NYPD Officer Raised By Deaf Parents

400 new NYPD officers, including one who knows American Sign Language, sworn in under new commissioner.


NEW YORK CITY -- The NYPD now has 400 new police officers on the force.

The new recruits were sworn in Friday by Mayor Bill de Blasio and new police commissioner Dermot Shea at the Beacon Theatre on the Upper West Side.

The new class is the first to graduate under the new commissioner.

The latest class represents 21 different countries, and the new officers speak 34 languages, including one who knows sign language.

Twenty-one-year-old Angel Familia signed his way through the national anthem at Friday’s NYPD police academy graduation, right before he graduated himself.

Even though an unwavering number of NYPD’s graduates’ second language is English, he is one of the first whose native tongue is spoken with his hands, and one of 10 officers who knows sign language.

The rookie cop was raised by two Deaf parents in the South Bronx. Familia is not Deaf himself, but he told CBSN New York’s John Dias sign language is the only language he knew until he was 7 years old.

Growing up, he had to translate for his parents, even at parent-teacher conferences.

“There was this one time, this teacher is saying, ‘He is throwing paper balls in class,’ and I told my mom, ‘Yeah, no. I’m getting all As.’ And my mom noticed the facial expression of the teacher, that she seemed upset, and so she caught on,” Familia said.

He attended speech therapy sessions until he got to high school and even taught his younger siblings to speak English and use sign language.

“I’m very proud. Also, my parents are very proud of me. We came a long way,” Familia said.

Familia translated his mother’s sign language, saying, “She felt the chills rushing through her body and she is happy that my son has become a New York City police officer.”

Now as an official American Sign Language linguistic for the NYPD, he wants to bridge the gap between police officers and the Deaf community living in New York City.

“The Deaf community is not acknowledged, so it’s important that we reach out and, you know, make public events and even if it’s just knowing the basic signs, to make conversations,” Familia said.

The most recent numbers show 208,000 New Yorkers are Deaf or Hard of Hearing.

“He is going to help the NYPD to relate to and connect to many New Yorkers who need help but wouldn’t know where to turn to unless there was someone who had that gift,” Mayor Bill de Blasio said.

His badge may show a sign of bravery, but his hands show a sign of unity.

Familia will be stationed in Manhattan’s 19th police precinct on the Upper East Side.

Deaf Woman Sues NYPD For Wrongly Arrested

Deaf News: Deaf woman denied interpreter by cops who arrested her after car accident sues city and NYPD.

NEW YORK CITY -- A Deaf woman was mocked and wrongly arrested by New York City Police Department cops after a minor car accident - all because they refused to get an interpreter to hear her side of the story, a new Manhattan federal lawsuit alleges.

Tanya Ingram's alleged ordeal began around 3:15 p.m. on Feb. 26, 2013, when she and another car collided at the intersection of Second Ave. and E. 120th Street.

The other driver got out of her car and rushed toward Ingram, apparently angry and shouting, the suit claims.

Ingram felt threatened by the other driver’s behavior so she "picked up a small metal pipe that she had in her car and exited the car, gesturing to (the other driver) to back away with her free hand. At no time did Ms. Ingram swing the pipe, nor did she ever attempt to strike (the other driver)," the suit states.

The cops who arrived on the scene some 45 minutes later spent considerable time speaking with the other driver in the accident, the suit says.

They refused to provide Ingram with the means to communicate, however - though she repeatedly pointed to her ear and shook her head to show her hearing impairment, she says.

One of the responding officers asked Ingram for her keys and opened the trunk. He then made several gestures to indicate a pipe, and she retrieved it from the car.

As the officers mulled about the scene of the accident, an EMT dispatched to the intersection approached Ingram. She explained that she was Deaf through gestures, and he gave her a piece of paper and pen so that she could speak with him. The officer who had opened her trunk was 10 feet away.

"You did not understand me. That's not right. I know she's lying to you. How can I tell you my story? I want my rights. Call interpreter," the note stated.

