Deaf father charged with murder in stabbing of 3-year-old daughter.

WINNIPEG -- Frank Nausigimana, 28, allegedly abducted the girl from her mother at knifepoint before the stabbing.

A Winnipeg man has been charged with first-degree murder after allegedly abducting his three-year-old daughter and stabbing her to death Wednesday morning.

Police have charged Frank Nausigimana, 28, with first-degree murder. He is in custody.

In a news release Thursday, Winnipeg police said it was believed that the estranged father abducted his daughter from her mother at knifepoint in her car in the Robertson neighbourhood before 9:30 a.m. Wednesday.

Soon after, officers received a tip and found the man and a vehicle in the area of Jefferson Avenue and King Edward Street.

Police said they found the girl inside, suffering from stab wounds. She was rushed to hospital in critical condition and pronounced dead.

"I can't imagine the grief and the pain family members are experiencing," Const. Jay Murray said at a Thursday news conference. "It's unbelievably horrific."

Murray said emergency personnel provided first aid and did everything they could, and that staff involved were shaken by the experience.

According to Murray, it was a matter of minutes from the time the initial call came in to when police believe the child was fatally injured.

"All this unfolded in an incredibly tight timeframe," he said, suggesting there was no time to issue an Amber Alert.

The mother and father split up soon after their daughter's birth, Murray said, and there hadn't been contact between them in recent months.

Murray declined to provide details when asked if there was a no-contact order in place against the man.

Asked about the broader context of homicides involving young children in Winnipeg in recent years, Murray said there had been several separate homicides of young children in the last year alone, with the deaths of two three-month-olds and a two and a half year old.

In October 2019, he said a three-year-old was stabbed and died in hospital the following month.

"That's another incident a lot of people are going to draw some comparisons with."

The circumstances of the girl's death will be equally shattering to the city's tight-knit ASL & Deaf community in Winnipeg.

WINNIPEG -- 'It’s horrific. It’s awful,' Calvary Temple's Bruce Martin says.

Members of Winnipeg's Calvary Temple are devastated after learning this week the daughter of a longtime member was brutally killed, allegedly by the hands of her father - another longtime congregant.

"I just couldn't believe this had happened," lead pastor Bruce Martin said Friday of the killing of the three-year-old on Wednesday. "It was so sad, oh my."

Winnipeg police have charged Frank Nausigimana, 28, with first-degree murder of his daughter, Jemimah, after he allegedly abducted her from her mother at knifepoint and killed her inside a car not long after.

Nausigimana and the girl's mother were formerly longtime friends and each a member of Calvary Temple of the Deaf Followship.

While Martin isn't the pastor of that sub-ministry of the church, he said the person who is "loved them so much and is finding it so difficult."

He expects the entire congregation of the downtown Christian church will feel the same way.

"This little family were loved by a community of believers," he told CBC. "So right now for them it's the old, 'what did we miss? Why weren't we there? Why couldn't we help them? What went wrong?" he said.

"And there are no answers."

Jemimah's mother and Nausigimana had a major falling out after she became pregnant in 2017.

Court documents show Nausigimana assaulted her in the course of trying to force her to abort the unborn child. The woman applied for a protection order which prevented Nausigimana from attending the church when she was there.

She later told court she'd forgiven him and moved to have the order revoked, but tensions between them appeared to flare earlier this year after Nausigimana applied for joint custody of the girl, which she was opposed to. He alleged she'd cut off his access to her in early January.

Martin said he wasn't aware of the details of what was going on but said people in the church community knew there was conflict. He said the circumstances of the girl's death will be equally shattering to the city's tight-knit ASL & Deaf community.

"This will be devastating because they are so caring for each other and so connected to each other and they know each other so well. It's horrific. It's awful," he said.

Martin said he planned to address the matter in his Sunday sermon. He encouraged anyone who is struggling to reach out to get help.

"It happened because we live in a fallen world. People aren't perfect. Mental health is an issue and sometimes people make really bad choices," he said.

