role in The L Word. Matlin lost most of her hearing when she was 18 months old, according to IMDb. Matlin participates in a number of volunteer and service activities, but, most notably, she was instrumental in passing legislation that requires all televisions made in the U.S. to be equipped with Closed Caption technology for Deaf people, according to Look to the Stars.

Matlin also signed the "Star Spangled Banner" before Super Bowl XLI in Miami, which was between the Indianapolis Colts and Chicago Bears, according to Hollywood Life. Often, at major sporting events, the person signing the national anthem will be shown in the corner of the screen, so that those with hearing loss can follow along easily. But that didn't happen during Super Bowl 50, and many Twitter users thought that briefly flashing Matlin while she signed was an empty gesture to include the hearing-impaired on behalf of CBS.

Reality Television Needs More Deaf Talent

Even though our reality is full of individuals who are Deaf/HoH, only a handful of this population has been given an opportunity to join the cast of a reality TV show.

Huffington Post by Lydia Callis - Cycle 22 of America's Next Top Model premiered last week and one contestant, Nyle DiMarco, really captured viewers' attention. Not only is he charming and, as Tyra Banks herself said, "finneeeee. DiMarco is the very first Deaf contestant to compete on ANTM, and he quickly became a fan favorite.

Based on the overwhelmingly positive audience reaction, it's worth asking the question once again: Why don't we see more #DeafTalent representation in mainstream media?

According to a 2005 Gallaudet University survey, approximately 13 percent of U.S. citizens are Deaf/HoH -- which is roughly one out of every eight people. Even though our reality is full of individuals who are Deaf/HoH, only a handful of this population has been given an opportunity to join the cast of a reality TV show. They don't fit into the "reality" that producers are trying to create, and that is a shame for all of us.

Over the past few years, we have seen a small number of Deaf/HoH personalities get the chance to shine on reality TV. Actress Marlee Matlin made it all the way to the final episode of The Celebrity Apprentice, raising over a million dollars for charity. On hit CBS show The Amazing Race, Deaf competitor Luke Adams traveled the world conquering many challenges and ultimately came in third place. "He is not known by the Deaf Community in South Africa nor by the South African sign language interpreters working in the field."

Deaf School Closure, If Only It Were Just TV

Deaf Awareness: Schools for the Deaf are closing, If only it were just TV.

On Monday, March 4th, the television show ‘Switched at Birth’ did something on mainstream TV that had never been done before. It ran an episode in sign language. Some viewers thought at first that the sound on their television was broken.

The show is an ABC Family drama that revolves around two teenagers who were switched at birth, one of whom is Deaf.

According to ABC Family, it is the first television series to have multiple Deaf and Hard-of-Hearing series regulars, and scenes shot entirely in American Sign Language.

Marlee Matlin guest stars. Because of this, the series not only exposes the American public to the Deaf community, it also has the power to educate us about important related issues: last week’s ASL episode focused on the failure of the American education system to serve many Deaf students who find themselves there because their own schools have closed.

The main story of ‘Switched at Birth's’ ASL episode focuses on the closing of such a school, and the protest created by the students to keep it open. Many students who are Deaf want to study in a school designed for them, where they can communicate directly with teachers and counselors, interact directly with their peers and participate fully in extracurricular activities – things most hearing students take for granted... Gallaudet University uses all-sign language episode of ‘Switched at Birth’ to air new commercial.

WASHINGTON -- Gallaudet University is taking advantage of a special episode of ABC Family’s ‘Switched at Birth’ Monday night, as a commercial for the university will air during an episode of the show that is told entirely in American Sign Language and based on real-life events that happened at the school itself.

The all-sign language technique for the episode is a first for a scripted series on mainstream television, according to the network, which will air Gallaudet’s commercial twice during the hour. The episode takes place on the 25th anniversary of the Deaf President Now movement at Gallaudet in March 1988, when students and faculty protested after the university instated a hearing president over two Deaf candidates.

Switched at Birth,’ which wraps up the first half of its second season next week, follows the chaos that takes place when two high school girls find out they were sent home with the wrong families as babies in the hospital. One of the daughters is Deaf, resulting as a driving plot force in the series. The show, which debuted in June 2011 to more than 3 million viewers, has attracted around 1.7 million people per episode this season.