Ingram, 51, tried to show him the note, and while he glanced at it, the cops "expressed visible annoyance" and ignored her.

She then saw several officers speaking with each other and they "appeared to be mocking her use of gestures."

When the cops moved to arrest her, Ingram had no idea what was happening and became "extremely frightened and utterly bewildered as to the reason for her arrest began crying and repeatedly tried to audibly shout, 'Why?,'" her lawyers maintain.

Ingram was ultimately detained for 24 hours and never received an interpreter as required by law, she alleges.

She had been charged with four misdemeanors menacing, criminal possession of a weapon, harassment, and resisting arrest but all charges were dropped in July 2013, the suit contends.

Ingram is seeking unspecified damages.

Asked about the lawsuit, a city Law Department spokesman said that: "The complaint will be reviewed."

Ingram’s lawsuit is one of several recent false arrest claims in which Deaf individuals allege they were denied an interpreter.

Also Thursday, Susan Herman, NYPD Deputy Commissioner of Collaborative Policing, said the department is hosting an outreach event for the Deaf and Hard-of-Hearing this March at the former police academy building on E. 20th Street.

At the event, they hope to distribute visor plaques for the Deaf and Hard-of-Hearing so they can better communicate with police officers, she said.

These plaques would say that the driver is Deaf or Hard-of-Hearing and the driver's preferred method of communication, as well as various symbols and words, to explain things such as why an officer has stopped the driver.

Deaf and hard-of-hearing drivers will also be able to indicate whether they're having a medical emergency, Herman says.

The NYPD will soon launch a pilot program in three precincts to increase access to in-person and tablet-based American Sign Language translation. The department also worked with the Deaf and Hard-of-Hearing community to create a roll call training video, she told The News. SOURCE

NEW YORK CITY -- A Deaf woman who is also speech-impaired has sued the New York City Police Department for denying her a sign language interpreter for nearly 24 hours after she was arrested and locked up overnight, according to papers filed in Manhattan Federal Court.

Opal Gordon was arrested Sept. 21 as she left Manhattan Family Court for allegedly violating an order of protection. She was at court for a custody case about her daughter.

Gordon, of Manhattan, who is “profoundly Deaf and speech-impaired,” said cops didn’t tell her why she had been arrested nor did they provide her with an interpreter. They also didn’t read her Miranda rights, she said.

Police brought Gordon, 53, to the 45th Precinct stationhouse in the Bronx and held her there for two hours, she said. “The boss who runs the precinct signed to me and asked if I am Deaf. I said ‘Yes,’” she told the Daily News. But none of the officers called for a sign language interpreter or gave her anything that would help her communicate with them, she said.

“Not even a piece of paper,” Gordon added.

The officers brought her to a holding cell in Bronx Central Booking and she was held overnight, according to her lawsuit. Gordon claims she repeatedly tried to communicate her need for a sign language interpreter but was ignored.

“No one would listen to me,” she said.

It took the NYPD 21 hours to get a sign language interpreter to help Gordon, her lawsuit said.

The city’s Administration for Children’s Services visited Gordon’s home in October as part of its Manhattan Family Court case. Even though ACS knew Gordon was Deaf, the agency didn’t bring an interpreter upsetting Gordon because the visit, part of a court-ordered investigation, could affect her custody case.

“This is nothing new for the city,” said Gordon’s lawyers Eric Baum and Andrew Rozynski, who represent many Deaf clients.

Deaf Woman Sues NYPD For Wrongly Arrested

Their law firm said the NYPD has a 2009 consent decree with the Justice Department to improve its treatment of the Deaf community. But the city and the NYPD continue to violate the civil rights of Deaf people, according to the lawyers.

The city Law Department didn’t comment on the pending litigation. “We will review the suit and respond accordingly once we are served,” a spokesman said. SOURCE - NEW YORK DAILY NEWS

Deaf Man is Convicted of Murdering Girlfriend

Deaf Harlem man convicted of fatally stabbing girlfriend 38 times.