"Life is not always fair but there's always tomorrow," he said.

Applause For ASL Interpreters Amid Pandemic

Sign Language interpreters have become an essential part of keeping Deaf/HoH informed during daily briefings about the COVID-19 pandemic.

OTTAWA -- Amid the daily Coronavirus (COVID-19) briefings by multiple levels of government across Canada, a new public service figure is stepping into the spotlight - the American Sign Language Interpreter.

Kenneth Searson has watched the profession grow across the country for years now. The Ottawa retiree, who is Deaf, recalled being left out of certain meetings because of a lack of interpreters during his 36 years working for the government.

Today, the 83-year-old feels proud to see so many interpreters conveying vital information daily - including his daughter Brenda Jenkins, regularly seen translating Prime Minister Justin Trudeau's coronavirus briefings into American Sign Language (ASL).

The Accessible Canada Act,, new legislation enacted in 2019, states that "all persons must have barrier-free access to full and equal participation in society." It also recognizes that ASL, Quebec Sign Language and Indigenous Sign Languages are primary languages of communication for Deaf Communities.

Thanks to the act, passed last June, "we are now seeing the presence of more and more sign language interpreters throughout Canada," said Jenkins, who was raised with sign language.

"I am a Child of Deaf Adults. This is my community. So I'm thrilled to see that there is finally parity and access for our community."

Deaf Choir Sings In Sign Language

Singing in sign language: Meet the first Deaf choir in NL, Canada.

ST. JOHN'S, Newfoundland & Labrador -- Singers were assembled for one-time performance - then the phone started ringing. They got together for a one-time performance. Then the phone started ringing.

Meet the Deaf Choir, a first of it's kind in Newfoundland & Labrador. Choir members say they're having fun, and giving the Deaf community a bigger voice.

The holidays are a busy time at the St. John's International Airport, but on a recent afternoon, travellers stopped in their tracks to take in a truly unexpected sight.

A choir, performing without words, singing with their hands.

The Deaf Choir was gathered in front of the massive airport Christmas tree. A dozen members, young and old, stood in the familiar semi-circle of choirs everywhere. The twinkling melody of I'll Be Home For Christmas filled the air.

But instead of belting the familiar refrain, the choir raised their arms, stretched out their fingers and signed the lyrics in unison.

Their actions swelled with emotion, their hands becoming musical instruments. In the language of Deaf people everywhere, they sing.

"Oh, I feel fabulous. Very inspiring to teach Deaf awareness here in the public," said choir member Myles Murphy, through an interpreter.

"It means that, you know, we were here. We are part of the public," said Murphy, a member of the choir and executive director of the Newfoundland and Labrador Association of the Deaf.

"I'm full of Christmas spirit here today," said choir member Linda Healey, also through an interpreter. "I'm really happy that people are getting the awareness out here, and we are showing that Deaf people can do anything when it comes to performing." ... Read The Full Story at CBC NL.

Deaf Woman Refused Service at Tim Hortons

Deaf Ontario woman alleges mistreatment after Tim Hortons drive-thru employee refuses service.

HAMILTON, Ontario -- A Deaf Hamilton woman is hoping for change after she feels she was discriminated against while using a coffee shop drive-thru.

Danna Morales, 26, posted on Facebook says she has been using fast-food drive-thrus her whole life without issue, until she visited a Tim Hortons on Sunday.

Morales says she showed the drive-thru cashier her order typed out on her iPhone, and after some fuss the staff reluctantly processed it. But when they neglected to give her some of the items that she had already paid for, she tried to explain that to them by typing it out on her phone.

The incident was recorded on camera by Morales’ partner Francis Mena, who was in the passenger seat. Mena’s cellphone video shows the employee at the window refusing to look at the phone.

“I can’t, you have to come around!” says the employee. “Too bad,, no!”

When Morales tries to explain the situation, the employee appears increasingly agitated.

“You’re holding my line, go!” she orders Morales.