In Monday’s episode at 8 p.m., the fictional Carlton School for the Deaf is on the brink of closing, so the students protest, inspired by the real-life circumstances at Gallaudet in the 80s. The whole hour will be in sign language, with accompanying subtitles... Read The Full Story.

On ABC Family, an Episode in Sign Language - Nytimes.com: On Monday night, ABC Family did something that no commercial television outlet in the United States had ever done: it broadcast an entire episode of a show in sign language, with closed captioning turned on by default.

Advocates for the Deaf and hard-of-hearing cheered the move, and they wondered: would viewers tune in specifically for the almost-silent episode of the series, ‘Switched at Birth,’ one of ABC Family’s most popular? Or would viewers turn it off, potentially perturbed by the lack of audio? There was a normal musical score, and a scene at the beginning of the episode with audible dialogue, but the rest of the dialogue was in sign language.

Broadly speaking, neither outcome came true. The show’s overnight Nielsen ratings were down, but only slightly. Most fans of the show stayed with it 1.6 million, according to the overnight ratings. The series this season has averaged 1.7 million viewers.

In the show’s target demographic, women 12 to 34, 748,000 viewers tuned in, down just a little bit from the season average of 777,000. About a quarter of those viewers usually record the show and watch it later, so the final ratings won’t come in for a while.

“Switched at Birth” features several Deaf or hard-of-hearing characters, so every episode incorporates sign language in some way. But Monday’s episode went further... Read The Full Story.

Marlee Matlin Promotes 'Switched at Birth'

Good Morning America interviews with Marlee Matlin in Landmark 'Switched at Birth' Episode.

LOS ANGELES -- Actress discusses taking a risk in using American Sign Language and subtitles on ABC Family's ‘Switched at Birth.

Deaf actress Marlee Matlin came by Good Morning America March 4 2013 to talk about the landmark new episode of Switched at Birth, which will be the first in history to be aired on television entirely in American Sign Language.

Marlee Matlin, who is Deaf in real life, appeared with a translator, who facilitated the interview between her and Robin Roberts.

Matlin said it’s been an amazing journey for her, because she began in the business 28 years ago trying to get her language, American Sign Language, across to anyone watching television or movies. She said it’s going to be beautiful to show and highlight to the whole world the culture of American Sign Language.

The clip they showed of tonight’s Switched at Birth episode was extremely powerful. I’ve never seen the show, but Marlee Matlin and actress Lea Thompson were sitting at a dining room table signing to each other about how to get reporters to a high school presentation of Romeo And Juliet.

The clip was completely silent. There wasn’t even background noise. The silence, plus the American Sign Language used by both actresses discussing something as everyday as a high school play, was really striking and wonderful. It’s going to be a great episode... Read The Full Story.

Not Hearing Loss, Deaf Gain

Switch at Birth Episodes: Marlee Matlin - Not Hearing Loss, Deaf Gain.

Switched at Birth: ABC Family’s The teen soap Switched at Birth explores self-expression and the communication gulf between the Hearing and Deaf communities. Melody gives an impassioned lecture about how it’s not about hearing loss, it’s about Deaf gain, of a language, a community, and a culture.

When Marlee Matlin walked away with an Academy Award for her heart-wrenching turn as a Deaf custodian in 1986’s romantic drama Children of a Lesser God, it seemed as though film had finally encountered a definitive depiction of a Deaf individual and the often tenuous relationship between the hearing and the Deaf worlds. Television has lagged behind; nearly 30 years later, most TV shows still typically shove Deaf characters into the background or use them as props as part of a hearing person’s story.

A deft and intelligent take on the way in which we form our identities through self-expression, whether that be street art, spoken/signed communication, texting, or open dialogue among family members and individuals, as well as the communication gulf between the hearing and Deaf/Hard of Hearing communities. It’s also a show that doesn’t pander to its presumed audience.

Semantics “Deaf and Hard of Hearing” are OK; “hearing-impaired” is not and ethical implications, as well as morality and choice, are discussed frankly and without preaching... Read More.