NEW YORK CITY -- It took a Manhattan jury less than two hours Friday to convict a Deaf Harlem man of murder for stabbing his Deaf girlfriend 38 times then stuffing her corpse into the bottom of a 55 gallon drum.

After a gruesome month-long trial, jurors deliberated for an hour and half before finding Bismark Lithgow, 26, guilty of killing Francis Pellerano Feb 28 of 2013.

Lithgow became increasingly controlling after Pellerano moved into his Harlem apartment he shared with his grandmother, and accused her of cheating, prosecutor Ryan Hayward argued at trial.

As revenge for the perceived betrayal, Lithgow viciously butchered the petite brunette, wrapped her tiny body into a sheet then stuffed it into the bottom of the blue drum.

Pellerano’s corpse festered in his room for two days until his grandmother discovered the drum’s sickening contents.

The defense conceded that Lithgow committed the heinous crime but argued he was in a state of extreme emotional disturbance caused by a frigid mother and brain damage from a childhood illness.

He’s expected to be sentenced April 1st and faces up to life in prison...

NEW YORK CITY -- Pin Lu was an accountant before ferrying passengers; ‘Deaf people are good drivers because they focus and pay attention’ Many initially convey surprise or concern when they discover he can’t hear, but he said being Deaf gives him an advantage in honk-filled. In many ways, he is a typical UberX driver.

He uses his own car, complete with a crocheted owl dangling from the rearview mirror, to ferry passengers who hail him via the popular ride-sharing app.

He often works long hours, saving to start his own business someday. And he takes pride in his user ratings, saying he has earned 4.82 out of a possible 5 stars. But when New Yorkers step into Mr. Lu’s green 2011 Honda Accord, many are surprised to be handed a note asking them to type a destination into the GPS.

Mr. Lu, the note explains, is Deaf.

“Let me know if you have a preferred route by using your hand motion as direction,” it reads. “If you have any questions, knock your hand to my shoulder. Write/type note to me as communication.”

Uber Technologies Inc. estimates it has about 40 Deaf “driver-partners” across the U.S. and predicts that number is likely to grow as the company expands into new markets.

Mr. Lu, a spokeswoman said, is one of its first in the New York area.

Mr. Lu, 29 years old, was born without hearing in Fuzhou, China, and immigrated to Queens, New York with his family when he was 10.

After earning an accounting degree from the National Technical Institute for the Deaf at the Rochester Institute of Technology in 2011, he spent about two years doing accounting work for the Defense Department in Rome, N.Y., but he grew tired of small-town life “in the middle of nowhere,” he says.

Mr. Lu moved back to the New York area and switched paths, becoming a driver for Uber and occasionally for its competitor Lyft, earning his Taxi and Limousine Commission license in July.

Most weeks, he said, he now spends five to seven days a week seven to 10 hours a day behind the wheel.

Deaf or Hard-of-Hearing people in New York can get a driver's license with a restriction specifying they need a hearing aid or a full-view rearview mirror, according to the state Department of Motor Vehicles.

New York City Mayor Bill de Blasio's sign language interpreter is getting a blizzard of attention for his highly animated ways that were on full display during recent weather briefings.


NEW YORK CITY -- As New York Mayor Bill de Blasio gave a speech warning New Yorkers of the impending megastorm, that is about to drop 3 feet of snow on the city, he was totally upstaged by a theatrical sign-language interpreter who was standing next to him and translating de Blasio's warnings into American Sign Language. You won't be able to take your eyes off this guy once you hit "play."


But, unlike the fake interpreter that crashed the Mandela’s memorial, this guy is for real. His name is Jonathan Lamberton and he’s a Certified Deaf Interpreter. He's just enthusiastic.

NEW YORK CITY -- The silent woman receives rape threats after recording 10 hours of harassment in New York. Actor Shoshana B Roberts recorded all the catcalls and remarks she got from passersby as she walked for 10 hours through the street of New York City. The video in english subtitles for the Deaf and HoH.