“She didn’t need to have such attitude with me,” Morales told CTV News Toronto through an interpreter Wednesday.

“I think because of the way she reacted, it was a little discriminatory.”

The video shows other employees coming to the window and trying to assist.

“Go inside, I’m going to serve you,” says another employee.

“She can’t talk, she has to come inside,” says the main clerk at the window.

“She could have just read the order off the phone, given us our order and we would have been out of there,” Mena told CTV News Toronto, also through an interpreter.

“But instead she dragged it out and it made me feel a little hurt, a little uncomfortable.”

As the exchange continues, other drivers begin honking and one approaches the drive-thru window.

“Look at the line up here, I have to go,” a customer is heard saying in the video. “What is this?”

The employees eventually give Morales the rest of her order.

Morales and Mena returned to the location later that day with an interpreter, and they say the manager apologized and called the situation unacceptable.

Tim Hortons told CTV News Toronto in a statement the experience was “truly unfortunate” and does not reflect the company’s inclusive values.

“We want all of our guests to have a positive and welcoming experience at our restaurants. The restaurant has been working to rectify this,” a spokesperson said.

Morales says she would like to see more education for employees. Tim Hortons tells CTV News Toronto that it will be updating its accessibility training in light of Morales’ experience.

Morales also believes more should be done to improve drive-thru accessibility for Deaf people.

“How are we supposed to even order though a drive-thru when it’s a speaker system that’s inaccessible to us?” she said.

The City of Fredericton recently made plans to combat their own Tim Hortons drive-thru chaos by spending $40,000 to build a "traffic circle”. The move is an attempt to limit the amount of traffic that is clogging up the roads near one of the coffee shop's drive-thru locations.

Deaf Canadian Arrested For Child Pornography

Deaf man arrested in child pornography investigation, Niagara police looking for witnesses after Ottawa child porn bust.

SAINT CATHARINES, Ontario -- Niagara Regional Police are looking for additional witnesses in Niagara after the arrest of an Ottawa man on child porn charges.

An investigation into the sexual exploitation of children that began this month resulted in a search warrant for an Ottawa residence, where police there seized computer systems and storage media for forensic examination.

Richard Fortier, 31, is being held in custody in Niagara. He is charged with two counts of making available child pornography, two counts of accessing child pornography and one count of possession of child pornography.

Stephen Harper was elected to the Parliament of Canada seven times-three times as Prime Minister. He did not expect Donald Trump to be elected President of the United States. But unlike most observers, he did think it was at least possible.

Why?

Because he sensed, as Mr. Trump surely did, that the political landscape had shifted.

The underlying issue is this: Over the last few decades, thanks to globalization, a billion people-mostly in the emerging markets of Asia-have lifted themselves out of poverty. This, of course, is a good thing. Yet, in many Western countries, the incomes of working people have stagnated or even declined over the same period.

In short, many Americans voted for Donald Trump because the global economy has not been working for them. We can pretend that this is a false perception. We can keep trying to convince people that they misunderstand their own lives. Or we can try to understand what they are saying and offer some solutions.

In our contemporary world, there are, as British journalist David Goodhart describes it, those who can live “Anywhere,” and those who live “Somewhere.”

Imagine you work for an international bank, computer company, or consulting firm. You can wake up in New York, London, or Singapore and feel at home. Your work is not threatened by import competition or technological dislocation. You vocally support all international trade agreements and high levels of immigration. You are one of those who can live Anywhere. There are a lot of those people. But there are a lot more completely unlike them.

Let’s say you’re a factory worker, a small-businessperson, or in retail sales. Your work has been disrupted by outsourcing, cheap imports and technological change. Your children attend the local schools and your aging parents live nearby. Your social life is connected to a local church, sports team, or community group.

If things go badly at your company, or if policy choices by politicians turn out to be wrong, you can’t just shift your life to somewhere else. Like it or not, you depend on the economic policies of your national or state government. When it doesn’t come through for you, you’re not happy. And when it ignores you entirely, you get angry.

It’s easy for Anywheres to dismiss these concerns. But the Anywheres’ faith in global solutions and multi-national political bodies is founded more on fantasy than fact.

The fact is, the critical functions of laws and regulations and monetary and fiscal stability, among other things, are provided by nations, not global institutions.

The nation, with all its flaws, is a concrete reality. The “global community” is little more than a concept. Yet it is the Anywheres, with their faith in globalization-not the Somewheres-who have dominated the politics of almost every advanced country.

That is, until now. This sea-change is not limited to the United States. The same dynamics-“Anywhere” elites versus “Somewhere” populists-is playing out all across the Western world.

These populists, as I’ve tried to show, are not the ignorant and misguided “deplorables” depicted in mainstream media. They are our family, friends, and neighbors. The populists represent, by definition, the interests of ordinary people. And, in a democratic system, the people are supposed to be our customers.

Dalong Houang is a Deaf who runs a new restaurant, Dal's Poke, in Langley, British Columbia, Canada. The poke bowl is insanely good if you like eating sushi.

Poke means “to slice or cut” in Hawaiian and refers to chunks of raw, marinated fish - usually tuna - which is then tossed over rice and topped with vegetables and umami-packed sauces.

John Ruppel of Winnipeg attended the Full Gospel Church in Steinbach until he became a founding member of Calvary Temple of the Deaf Followship. He faithfully attended for 39 years. He wrote within a passionate about "I Cannot Hear" before he passed away in 2016 at age 77. He shares the song to you all with his love.

They brought to Him one who was Deaf and spoke with difficulty, and they implored Him to lay His hand on him. Jesus took him aside from the crowd, by himself, and put His fingers into his ears, and after spitting, He touched his tongue with the saliva; and looking up to heaven with a deep sigh, He said to him, "Ephphatha!" that is, "Be opened!" And his ears were opened, and the impediment of his tongue was removed, and he began speaking plainly. And He gave them orders not to tell anyone; but the more He ordered them, the more widely they continued to proclaim it. They were utterly astonished, saying, "He has done all things well; He makes even the Deaf to hear and the mute to speak." Mark 7:32-37.

Daughter Signs Rock Lyrics To Deaf Dad

Canadian daughter signs song lyrics for her Deaf dad at rock concert goes viral on social media.

EDMONTON, Alberta -- A video of a teen daughter using American Sign Language to communicate the lyrics of a rock song to her dad has touched millions.

Karri Carberry, 19, signed the Three Days Grace song "Just Like You" to her father, Darrin Carberry, at the band's concert in Canada on Dec. 12. Carberry is Hearing, but her dad is Deaf, she told "Good Morning America."

"It was our first concert together," said Carberry of Edmonton, Alberta. "I feel absolutely shocked and amazed at all of the views and responses we have been getting! It’s an amazing feeling and we’re both very happy that everyone around the world is enjoying it so much."

As Carberry and her dad rocked out, fellow concertgoer Julianne Cragg captured the moment.

Cragg shared the video on Facebook, where it's been viewed 17 million times. Cragg told "GMA" that at first, she wasn't intentionally filming the father-daughter duo, but that she was glad she caught it on camera.

"I'm thrilled that it's made a few people happy," Cragg said.

Three Days Grace even commented on the video, writing on Facebook, "This is the coolest thing on the internet right now!!! so sweet."

Canada Deaf Games Winnipeg 2018

Deaf Sports News: Winnipeg hosting 2018 Canada Deaf Games.

WINNIPEG, Manitoba -- The country’s top Deaf and Hard of Hearing athletes are in Winnipeg as the city plays host to the 2018 Canada Deaf Games Feb. 21-24.

Five sports are featured at the event, including basketball, bowling, curling, ice hockey, and volleyball.

Action began Wednesday morning and goes until Saturday and features around 175 athletes.

“We want people to know that Deaf people can definitely be involved in high-level sports competition,” Ross Lavallee, a member of one of two Manitoba Deaf curling teams at the event, said.