An actor who recorded 10 hours of catcalls and remarks from passersby in New York City has received rape threats in response to a video detailing the harassment, the advocacy group that commissioned the video said on Tuesday.

In a two-minute video, actor Shoshana B Roberts was told to smile, told, “Somebody is acknowledging you for being beautiful, you should say thank you,” and comments were made about her clothes and appearance.

At one point in the video, which has been viewed nearly 10m times in fewer than 24 hours, a man walked alongside her silently for five minutes.

Another followed her, while offering to give her his number.

“The rape threats indicate that we are hitting a nerve,” Hollaback director Emily May told Newsday. “We want to do more than just hit a nerve though, we want New Yorkers to realize – once and for all – that street harassment isn’t OK, and that as a city we refuse to tolerate it.”

Hollaback!, an international group that has been fighting street harassment since 2005, said people were reporting threats to YouTube, where the video is hosted, and that the website was taking them down.

There were more than 100 instances of verbal street harassment recorded during the 10 hours. “This doesn’t include the countless winks, whistles, etc,” the video says.

Sign Language Interpreter Goes Viral During Ebola Press Conference

Sign Language interpreter goes viral during De Blasio Ebola press conference in New York City.


NEW YORK CITY -- Video of the sign language interpreter during Mayor Bill de Blasio's news conference on New York City's first Ebola case.

While Mayor Bill de Blasio and health officials were giving updates on New York City’s first Ebola case Friday, the focus turned to another person in the room, the sign language guy.

The signer, who was seated to the right of the mayor, was enthusiastically signing throughout the press conference. It appeared as if he was talking to another signer who was seated in the audience.

Some even questioned whether he was a legitimate sign language interpreter. The Twitterverse soon noticed and tweets started taking the Internet by storm.

Within minutes of his TV appearance on Friday, people across the country had taken to the social networking site to express their delight at his efforts.

Although some people questioned whether the interpreter was legitimate, others said he appeared to be translating the Mayor's and health officials' comments via a signer in the audience.

During the conference, de Blasio commented on Dr Spencer, who went bowling in Brooklyn, rode the subway and walked the High Line before he was admitted to Bellevue Hospital Center on Thursday.

Despite Dr Spencer's activities, he told listeners: 'I want to repeat what I said last night: There is no cause for alarm,' according to CBS New York.

'New Yorkers who have not been exposed to an infected person's bodily fluids are simply not at risk. It's crucial to emphasize, it's not an airborne disease, it's not a casual contact disease.'

It comes as Dr Spencer's fiancée, Morgan Dixon, has been allowed to leave Bellevue Hospital Center in New York to return to the couple's home in Harlem.

With a pink scarf wrapped tightly around her face, Miss Dixon was pictured stepping out of an unmarked police car and walking quickly into her apartment this evening.

The 30-year-old, who has not yet shown any signs or symptoms of Ebola, is now under mandatory quarantine for 21 days, the virus's incubation period.

Meanwhile, Dr Spencer, 33, is currently undergoing treatment and remains in a 'stable' condition in isolation at the Manhattan-based hospital, which he was admitted to with a 100.3-degree fever.

According to the latest figures from the World Health Organization, the Ebola death toll is now 4,922, bringing the total of confirmed and suspected cases of the virus to 10,141.

Devil baby attack prank video goes viral.


NEW YORK CITY -- The original video clip of an animatronic "devil baby" in a remote controlled stroller goes on a rampage through the streets of New York City and hidden cameras record people's reactions.


Hear a baby crying in an unattended stroller on the street? Of course you should investigate it. Just be warned that said baby might be part of a viral marketing stunt that will scare the living bejesus out of you.

The folks at Thinkmodo rigged this remote-controlled stroller with a demonic animatronic infant, replete with the ability to headbang, vomit, and just look downright possessed.

When the Thinkmodo team took their creation to the streets of New York, many a Good Samaritan fell victim to the devilish prank, and the reactions are priceless.