Lavallee, along with teammates John Gesner, Shawn Demianyk and Kayle Miller won the 2017 World Deaf Curling Championship in Sochi, Russia.

The winning men’s and women’s curling teams will represent Canada at the 2019 Deaflympics, while the hockey competition will be used to scout players for Team Canada at the Deaflympics.

Former Winnipeg Jets player Jim Kyte is taking part in the five-team hockey tournament along with eight members of his family.

Canadian Hearing Society Workers On Strike

Services for Deaf Ontarians limited as Canadian Hearing Society begins strike today.

TORONTO, Ontario -- Canadian Hearing Society employees, including those in Windsor, walked off the job Sunday night as efforts to arrange their first collective agreement in four years broke down.

Employees at 21 locations across Ontario are bargaining for better wages and to stop proposed changes to their sick leave, according to CUPE national spokesperson Barbara Wilker-Frey.

The offices in Windsor and London remain open, but are being run by management staff. Limited services are available on site.

The union represents 227 frontline workers who serve about 36,000 people every year. Wilker-Frey said many employees know firsthand how tough a strike will be on those who rely on the society for its various services.

"It was a really difficult decision for the local to decide to go out on strike because many of our members are part of that very same community and use the very same services that they offer to the wider community," she explained.

In a written statement, a spokesperson for the CHS said the people the organization serves are "at the heart" of every decision they make.

"We are disappointed that the union has chosen to strike and we will continue to work to get them back to the bargaining table," said CHS vice-president Gary Malkowski. "In light of CUPE's decision to strike, our focus right now is to provide our clients with the best possible care and service under these disappointing circumstances."

The Canadian Hearing Society offers emergency translation for legal matters and healthcare, but those services will be severely cut back while the strike is ongoing.

Wilker-Frey said the union has not heard from the society since the strike began, but added CUPE is ready to get back to bargaining as soon as possible.

Canada Ban Disabled People From Immigrating

Canada is a progressive immigration policy dream - unless you have a disability - Trudeau signed to ban immigrants with disabilities, how to build a disability-free country.

OTTAWA -- National Post: It’s no secret that many progressive Americans fetishize Canada as a northern utopia: It has universal health care, it legalized same-sex marriage a decade before the United States did, and it has a cute, lefty prime minister (complete with a tattoo and a literature degree). After President Trump restricted refugees, immigrants and travellers from seven majority-Muslim countries, Prime Minister Justin Trudeau tweeted: “To those fleeing persecution, terror and war, Canadians will welcome you, regardless of your faith. Diversity is our strength #WelcomeToCanada.” Cue collective liberal swoon.

The problem is that Canada’s immigrant policy isn’t quite as dreamy as Americans might imagine. It includes a virtual ban on disabled immigrants that goes back decades: Under Canada’s Immigration and Refugee Protection Act, foreigners can be turned away if they “might reasonably be expected to cause excessive demands on health or social services.” What this means is families rejected for having Deaf children and spouses denied because they use a wheelchair, a practice too harsh for even the United States’ difficult immigration system.

Ella who took the stage - wise beyond her years, she channeled her experiences with her sister Maggie into a great question that gets to the heart of what we choose to value in Canadian society. If we continue to treat children of immigrants with disabilities as unwelcome, there is little doubt that the values associated with that thinking reflect on how we treat Canadian-born citizens with disabilities. If we truly believe that people with disabilities are important and valued contributors to the human family, then we must learn to think and act differently.

The number of disabled immigrants rejected by Canada is not known. Most of those turned away do not have the financial means to appeal, and few cases get media coverage. But the cases that are brought to the public’s attention are eye-opening.

In 2000, multimillionaire David Hilewitz and his son, Gavin, were denied immigration from South Africa to Canada because Gavin has a mild developmental disability. Angela Chesters, a German woman who married a Canadian man abroad, was denied permanent residency after the couple moved to Canada because she has multiple sclerosis. The Chapman family was stopped at a Canadian airport when attempting to emigrate from Britain in 2008 because their daughter has a genetic abnormality. The Dutch DeJong family was turned down for immigration because one of their daughters has a mild intellectual disability.” Felipe Montoya, recruited from Costa Rica to teach at a Toronto university, and his family couldn’t get residency because his son has Down syndrome. In 2015, Canada denied Maria Victoria Venancio health care and attempted to deport her after she became a paraplegic.

According to Roy Hanes, a Canadian social-work scholar and disability advocate, even though Canadian law does not explicitly state that disabled people are banned, the notion of “excessive demands” still guides the immigration process. Potential immigrants must undergo physical and mental health exams to prove that their bodies and minds will not be a burden on Canada’s socioeconomic structure. The policy, Hanes wrote in a history of Canadian immigration law, makes it “extremely difficult for people with disabilities to become citizens.”

Hanes explains that this exclusionary policy arose from the outdated concept that people with disabilities are not useful members of an economy because they supposedly use too many resources. “The long-held concern of social dependence remained as a major obstacle for people with disabilities and it appears that people with disabilities were continuously evaluated for what they might not be able to do and not what they could do,” he wrote. “In this regard, immigration legislation was based on economic ‘utilitarianism’ and people with disabilities ranked very low when considering their abilities in terms of economic productivity.”

According to some scholars, this anti-disability immigration policy might violate Canada’s constitution, not to mention the U.N. Convention on the Rights of Persons With Disabilities. Despite the possibility of future reform - a piece of federal accessibility legislation that could have implications for immigration is in the works - Canada’s discriminatory policies are “entrenched,” according to Global Disability Watch, and “show no signs of abatement.” The group added that Canada’s practices show “how to build a disability-free country.”

Underlying this policy is the assumption, borne straight from the West’s nasty marriage of eugenics and capitalism, that a person ceases to matter if they cannot be a “productive” member of society. Worth is determined by contribution to a profit, by independence and by the ability to pull one’s own weight. Of course the idea that anyone is ever truly independent, or that we could possibly survive without one another, is a complete myth. But it’s one of the central pillars of the Western capitalist story - and one that Canada has embraced when it comes to immigration.

In the United States, would-be immigrants must undergo physical and mental examinations, mostly to prove that they will not cause harm to others or commit crimes. The American system deserves plenty of criticism, but disability advocates on both sides of the border tend to see Canada’s policy as considerably more strict in this regard. Yes, Trump is attempting new restrictions on immigration, while Canada advertises its openness. But how many immigrants being rerouted from the United States will be turned away because of disability in Canada, a supposed sanctuary? Let’s not idealize a country that adheres to the ableist idea, rooted in eugenics, that any human being poses “excessive demands.”

Deaf Crows Headed To The Sound Off Festival

A group of talented Deaf Regina high school students will soon be taking their show on the road to Edmonton Sound Off Festival.

REGINA, Saskatchewan -- After two, sold-out performances this summer of the one-act play Deaf Crows by the Thom Collegiate students, they were inundated with requests to do other shows. Teacher Joanne Weber said most were turned down because they’re simply not set up to tour. But they couldn’t pass up the invitation to perform next month at the Sound Off Deaf Theatre Festival in Edmonton. A first for Canada, the festival will showcase the work of Deaf playwrights and actors, which presents a unique educational benefit for the students, said Weber.

“These kids will have a chance to be part of a vibrant Deaf community, if only for about three days,” she said, explaining such opportunities are lacking in a small community like Regina.

Fundraising events by the students’ parents combined with a highly successful GoFundMe campaign to generate the money to cover travel expenses for the group of 17, including students and chaperones. They perform Feb. 17, 18, and 19 in Edmonton.

Weber calls the outpouring of support “amazing,” with contributions even coming in from theatre companies from in and outside the province. Momentum grew when a U.S.-based sign language news service did a feature story on the group.