You might remember Thinkmodo from their last viral video creation: the Telekinetic Coffee Shop Prank in Manhattan, which, as it turned out, was a promotion for the movie "Carrie."

And lo and behold, turns out "Devil Baby Attack" is also part of a promotion, this time for found-footage horror film, "Devil's Due," which opens this weekend.

Deaf News: Starbucks employees allegedly laughed at speech of hearing impaired customers in New York City.


NEW YORK CITY -- Twelve Deaf Starbucks customers in New York City have filed a lawsuit against the Seattle-based coffee company, claiming discrimination. Starbucks employees allegedly mocked the customers multiple times over the course of several years, and once called the police on a monthly meeting of Deaf people.

"Cruel Employees" at two different Manhattan Starbucks mocked Deaf customers and refused to serve them, a stunning new lawsuit says.

"They were ridiculed, laughed at and told they had to leave Starbucks," said lawyer Eric Baum, who's suing on behalf of a dozen Deaf customers.

Jamie Riley, a spokeswoman for the mega-popular coffee chain, said they were aware of the allegations and were investigating them. "Discrimination of any kind is unacceptable at Starbucks," she said.

The suit says one incident took place at a Starbucks at 424 Park Ave. South in August 2012, when customer Alan Roth said a barista laughed when he placed his order, telling him he "sounded funny."

She "asked him to continually repeat himself as she laughed harder each time," and she was soon laughing "hysterically," the suit says.

When Roth demanded to speak to a manager, the employee started screaming obscenities at him and had to be restrained by other Starbucks staff, the suit says. Another employee told Roth to leave and never come back, the suit says.

Roth said he had "never before been so blatantly and maliciously been discriminated against."

The suit says Deaf customers also were forced to leave and had the cops called on them another time at the 13-25 Astor Place location, which had been chosen as the monthly gathering spot for an informal "Deaf Chat Coffee" social group...

Bismark Lithgow, 24, charged in death of 19-year-old Francis Pellerano. Police say Lithgow stuffed the victim’s body into a 55-gallon drum.


NEW YORK CITY -- A Harlem man was arrested for stabbing his Deaf teenage girlfriend to death and stuffing her body into a 55-gallon drum, cops said Thursday.

Bismark Lithgow, 24, was charged with murder in the killing of Francis Angelica Alfonso Pellerano, 19 whose bloodied body was found in a container in Lithgow’s Seventh Ave. apartment on March 2, cops said.

Lithgow’s grandmother made the grisly find after she drove her bipolar grandson to St. Luke’s-Roosevelt Hospital because he was acting strange, sources said.

The city’s medical examiner later determined Pellerano was stabbed to death.

Pellerano, who attended the Rhode Island School for the Deaf, had recently moved from her native Dominican Republic to live with Lithgow and his grandmother before she was killed, sources said.

Lithgow, who is also Deaf and worked as a janitor for the New York Sports Club on W. 145th St., was arrested after he was released from the hospital on Wednesday... Read The Full Story.

NEW YORK CITY -- A young woman from Providence was the victim of a gruesome murder in Harlem, New York City.

The body of 19-year-old Francis Alfonso Pellerano was found in a 55-gallon drum inside a Harlem apartment over the weekend.

"I always knew that something was going to happen to her. I wasn't sleeping at night," the victim's father, Manuel Alfonso, told NBC 10 News through a translator.

Pellerano was Deaf and could not speak. She was a student at the Rhode Island School for the Deaf on and off for about five years, until she left the school late last year.

Family members said she went to New York with a young man she met on Facebook. He is also Deaf.

Media outlets in New York reported that Pellerano may have been planning to leave the boyfriend. Pellerano's body was found in the barrel by the boyfriend's grandmother, who smelled a foul odor.

There have been no arrests. The boyfriend is under psychiatric care in a New York hospital.

"I want justice because I know he's not crazy. He cleaned all the blood after he killed her," Alfonso said.

The Rhode Island School for the Deaf is planning a memorial for Pellerano.