Last year the students at the Deaf and Hard of Hearing program at Thom worked with artist-in-residence Chrystene Ells and Berny Hi, a Regina filmmaker, to create visual art, write a script and develop acting skills. Wearing crow masks that they fashioned, the students shared their experiences and challenges growing up in a hearing world -- such as being excluded during games like telephone and hide and seek or struggling to be understood by classmates. The actors signed their lines, and a storyteller interpreted for the hearing audience, except for one part so hearing people might appreciate the deaf experience of seeing but not necessarily comprehending what’s going on.

The original plan was for one Regina show, but when it sold out, a second was added.

Weber, who is herself Deaf, is surprised how Deaf Crows took off. “I have basically toiled in obscurity all these years. And it’s weird to get all this spotlight on the performance. It seemed to have touched some kind of a raw nerve … It’s so interesting because at the same time we have the human rights commission investigating complaints about how poor these deaf people are served in this province.”

In written surveys, audience members called Deaf Crows “inspiring,” “captivating,” “thought provoking” and “powerful.”

She said the students and their parents saw the benefits. “It’s really amazing how those kids have been transformed,” said Weber. “They’ve really come alive,” she added, explaining how they’ve gone from feeling isolated to working together in a community.

“For the first time, their experiences were valued and recognized.”

In a video prepared for the fundraising campaign, student Fatima Nafisa, signs, “I don’t want Deaf Crows to be over.”

Now that they’re headed to Edmonton, the students are back in rehearsals, re-learning lines, and sorting out how they’re going to re-create the same magic in a theatre far different from Regina’s Artesian.

The students are also working on a visual art installation planned for the Dunlop Gallery in October. And the success of Deaf Crows has also led to the creation of a non-profit theatre group (the Deaf Crows Collective) that’s looking to develop more pieces.

In the fundraising campaign video, student Alex Bristow, signs: “All people want the same thing -- to be equal, strong and feel like they are supported.”

Deaf and Dying at the Ottawa Hospital

Deaf and dying: How a volunteer team brings palliative care comfort through communication in the capital of Canada.

OTTAWA -- The first experience Monica Elaine Campbell had with palliative care was helping a woman who had lost her ability to speak because of throat cancer.

Campbell, profoundly Deaf since birth, is an excellent lip reader and staff at an Ottawa Hospital asked if she could interpret the dying woman’s words. The woman had been communicating with paper and pen, but now was too weak even to do that.

“I was very hesitant. Then I thought, well, the least I could do is give it a try,” said Campbell, who is able to speak despite never having heard a word herself. “I put my hand on her right arm and said, ‘I’ve never done this before. I will try my best.”

Campbell leaned close as the woman mouthed her words. Campbell repeated it back and had the woman nod yes if she had understood correctly. She spent five hours with the woman, relaying messages between her and her family and the medical team. She was able to interpret about 85 per cent of what the woman told her.

“I came away a different person,” Campbell said. “I was very touched by the experience.”

The dying woman had not been Deaf, but the experience got Campbell thinking about the communication needs of people like herself: the Deaf and Hard of Hearing. A few years later, Campbell was asked to help a Deaf friend who was about to receive bad news about her cancer diagnosis.

“I didn’t know much about palliative care, but she was struggling with her terminal illness,” Campbell said. “I thought, my goodness, what if that was me? I thought, I should talk to my Deaf friends about death and dying and what our experiences have been.”

Those conversations led Campbell and her friend, sign language interpreter Christine Wilson, to start up the Ottawa Deaf Palliative Care Team, a group of volunteers that provide end-of-life care for the Deaf and Hard of Hearing and their families. In 1999, she enrolled in palliative care courses at Algonquin College with two Deaf colleagues (the Deaf use a capital D to refer to the sub-culture of people who communicate with sign language; “Hard of Hearing” are those who have lost some or most of the hearing but can still use some speech, sometimes augmented with sign language; the “Deafened” or “Oral Deaf” have lost some or all of their hearing, but either learned to speak before their deafness or, like Campbell, learned to speak despite it...
